achievements speak for themselves, but we realise that there is still a long way to go.

vision for Sonar Bangla. Our vision for Sonar Bangla is one that seeks to make West Bengal the righ ul inheritor of its

Ebar Women's Development
01 We will provide free and quality education to all female students from KG to PG.
02 We will establish a corpus of ₹500 crores to provide nancial assistance to meritorious female
students pursuing higher education in private institutions.
03 We will launch Balika-Alo Yojana under which a bond of ₹50,000 will be issued to to each family
from the ST, SC, OBC and economically weaker sections on the bi h of a girl child. Under this
scheme, girls will receive periodic nancial assistance as follows:
• Class 6 - ₹3,000
• Class 9 - ₹5,000
• Class 11 - ₹7,000
• Class 12 - ₹7,000
• A er a aining the age of 18 years, unmarried girls who have completed education up to Class 12
will be given ₹2 lakhs.
04 We will launch Ghore Lokhi Yojana under which a xed deposit of ₹1 lakh will be given to women
from the ST, SC, OBC and economically weaker sections above the age of 18 years at the time of their
marriage.
05 We will provide free public transpo for all women.
01 We will ensure that West Bengal becomes one of the safest state in India for women and crimes
against women reduce signi cantly in the next 5 years.
02 We will form 9 women-only Police ba alions named Shailputri, Brahamacharini, Chandraghanta,
Kushmanda, Skandmata, Katyayani, Kaalratri, Mahagauri, Shiddhidatri a er Maa Durga.
03 We will form 3 women-only Matangini Hazra ba alions under the State Reserve Police Force.
04 We will increase the number of women police stations in every district as per the requirement.
05 We will set up a dedicated desk operated by women o cials in every police station of the state to
tackle crimes against women.
06 We will establish all-women Pritilata Waddedar squads in each district to protect females from the
menace of eve-teasing.
07 We will establish Mohila Shohayota Centers at each sub-division for rehabilitation and counseling
of sexual assault victims.
08 We will establish a Bina Das Mohila Surokkha Task Force with a corpus of ₹100 crores directly
under the CMO to tackle the issues of women tra cking to help in victim rehabilitation.
09 We will ensure time bound completion of investigation in cases of crimes against women.
10 We will establish fast-track cou s at every sub-division to expedite the resolution of cases
related to women’s safety and POCSO.
11 We will enact a legislation to sentence perpetrators of heinous crimes such as acid a ack, human

into bene ciary bank accounts through Direct Bene t Transfer only to cut out middlemen, cut

05 We will set up legal clinics at each sub-division to provide free counseling and advice to the

01 We will promote West Bengal as the Industrial Hub of the East by ensuring implementation of
Purboday Policy and reclaim its industrial preeminence for which:
• A mission mode approach will be taken to implement the oppo unities lost in Bengal for the last
40 years
• Measures will be taken to ensure that West Bengal ranks among the top 5 states in India in terms of
economic growth in the next 5 years
02 We will constitute the Sonar Bangla Economic Revival Task Force which will:
• Formulate a new Investment and Industrial Policy with a focus to promote Make in Bengal and to
promote the state as the most preferred destination for investments in the country
• Identify and revive the defunct and sick industrial units in the state
• Formulate the Expo s Promotion Policy in order to accelerate expo s
01 We will ensure that in the next ve years West Bengal ranks amongst one of the top 3 states in the
country in terms of Ease of Doing Business.
02 We will provide all necessary permits to set up a business within 15 days via the single window
clearance mechanism.
03 We will establish Invest Bangla along the lines of Invest India to provide transparent, uni ed, one-
stop solutions for investors.
04 We will provide a framework for a time-bound Alternative Dispute Resolution Mechanism in
order to streamline the process of grievance redressal and industrial dispute resolution.
05 We will facilitate real-time registration for shops and other similar establishments.
01 We will establish Dwarkanath Tagore MSME Development Centers in each district which will
serve as MSME incubators and provide the required assistance in:
• Se ing up MSMEs by providing technical assistance, market access assistance and business
development assistance as necessary
• Assisting MSMEs in the process of acquiring approvals, ge ing land permits and advising them in
utilizing the single window clearance mechanism
02 We will establish a speedy process to clear all dues to MSMEs to be received from the Government
and Public Sector Unde akings and will also provide compensation in the event of delays.
03 We will provide electricity at ₹2 per unit to MSMEs for a period of 5 years from the date of
commencement of production.
04 We will create a corpus of ₹500 crores in addition to the MUDRA scheme, where collateral-free
loans of up to ₹10 lakhs will be provided to MSMEs with a 100% credit guarantee cover.
05 We will provide a ve-year tax holiday to the sta -ups in order to incentivize their operations.

01 We will establish dedicated Industrial Parks across the state to boost employment oppo unities
and generate revenue for which:
• Provision of Plug and Play Model will be made available in all Industrial Parks to boost
production through the supply of basic amenities (supply of uninterrupted power, piped gas
connection, access to water and waste treatment)
• Labour will be provided pursuant to specialized labour protection guidances and se ing up of an
Industry Employment Bureau for local skill and capacity matching for industries
• Expedited single window clearance for central and state-level approvals will be provided
02 We will provide a waiver on xed electricity charges for 6 months to all new factories that set up
their base.
01 We will establish 4 Onnodata Mega Food Parks in No hern, Southern, Eastern and Western regions
and 10 small scale Food Parks at the district level.

• Small tea farmers and entrepreneurs will be provided with technical knowledge and skill
development training
• They will be incentivized to establish tea processing units to manufacture their products

04 We will set up a dedicated integrated center for the production and processing of organic

branding, packaging and domestic and international marketing of owers.
01 We will establish 4 Bostro Hubs in the state with the aim to make West Bengal handloom and
handicra global in nature by:
• Se ing up a revolving Handloom Entrepreneurship Fund of ₹500 crores to provide loans to
weavers and entrepreneurs to sta or expand their existing enterprise and upgrade
machinery
• Providing distribution points within these hubs to showcase and sell products such as Kantha,
Baluchari, Murshidabad Silk, Garad, Jamdani and Tussar
• Providing online market linkages for direct access to consumers
• Providing subsidy of upto ₹20,000 to the a isans availing a bank loan of ₹1 lakh
• Establishing Hosto Shilpo Kendro in Kolkata to exhibit the GI tagged handicra products

establishing mega textile parks in the state.

01 We will revamp the Jute Industry through a Special Purpose Vehicle with a corpus of ₹1,500
crores which would be used in:
• Financial restructuring of the concerned mills and drawing up a dedicated action plan for their
operationalization
• Establishing state-of-a modern infrastructure for jute industries
• Ensuring 100% modernization of existing jute mills
• Creating and expanding domestic and international marketing centers for jute products
• Providing production linked incentives to boost production capacity
02 We will revamp the Jute Expo under the Market Promotion Suppo Scheme.
03 We will ensure that the Jute products are being used as packaging materials for all food grain and
sugar packaging.
01 We will set up a Rajendranath Mukherjee Steel and Iron Engineering Industrial Park to a ract
investments in steel and allied downstream industries such as engineering and heavy electricals.
02 We will set up Acharya Prafulla Chandra Roy Pharma Industry Park in Newtown in Kolkata.

In the past six years, our government has developed robust infrastructure through schemes
such as PM Gram Sadak Yojana, Bharatmala Pariyojana, PM Awas Yojana, etc., ensuring that the

expansion of highways, waterways, railways, airpo s and access to basic amenities like power,
water, housing and sanitation facilities we are delivering on our promise of improved quality of
life. We pledge to bring Asol Poribo on in every village, town and city of Bengal. World-class
infrastructure will be the foundation of Sonar Bangla.

01 We will launch Gurudev Rural Advancement Mission (GRAM) with a corpus of ₹2 lakh crores over
the next 5 years to bring all existing rural development schemes under one umbrella:
• Connect every village with the main road by 2024 by expediting the Pradhan Mantri Gram Sadak
Yojana
• Enhance the drainage system of rural West Bengal by constructing a 100% underground pucca
drainage system in the villages
• Ensure 100% toilet facilities in rural West Bengal under Swachh Bharat Mission
• Construct bus stops where the village road connects to a highway
• Ensure 100% internet connectivity in all pa s of Rural Bengal
02 We will launch a Proti Barite Subidha Scheme to ensure 100% awareness among the rural
population about all Government schemes and policies by:
• Establishing Proti Barite Subidha Service Centres in all gram panchayats to expedite the
enrolment process in government schemes
• Employing local youth in each service center to disseminate information about healthcare,
nancial inclusion, education and other government schemes
03 We will incentivize banks to set up one branch with an ATM machine per gram panchayat to ensure

real estate development and create a standardised and transparent framework for the buyer.
01 We will provide free electricity only for usage of upto 200 units for domestic consumption and

03 We will ensure that West Bengal leads the way in renewable energy generation under the Urja
Nobikoron Scheme through:
• Installation of solar energy panels in government o ces, administrative buildings, schools and

01 We will set up a Proti Bari Porishkar Jol Fund at a cost of ₹10,000 crores to ensure that every
household gets clean drinking water by 2024.
02 We will initiate the Mukhyomontri Shuddho Jol Scheme to ensure good quality of water in 11 critical
districts (Malda, Murshidabad, No h 24 Parganas, South 24 Parganas, Bardhaman, Bankura, No h
Dinajpur, South Dinajpur, Nadia, Howrah, Hooghly) a ected by uoride, iron and arsenic
contamination.
01 We will build bio toilets around major tra c signals and other crowded public spaces.
02 We will construct toilets along all state highways.
03 We will identify scienti c dumping grounds for improved sewage management.
04 We will implement a concrete plan for solid waste management in every household, town and city by
employing modern technology and machinery.
05 We will focus on complete fecal sludge management, wastewater treatment and source segregation
of garbage.
06 We will ensure the optimization of the installed capacity of all Sewage Treatment Plants (STP) and
operationalisation of all non-functional STPs in the state.
07 We will set up at least 10 more Common E uent Treatment Plants (CETP) in the state by 2023.

02 We will allocate ₹1 lakh crores over a period of ve years for Roadways wherein:
• All roads across the state will be su aced, all-weather and pothole-free
• All State Highways will be widened and be made 4 lanes (wherever needed)
• The highway between Kharagpur and Durgapur will be connected with the Durgapur Expressway,
which would later be extended to the Tajpur Deep seapo
• Institute an expe commi ee within 100 days of coming to power to audit bridge and yover
safety across the state
03 We will work in collaboration with the Ministry of Highways to widen all national highways by 2024
and make it 4 lanes under the Bharatmala Pariyojana.
• Extend assistance in NH116-B highway development (Nandakumar, Purba Medinipur to
Chandaneswar, Balasore) along with NH-19 (Durgapur, Palsit and Dankuni), remove hurdles to
upgrade and expand NH-112 (Barasat to Petrapole border) and NH-60 (junction with NH 34 at
Morgram to junction with NH 5 at Balasore)
• Expedite ongoing repair works for NH-27 (Siliguri to Sonapur) and NH-12 (junction with NH-27 at
Dalkhola terminating at Bakkhali), and ensure completion by the end of 2022
04 We will extend assistance to the Central Government to build the Tetulia Corridor as soon as
possible. It will connect Chopra in No h Dinajpur district to the towns of Jalpaiguri and Mainaguri in
Jalpaiguri district, through the Tetulia Upazila in Bangladesh. The corridor would reduce the travel
distance by about 84 km and facilitate easier access to No heast India.
01 We will work in collaboration with the Ministry of Railways to provide seamless rail connectivity:
• For Bankura: Facilitate the Bishnupur-Tarakeswar rail line
• For Howrah and Midnapore: Facilitate the Howrah-Fu ura-Midnapore rail line
02 We will extend assistance to the Central Government for the expedite construction of East Coast
Dedicated Corridor from Kharagpur to Vijayawada, and the East-West Dedicated Corridor from
Bhusaval to Kharagpur to Dankuni.
03 We will cooperate with the Central Government to establish a Dedicated Freight Corridor
connecting Dankuni to Siliguri which will link Industrial Parks to po s and airways, boosting
industrial progress in the State.

01 We will collaborate with the Ministry of Railways to initiate new metro routes through a feasibility

all-tier two and three cities.
01 We will incentivise the uptake of hybrid and electric vehicles under the Faster Adoption and
Manufacturing of Hybrid and Electric Vehicles (FAME II India) Scheme.
02 We will roll out 1000 electric buses under the FAME framework by 2023.
03 We will set up at least 250 Electric Vehicle charging stations by 2023 across all major urban hubs
and along State and National Highways.
04 We will build robust CNG Infrastructure in Kolkata, Siliguri, Asansol and Durgapur for the public
