Introduction

‰ The “maintenance program” is intended to include scheduled


maintenance tasks, the associated procedures and standard
maintenance practices.

‰ The “maintenance schedule” is intended to embrace the scheduled


maintenance tasks alone.

‰ The maintenance program should contain a preface which will define:

ƒ The inspection standards to be applied
ƒ Permitted variations to task frequencies and

Introduction

‰ The maintenance program should reflect :


ƒ applicable mandatory regulatory requirements addressed in documents
issued by the Type Certificate (TC) holder
ƒ repetitive maintenance tasks derived from modifications and repairs

‰ A maintenance program should normally be based on:


ƒ The maintenance review board (MRB) report.
ƒ The maintenance planning document (MPD)

ƒ The relevant chapters of the maintenance manual or


ƒ Any other maintenance data containing information on scheduling
ƒ It should also take into account any maintenance data containing
information on scheduling for components.

General Requirements – Descriptive Data

‰ The maintenance program should contain basic information that could


be broken down in two parts:

ƒ Part 1 - Descriptive data:

- The type/model and registration number of the aircraft, engines


and, auxiliary power units.

- The name and address of the owner, operator or approved


organisation managing the aircraft airworthiness.

- The reference, the date of issue and issue number of the


approved maintenance program.

- A statement signed by the owner, operator or approved


organisation managing the aircraft airworthiness to the effect
that the specified aircraft will be maintained to the program and
that the program will be reviewed and updated as required.

- Contents/list of effective pages and revision status of the


document.

- Procedures for the escalation of established check periods,


where applicable and acceptable to the respective authority of

registry.

- Provision to record the date and reference of approved


amendments incorporated in the maintenance program.

- A cross-reference to other approved documents, which contain


the details of maintenance tasks related to mandatory life
limitations, Certification Maintenance Requirements (CMR’s)
and ADs.
Note: To prevent inadvertent variations to such tasks or intervals these items
should not be included in the main portion of the maintenance program document,
or any planning control system, without specific identification of their mandatory
status

- A statement that practices and procedures to satisfy the


program should be to the standards specified in the TC holder’s

Maintenance Instructions. In the case of approved practices


and procedures that differ, the statement should refer to them.

- Each maintenance task quoted should be defined in a definition


section of the program

General Requirements – Task Data
ƒ Part 2 - Task data:

- Check periods, which reflect the anticipated utilisation of the


aircraft.Such utilisation should be stated and include a
tolerance of not more than 25%. Where utilisation cannot be
anticipated, calendar time limits should also be included.

- Details of pre-flight maintenance tasks that are accomplished


by maintenance staff.

- The tasks and the periods at which each part and systems of
the aircraft, (engines, APU’s, components, accessories,
equipment, …) should be inspected. This should include the
type and degree of inspection required.

General Requirements

‰ Instructions issued by the respective authority can encompass all types


of instructions from a specific task to complete recommended
maintenance schedules that can be used by the owner/operator directly.

‰ The respective authority should verify that the maintenance program is


acceptable for the continued airworthiness of the specific aircraft listed
and it is appropriate for the proposed operating environment and
scheduled utilisation.

‰ The respective authority should assess the contents taking into account
the origins of the document i.e. the manufacturers recommended
maintenance program, a MRB report, the operators own experience or
another approved program.

General Requirements

‰ The respective authority may approve an incomplete maintenance


program:
ƒ At the start of operation of an aircraft or an operator, in order to limit
the approval of the MP to a period that does not exceed any
required maintenance not yet approved.

‰ If the respective authority is no longer satisfied that a safe operation can


be maintained, the approval of a maintenance program or part of it may
be suspended or revoked. Events giving rise to such action include:

ƒ An operator changing the utilisation of an aircraft;

ƒ The approved organisation has failed to ensure that the program


reflects the maintenance needs of the aircraft such that safe
operation can be assured.

‰ Practical sampling aspects:


For tasks subject to sampling, sampling size & sampling aircraft must be
determined
ƒ Sampling size:
- For a given aircraft type, generally 1/5 of the fleet is to be selected
- Additional rules may apply (e.g. at least one a/c per operator’s fleet,
minimum sampling size is one aircraft, maximum sampling size is 5
aircraft, round up, …)

ƒ Sampling aircraft:
- When sampling size is defined, select the oldest aircraft in years
since the initial manufacturer’s delivery date

e.g. An operator has 30 A319 & 20 A320, the 1/5 oldest A319 aircraft (5
aircraft) + the 1/5 oldest A320 aircraft (4 A/C) have to be considered as
sampling aircraft

‰ Type Certificate is awarded by aviation regulating bodies to aerospace manufacturers after
it has been established that the particular design of a civil aircraft, engine, or propeller has
fulfilled the regulating bodies' current prevailing airworthiness requirements for the safe
conduct of flights under all normally conceivable conditions.

‰ Supplemental Type Certificate (STC) Any additions, omissions or alterations to the


aircraft's certified layout, built-in equipment, airframe and engines, initiated by any party other
than the type certificate holder, need an approved supplementary type certificate, or STC.

maintenance program tasks are effective and their periodicity is
adequate.

‰ A reliability program should be developed in the following cases:


ƒ The aircraft maintenance program is based upon MSG-3 logic
ƒ The aircraft maintenance program includes condition monitored
components

extinguisher, the customized IPC (thru AirN@v) gives the reference of the CMM (Component
Maintenance Manual) and the CMM gives the information about the fire extinguisher.

In this case, the VR (Vendor Recommendation) and the NR (National Requirement) intervals for
the hydrostatic test must to be checked before to valid an interval.
