ORDER:

The Government have appointed the One Man Commission to


take p comprehensive examination, revision and updating the service
Rules for the various posts under the State Government. Accordingly
the One Man Commission took up the Special Rules for the Andhra
Pradesh Police (Transport Organisation) Service and forwarded them
to Government for approval and issue.

2. The Government after careful examination of the draft rules


prepared by the One Man Commission for Andhra Pradesh Police
(Transport Organisation) Service and Forwarded them to Government
for approval same and issue the following Special Rules:-

NOTIFICATION

In exercise of the powers conferred by the proviso to article –


309 of the Constitution of India and of all other powers hereinto
enabling the Governor of Andhra Pradesh and in Supersession of the
Special Rules issued in G.O.Ms.No. 1403, General Administration
(Rules) Department Dated.23.9.1959, G.O.Ms.No.1263., General
Administration (rules) Department, dt.26.8.1959 in so far as the post
of Inspector is concerned and in G.O.Ms.No.698, Home (Police. C)
Department, Dated 19.11.1986 as amended from time to time hereby
makes the following Special rules for the Andhra Pradesh (Transport
Organisation) Service:-

RULES
1.Short Title:

These rules may be called the Andhra Pradesh Police (Transport


Organisation) Service Rules.
2. Constitution:

The Services shall consist of the following categories of posts:-

Category(1) : Director of Police Transport.


Category(2) : Superintendent of Police (Technical)
Police Transport
Category(3) : Technical Assistant to Director of Police
Transport

Category (4) : Inspector of Police (Technical)

3.Method of Appointment

Subject of the other provisions in these rules, the method of


appointment for several categories shall be as follows:-

Inspector General of Police cadre.

Transport ii. If no eligible or suitable candidate is
available for promotion by deputation on
tenure, of Divisional Manager or a Regional
Manager from the A.P.S.R.T.C.
3. Technical Assistant to i. by Direct recruitment.
Director of Police ii. By promotion of Inspector of Police
Transport (Technical)
iii. If no suitable or eligible Inspector
(Technical) is available for promotion by
deputation on tenure of a person from the
A.P.S.R.T.C. of comparable or equivalent
grade.
4. Inspector (Technical) By appointment by transfer of sub
Inspector of Police (Technical) from the
Andhra Pradesh Police (Transport
Organisation) subordinate service.

Note: 50% of the number of substantive vacancies in the category of
Technical Assistant to Director of Police Transport shall be
filled by direct recruitment.

4. Reservation of appointment:-

The rule of Special representation (General Rule 22) shall


apply to appointments by direct recruitment to the post of
Technical Assistant to Director. Police Transport organization
provided that no reservation shall be made for physically
handicapped persons such as deaf, dumb, and visually
handicapped persons however rule of reservation shall be
made applicable to Onthopaedically handicapped persons.
5.Qualifications:
No person shall be eligible for appointment to the categories
specified in column I) of the annexure to these rules by the method
specified in column (2) unless he possess the qualifications specified in
the corresponding entry in column (3) thereof.

6.Age.

No person shall be eligible for appointment by direct


recruitment, if he has not completed 21 years of age and has
completed 28 years of age on the first day of July of the year in which
the notification for selection is made.

7.Minimum Service:

No person shall be eligible for appointment by transfer or


promotion unless he has put in not less than three years of service in
the category from which promotion or appointment by transfer is
made.

8. Probation:

(a) Every person appointed by direct recruitment to the post of


Technical Assistant to Director, Police Transport be on
probation for a total period of two years on duty within a
continuous period of three years.
(b) Every person appointed to any of the posts either by
promotion or by transfer shall, from the date on which he
commences probation be on probation for a total period of
one year on duty within a continuous period of two years.

9. Physical requirements:

A candidate for appointment by direct recruitment to the post of


Technical Assistant shall satisfy the following physical requirements.

(a) Must not be less than 167.6Cms. in height


(b) Must on full inspiration with a minimum expansion of 5 Cms.

Providing that in the case of candidates belonging to scheduled


tribes and aborginal Tribes where the reserved quota cannot be
fully utilized for want of sufficient candidates possessing the
requisite physical standards, the physical standards shall be as
specified below:-

1. Must not less than 164 CMs, in height and must not less than
83.80. Cms. Round the chest on full inspiration with minimum
expansion of 5.00 CMs.

2. Must be certified to possess the visual standards specified below


without glasses:

i. Right eye : Distance Vision 6/6.


Near Vision 0.5
Left eye : 6/6 snellen 0.5 (snellen)

ii. Each eye must have a full filed of vision.


iii. Colour blindness squint or any morbid condition of the eyes or lids
of either eye, knock-knees and pigeon chest, flat foot, varicose vains,
hammor toes, fractured limbs and decayed teach shall be deemed to
be disqualification.

10.Training:

(a) Every person appointed by direct recruitment to the post of


Technical Assistant shall, undergo immediately after
appointment, a course of training for a period of 3 months
basic police Training in Police Transport organization and 12
months on the job training in police Transport Organisation
as per such programme and syllabus as may be prescribed by
the Director of Police Transport from time to time.
(b) Every person appointed by direct recruitment shall before the
commencement of training, execute an agreement bond that
he shall serve the department for a period of three years
after the completion of training referred to in sub-rule(a)

He is liable to repay to the Government the pay and allowances or


any other remuneration received by him in addition to the amount
spent by the Government o his training: if

i. He fails to serve the Department for a period of three


years after the completion of his training for any
reason: or
ii. He discontinues the training or is discharge from
training course for misconduct or any other reasons: or
iii. He secures any other employment elsewhere than
under the State Government, the orders issued in
G.O.Ms.No.268, Finance (FR.I) Department,
Dt.8.9.1980.
(c) The Period of training shall count for purposes of probation,
increments, leave and pension.
(d) A direct recruit shall be eligible, during the period of training,
for the initial pay of the post with usual allowances
admissible at the place of training.

11. Tests:

Every person appointed by direct recruitment to the post of


Technical Assistant to Director of Police Transport shall pass the
Account Test for Executive Officers within the period of probation. He
should also pass the following tests with 50% minimum qualifying
marks on completion of training:-

(1) Two theory tests each of 2 hours duration coverings all


subjects as per the syllabus drawn by the Director of Police
Transport which will be of the Standard of Graduation in
Mechanical Engineering/Automobile Engineering on the
subjects of Automobiles, and also.
(2) Two practical tests covering the above subjects as per the
syllabus drawn by the Director of Police Transport.
