1.5 Physical Work Done

a. Survey – Survey drawing has been completed.


b. Site visit and inspection of inventory list by Jabatan
Pengurusan Sisa Pepejal Negara was held on 30 th December and
31st December 08.
c. Soil Investigation – Soil Investigation contractor has
started work on 21st January 09 and completed on 24th January
09.
d. Site visit and inspection of inventory list by PIMD was
done on 12th March 09 between PIMB, XCNT and SMEC.
e. The plant keys have been handed over to XCNT on 12 th
March 09.
f. Site clearing around the plant is completed.
g. SESB cable tracing work has been done on 7th July 09 to
trace the cable from SESB substation to Main Switch Board
room.

2. Progress

a) The progress of work has been delayed 25.64% due to a few activities
that supposed to start but not yet started such as the demolition work
and site hoarding work and renovation work that cannot be started due
to the legal investigation on the plant .
b) The preparation of the proposal for the new incinerator plant at Labuan
was completed as per request from JPSPN in the ‘Mesyuarat
Penyelasaran Projek-projek Insinerator meeting on 16 Julai 2009.
c) Meeting with JPSPN to discuss on the proposal has been done on 17 th
December 2009.

3. On-Site/Off-Site Issues and Problems –

a) Mobilization for demolition works at site was pending due to the legal
matters of the existing plant between Chain Cycle Sdn. Bhd. (previous
contractor) and the Government. The Attorney General and JPSPN have
visited the site twice on the 11th April 09 and 28th April 09, with the
present of KPKT and the previous contractor together with arbitrator
respectively. As per the letter by Cawangan Perlaksanaan dan
Penyelenggaraan Projek KPKT ((57)/KPKT/CPPP/WSS/864/6/6-1), the
demolition work cannot be started yet to date due the legal case that
is still under court investigation.
b) On the utilities bills (electricity and water); to change the name from
the previous contractor or owner. JPSPN has sent official letter to SESB
and JBA to close the previous account and to open new account.
c) The Pelupusan List (Senarai Pelupusan) is required before starting any
demolition work.

d) There is only one route to the plant which is through a private land
(Asian Supply Base).
