1.0 GENERAL
1.1 SCOPE
A. This specification addresses the manufacture, factory testing, and packaging of pay
station telephones, telephones booths, subscriber telephone instruments, and
telephone systems.
B. This specification also addresses the provision of both cross-connect cabinets used as
flexibility point in the Exchange Local Network (ELN) and interface cabinets used as
above ground straight joints in the ELN.
1.4 REFERENCES
A. The referred codes and standards are intended to provide an acceptable level of
quality for materials and products. In case of conflict between these standards and
the text of this specification, the specification text shall govern.
B. The latest revision of the referred codes and standards shall be used wherever
applicable. In case of conflict, the Contractor shall propose equipment conforming to
one group of codes and standards.

1.5 DEFINITIONS
C. Private branch exchange (PBX): Local telephone switch and system, usually
serving a business complex and providing access to the public network.
1.6 SUBMITTALS
A. The Contractor shall submit to MARAFIQ the following items for review and
approval before commencing work:
3. Performance data including mean time between failures (MTBF) and mean time
to repair (MTTR) figures.

9. If the system is microprocessor controlled and software (for additional data base
programming) can be updated on site. A list of reprogramming procedures and
description of system architecture shall be provided, plus software listings of
data bases.

propose the methods of construction and testing such as to achieve the specified
quality to the approval of MARAFIQ in accordance with MARAFIQ specification.

B. MARAFIQ reserves the right of deputing their representative for witnessing the
factory test.
C. Upon completion of factory test, and before shipment of the equipment/material, the
Contractor shall submit 5 certified copies of test reports no later than 10 days after
the completion of all factory tests for review/approval of MARAFIQ.
1.11 COORDINATION
A. The Contractor shall be held responsible for the proper coordination of all phases of
the work under this Contract.
B. It shall be the responsibility of the Contractor to coordinate the work and equipment
as specified herein with work to be performed and equipment to be furnished under
other Sections of the specifications in order to assure a complete and satisfactory
installation
A. The Contractor shall deliver, handle and store equipment and material in accordance
with MARAFIQ specification, as well as the following requirements:
2.0 PRODUCTS
2.1 GENERAL
A. All goods and products covered by these specifications shall be procured when
available from and an in-Kingdom manufacturer. Procurement of all goods and
products manufactured out-of-Kingdom must be approved by MARAFIQ.
2. Suitable outdoor heavy duty telephone booths for housing pay station telephones
under the extreme outside environmental conditions existing in Saudi Arabia,
designed to Kingdom standards.
3. Suitable indoor telephone booths for pay telephone instruments for use in public
places, designed to Kingdom standards.
1. The telephone sets shall be equally compatible with the Digital Electronic
Private Automatic Branch Exchange (EPABX), the key system and the local
telephone exchange.
2. They shall all have push-button dials and shall be designed to operate efficiently
over long line loops.
3. Upon award of the Contract, color samples of the telephone sets shall be
provided to MARAFIQ for approval of the colors to be furnished.
4. The equipment shall be suitable for the particular environment and shall be
designed to prevent ingress of all vermin, accidental contact with live parts and
to minimize the ingress of dust and dirt.
5. The equipment shall withstand mechanical and vibration shock during handling
and transportation when packaged for shipment with the proportions indicated in
Table 2-1, assuming sinusoidal vibrations and half sinusoidal shock impulses.

A. Telephone Instrument
1. The telephone set shall be of unit type construction with separate independent
units made so that they may be replaced without interference with the other
units.
a. Instrument Case
i. The case shall be formed in one single piece of high impact resistant
plastic material.
ii. The shape of the case shall be such that the push button dial is
positioned at an angle to enable easy dialing and permit a good view of
the numbers.
iii. The set shall have feet of a stable, color-fast material at the bottom and
shall be designed in conjunction with the weight of the instrument to
prevent any movement during dialing.
iv. The bottom of the set shall be marked with manufacturer’s name, type
number and date of manufacture.
b. Handset
i. The handset handle shall be formed in one single piece of the same
material and color as the case.
ii. The handset shall be well balanced for easy and comfortable handling
and shall be smooth, free from sharp edges and deformities.
iii. The distance and angle between the earpiece and mouthpiece shall be
especially designed to provide the correct speaking position for the
average telephone user.
c. Push-Button Dial
ii. The numbers shall be scratch proof and permanent. The push buttons
shall be so formed, so as not to cause any discomfort to the finger
during dialing.
iii. The push-button unit shall be connected to the telephone set circuit by a
suitable cord, which can be easily removed for maintenance purposes.
iv. Variations in tone levels and frequencies shall not exceed allowable
tolerances established in CCITT recommendations.
d. Wiring
i. All wire conductors shall be tinned, annealed copper and shall be PVC
insulated and color coded.
ii. The wiring within the transmission circuit shall be affected by means of
printed circuits.
iii. The conductor foil shall not peel (under appropriate repair conditions)
upon application of such concentrated heating as during soldering,
iv. The stress on the printed circuit board shall not cause any cracks in the
conductor foil.
e. Internal Components
i. All components shall be self-supporting.
ii. The mounting of components shall be such that the replacement of the
components can be performed by the use of simple hand tools.
iii. The use of rivets shall be restricted only to fixing of internal parts of a
specific component or device.
iv. The components shall be permanently marked with identifying number.
v. The electrical properties of all components shall remain within the
design value for the life of the instrument and for the full range of
environmental conditions.
vi. The transformer shall have a bobbin made from a stable plastic
material. The insulation of the winding wire shall not peel or deteriorate
in any way during normal working conditions. The core material shall
be adequately protected against rust.
vii. All capacitors shall comply with UL 810 and semi-conductor devices
shall comply with UL 1557.
viii. The instrument and internal component shall function satisfactorily with
all the components rigidly intact after being allowed to fall from a
height of 80 cm onto a hardwood floor.

f. Electrical Properties
i. The input impedance offered by the hand set shall not exceed 200 Ω.
ii. The insulation resistance between the circuitry and the base plate or
finger stop shall be at least 1000 MΩ.
iii. The methods of testing single line telephone sets to be connected to the
public telephone network shall be in accordance with SASO 969.
4. Subscriber telephone instrument shall consist of wall mount and desk type unit
that are equally compatible with the PABX, the key system and the local
telephone exchange.
b. Include a memory database for the storage of all system and usage data.
d. Consists of:
i. An operator console and associated equipment.
ii. Peripheral equipment including:
Console line circuits,
Extension line circuits (digital or analog),
Trunk line circuits, as required by the local PSTN
Inter PABX line circuits,
Dual-tone multi-frequency (DTMF) signaling receivers,
Tone generators and conference units.
e. An in-built fault diagnostic and reporting system.
2. The system shall be designed for push-button tone and digital telephones. The
system shall also be capable of operating in conjunction with other telephone
systems (using tie lines) and with public address paging systems and mobile
systems. It shall be possible to add at least 50% extensions without modification
of the system.
a. Incoming Traffic
i. It shall be possible for incoming calls from the public network to be
routed directly to extensions via direct in dialing without the
participation of a PABX operator. A recorded message will give
instruction to the calling party to enable the connection to be made.
PABX operator shall answer all incoming calls that are not dialed
directly to extensions.
b. Outgoing Traffic
i. It shall be possible for extensions to establish calls to public network
subscribers without the participation of a PABX operator.
ii. It shall be possible for extensions to make assistance calls to PABX
operators to request an external call to a public network subscriber. The
PABX operator shall be able to extend the public trunk line with dial
tone or with part or all of the subscribers’ number dialed. It shall be
possible for the extension to wait with raised handset.
iii. It shall be possible for extensions to establish internal calls either
directly or via a PABX operator.
iv. By dialing or keying short codes, the extensions shall be able to obtain
access to previously stored numbers. These may be internal numbers or
local, national and international numbers. There shall be a common
repertory available from all extensions with appropriate class of service
and an individual repertory where extensions with Dual-Tone Multiple
Frequency (DTMF) push-button phones and system instruments each
have access to their own individual stored numbers.
c. Automatic Call-Back
i. Busy Extension
An extension calling another extension and encountering busy tone,
by dialing or keying a code shall be recalled immediately the
extension becomes free.
ii. No Reply

d. Call Diversion
i. It shall be possible to initiate and revoke call diversion from the PABX
operator console and from extensions with DTMF telephones by keying
a predetermined code.
ii. Common
By keying a code, an extension with appropriate class of service
shall be able to divert incoming external or internal calls to a
common divertee (answer) position.
iii. On No Reply
It shall be possible to divert calls that encounter ring tone but no
reply to a nominated answering position.
iv. On Busy
It shall be possible to divert incoming calls to a busy extension to a
nominated answering position.
v. Direct
It shall be possible to divert all calls to a nominated answering
position.
vi. Bypass
PABX operators and extensions with appropriate class of service
shall be able to call an extension in the call diverted state by keying
a predetermined bypass code. The nominated divertee (answer)
position shall automatically bypass the diversion when calling the
diverted extension.
vii. “Follow Me”
By keying a code and extension number, an extension shall be able
to divert all his incoming calls to that extension.
e. Call Pick-Up

i. Individual
An extension shall be able to pick up a call ringing at another
extension by keying a code and the required extension number.
ii. On Call to Another Group Member
An extension in a defined group shall be able to pick up a call
ringing at another extension by keying a code.
iii. Common Signal Devices
Incoming calls to a defined group of extensions are signaled to a
common signal device e.g. a bell. Any extension within the group
shall be able to connect to an incoming call by keying an access
code. Incoming calls shall be queued in order of arrival.
g. Executive Intrusion
i. By keying in a code, an extension with the appropriate class of service
shall be able to intrude on an established connection. Warning tone
shall be issued to all three parties.
ii. It shall not be possible for the intruding party to overhear conversation
without warning.

i. Call Transfer
i. It should be possible to transfer a call automatically from one extension
to another one by programming the extension from which the call is
transferred to the other extension.
ii. This programming should be done by lifting the handset and initiating
the proper code.
iii. The handset should be replaced after programming.
iv. An extension shall also be able to transfer a call by calling the operator
and requesting him to transfer the call.
v. Failure Transfer
The system shall have the possibility, in case of power failure of
the whole system or if the processor fails, to through connect a line
from an extension to the public network.
vi. Call Metering
It shall be possible to detect and store meter pulses (50 Hz, 12 kHz,
16 kHz) for each extension on an individual basis. It shall be
possible to read off and reset the meters from the I/O terminal and
display meter pulses on the operators console on recall after a
metered call.
j. Inquiry
i. An extension connected to another extension or to an external party
may hold the line at any time in order to consult another extension,
PABX operator or external party.
k. Alternating
i. An extension that makes an inquiry call as described above shall be able
to return to the original call by keying a code while placing the inquiry
call on hold.
ii. The extension shall be able to alternate between the two parties any
number of times provided the inquirer is an extension in the own
PABX.

n. Night Service
i. The following three types of night service shall be possible in any
combination:
Common
When the PABX is switched into the night service mode, some or
all of the incoming lines shall be connected to a predetermined
extension.
Universal
When the PABX is switched into the night service mode, incoming
calls shall be signaled on common signal devices.
Calls can be answered from any extension with
an appropriate class of service simply by keying
an acceptance code.
Individual
When the PABX is switched into the night service mode, an
individual incoming line or group of lines is connected to a
predetermined extension.
o. Non-Dialed Connection to a Predetermined Answer Position
i. An extension with an appropriate class of service shall be
enabled to initiate a call without dialing to:
An extension or extension group.
A PABX operator.
Public network subscriber.
A remote PABX.

r. Non-Busy Extension
i. The system shall have a function where it is possible to call a particular
extension, e.g. the guard, simultaneously from different extensions if an
emergency situation occurs. It shall be possible to establish at least 7
calls to the emergency extension.
t. Recorded Announcement
i. It shall be possible to connect equipment for announcing a recorded
message or information of shorter type.
ii. The voice mail system shall provide voice mailbox to every user of the
system.
iii. The following features of both auto attendant and voice mail shall be
supported:
The system architecture shall put the most commonly used
commands and prompts in active RAM for maximum
responsiveness.
The system shall know when the user is speaking and waiting until
he finishes.
Callers always shall have the security reaching a live person, even
if they just wait on the line without responding to voice prompt.
The auto attendant shall give and option of choosing the language.
The system shall support two languages, Arabic and English.
(iii) In case the caller chooses the latter option, he shall be asked to
key in the date and time he would like the message to be
delivered.

The auto attendant shall also give the option of recording different
holiday greetings in the system and once the date is defined, the
system shall automatically switch and play the greeting recorded
for that particular holiday.
The auto attendant shall support time-based greetings. The system
shall greet the caller with a greeting depending of the time of the
day.
5. Fusing
a. The EPABX shall be equipped with fuses to protect the total telephone
system and individual segments of the EPABX, so that a problem in one
segment may be isolated without damaging the total EPABX.
b. Fuses shall be of the alarm indicating type and their rating designated by
numerical or color code on fuse panels that are easily visible.
b. The power supply shall have a capacity sufficient to support the digital
EPABX including projected MAX growth and as required in this
specification for interfaced equipment.
a. The reserve battery power supply shall have sufficient capacity to supply the
digital EPABX for 4 hours including projected MAX growth and interfaced
equipment. The battery power supply shall consist of not less than 24 sealed
(dry cells are not acceptable), maintenance-free cells.
C. Digital Telephones
1. The telephone set shall have at least 12 facility buttons with associated LED’s
and designations. At least half the facility buttons shall be freely programmable
by the user.
3. All normal EPABX facilities shall be available from the digital telephone.
4. The digital telephones shall also have buttons for secrecy, programming mode
and triple access line.
5. There shall be functions for automatic speech connection and message waiting
indication.
6. It shall be possible to dial directly hands free without waiting for dialing tone.
b. The system shall have the built in ability to be arranged so that each
extension has access to central office lines as well as internal links.
e. A back up battery source for memory protection upon loss of AC power for
a 48 hour period shall be incorporated in all key systems.
a. All racks, frames and iron work shall be of a uniform color. Screw heads,
handles, etc. shall be non-corrosive metal plated to a high polish.

b. All racks, frames and circuit boards shall be clearly labeled to show their
function, appropriate part numbers and manufacturers identification. In the
case of circuit boards, the labels shall be fixed to the front of the circuit
board and shall be clearly visible when the boards are installed within the
racks.
c. A copy of the circuit board label shall be attached to the rack to indicate the
position of the circuit board in rack. Rack and circuit board labels shall be
screwed, stenciled or firmly stuck to the equipment.
d. Each component on every circuit board shall be clearly and indelibly labeled
with the appropriate code to enable technicians working on the equipment to
refer to the related operation and maintenance manuals and diagrams.
e. All equipment wiring shall be color coded for ease of identification. The
wire shall be of soft annealed tinned copper and of suitable cross-section to
provide safe current carrying capacity and mechanical strength. The cables
used shall conform to MARAFIQ specifications.
g. All external lines (extending from building where key system is located)
shall terminate on the frame of distribution block and be protected against
stray voltages by a line protector mounted on the block. The frame shall
have a connection to the building ground.
h. All slide in units (printed circuit boards power supplies, etc.) making jack
and plug connections shall contain guide slots.

1. The MDF consists of a floor mounted ironwork frame of vertical and horizontal
members to which cable pair terminating hardware may be fitted. The space
between the two sides of the MDF, the vertical side for the outside cables and
the horizontal one for the equipment cables, is used to house the jumper wires
for cross connecting the vertical (line side) terminations to the horizontal
(exchange side) terminations as required.
2. The MDF shall be provided and equipped with a fail safe 350 V DC ionizing
discharge tube for every station and trunk for which the PABX is wired.
4. Protection blocks and gas tube protectors shall be provided to terminate all
outside plant cables plus at least 10% spare.
5. Jumper blocks shall be provided to terminate all public network trunk circuits,
extension line circuits, I/O device signal leads and alarm leads plus at least 10%
spare.
7. Cable trays and overhead cable rack shall be provided as required for the
installation.
8. Cable and jumper wire shall be provided in sufficient quantities to facilitate all
installations.
9. Jumper blocks shall have the ability to break the wired circuits so that tests may
be carried out from or to the equipment or line.
11. The distribution network shall employ rigid conduit with appropriately located
distribution cabinets. The distribution cabinets shall be equipped with quick-
connect type terminal blocks.

b. The necessary wiring options shall be provided so that the pay station
provides dials tone before the coin or card deposition.

d. The design shall be such that all inward local calls may be answered coin
free and the calling procedures are consistent with universal practices.
e. Upon the insertion of the card or required number of coins and the total
value being verified by the instrument, the connection will proceed.
a. The design of the outdoor and indoor booths shall be as indicated on the
drawing and shall be approved by MARAFIQ.
b. The booth shall be of modern and efficient design suitable for all weather
conditions and easy to maintain.
d. The booth shall be designed and constructed to allow the users a degree of
privacy and reduce background noise.
f. The booth shall be supplied with interior lighting complete with lighting
sensor (Photo Cell) operation with either 127 or 220 V power supply.
g. The booth shall include two metal framed instruction card holders, with
plastic window, to contain instruction cards 178 mm wide by 270 mm long.

b. The casing shall have ventilation holes covered by sand proof filters.
d. The bottom panel, through which all cables shall pass, shall be provided so
that the interior of the cabinet can be sealed to prevent the ingress of sand
and water.
f. The doors shall be fitted with a sturdy and reliable locking device. All
cabinets shall operate from the same key.
g. Card holder shall be mounted inside showing cross connection and cable
assignment in the cabinet.
3. Terminal Blocks
a. All terminal block connections shall be readily accessible. Not more than
one wire connected to one terminal.
b. All terminal block shall be clearly and neatly labeled with outlet (jack) or
pair assignments.

d. All riser, tie and data terminals shall be numbered using pre-printed
identification strips. Numbering methodology shall be determined by
MARAFIQ unless otherwise noted.
4. Cabinet Base
d. A template to locate the foundation fixing bolts and the PVC ducts shall be
provided with each cabinet.
a. A certified factory test report to include the results of opens, crosses shorts,
grounds and insulation resistance tests in to be included with each cabinet.
b. A certification showing that the cabinet model, with terminals and cable
stubs mounted, has successfully met or exceeded the environmental
requirements of this specification shall be submitted with each cabinet.
6. Grounding of Assembly
a. The Cabinet shall be provided with a ground terminal and earthing system.
b. The ground rod and connecting wire shall be in accordance with MARAFIQ
Installation of Telecommunication Facilities Specification.

C. The grounding shall include all cable and installation hardware required. All radio
equipment shall be connected to earth ground via internal building wiring according
to NEC standards.
4. Conduits.
E. Coaxial Cable
The coaxial cable kit shall include all coaxial connectors, cable tying straps, heat
shrink tabbing, hangers, clamps, etc., required to accomplish a neat and secure
installation.
The wire and cable kit shall include all connectors and terminals, audio spade lugs,
barrier straps, punch blocks, wire wrap strips, heat shrink tubing, tie wraps, solder,
hangers, clamps, labels etc., required to accomplish a neat and orderly installation.
The kit shall include all conduit, duct, trays, junction boxes, back boxes, cover plates,
feed through nipples, hangers, clamps, other hardware required to accomplish a neat
and secure conduit, cable duct, and/or cable tray installation in accordance with the
NEC and this document.
H. Equipment Interface
The equipment kit shall include any item or quantity of equipment, cable, mounting
hardware and materials needed to interface the systems with the identified sub-
system(s) according to the manufacturer’s requirements and this document.

I. Labels
The labeling kit shall include any item or quantity of labels, tools, stencils, and
materials needed to completely and correctly label each subsystem according to the
manufacturer’s requirements, as-installed drawings, and this document.
3.0 EXECUTION
3.1 GENERAL
A. This Section describes the installation of telephone sets, pay station telephones,
telephone booth, EPABX system, cross-connect and interface cabinets.
C. Deviations from the plans, specifications and construction drawings shall not be
permitted except upon prior written authority of MARAFIQ.
A. General
1. After award of Contract and within the time period specified in the Contract, the
Contractor shall deliver the total system in a manner that fully complies with the
requirements of this specification. The Contractor shall make no substitutions or
changes in the system without written approval from MARAFIQ.
2. The Contractor shall install all equipment and systems in a manner that complies
with accepted industry standards of good practice, the requirements of this
specification, and does not constitute a safety hazard. The Contractor shall
insure that all installation personnel understands and complies with all the
requirements of this specification.
3. The Contractor shall install suitable filters, traps, directional couplers, splitters,
telephone and data outlets, and pads for minimizing interference and for
balancing the amplifiers and distribution systems. Items used for balancing and
minimizing interference shall be able to pass telephone and data channels in the
frequency bands selected, in the directions specified, with low loss, and high
isolation and with minimum delay of specified frequencies and signals.

4. The Contractor shall provide all equipment necessary to meet the requirements
of MARAFIQ’s specifications and the system performance standards.
6. Where telephone or data outlets are installed adjacent to each other, install one
outlet for each instrument.
8. The Contractor shall employ the latest installation practices and materials.
9. The Contractor shall guarantee that all installed material and equipment will be
free from defects, workmanship and will remain so for a period of 1 year from
the date of final acceptance of the system by MARAFIQ.
10. The Contractor shall provide the manufacturer’s equipment warranty documents
certifying that all equipment installed under this document conforms to its
published specifications.
B. Telephone Systems
1. Wiring for telephones shall be independent of other services and run separately
from power cables. A distance of at least 100 mm between telephone cables and
power cables shall be maintained as per as NEC 800.
2. The capacity of cables and terminal boxes shall be sufficient for expansion of the
system by a minimum of 50% without replacement of components or addition of
new equipment.
3. External cables and those hidden in the ground shall be protected to avoid
damage to cables.
6. The telephone exchange, telephone systems and telephone sets shall be installed
according to the manufacturer’s instructions.
2. The cable entrance to the exchange shall comply with STC 0031-134.001.
1. Construction of Base
a. The base for the cabinet shall be constructed of concrete in accordance with
MARAFIQ specifications and made with a 20 mm nominal course
aggregate.
c. The top of concrete base shall be a minimum of 300 mm above the finished
grade level.
d. Excavation of the required size shall be made and the bottom well rammed.
e. A template shall be used to locate accurately the positions of the PVC duct
bends and foundation bolts and their position relative to the cabinet.
f. The bends shall be factory made from 100 mm PVC duct for cables and 25
mm for the earth wire both with a 900 mm radius through 90°.
2. Cabinet Installation
b. Prior to the installation of the cabinet, the surface of the concrete base shall
be thoroughly cleaned and a bed of cement mortar of the type specified in
the MARAFIQ Installation of Telecommunication Facilities specification
shall be laid to a depth of 15 mm over that part of the surface on which the
cabinet base flange will rest.
c. The cabinet shall then be set on the cement mortar in a vertical position
within a tolerance of ± 3 mm from true vertical and secured by the
foundation bolts. The cement mortar shall now be struck off in line with the
internal surface of the cabinet; on the outside the mortar shall be troweled to
form a fillet around the flange.
d. After the cement mortar has cured, the base shall be sealed with a 20 mm
thick layer of epoxy resin. The inside of the cabinet and the surface of the
base shall be cleaned and the Contractor shall ensure that a good seal is
made around the ducts and cabinet walls.
e. A period of 24 hours shall be allowed for the resin to cure before any further
work is carried out in the cabinet.
3. Cabinet Ground
a. A ground rod shall be driven adjacent to the cabinet base and extended to
the cabinet by a cable via the 25 mm PVC duct bend and terminated on a
ground terminal inside the cabinet. The maximum value of earth resistance
shall be 5 ohms. If the value of 5 ohms cannot be obtained the Contractor
shall recommend a suitable method of obtaining this value.
b. The moisture barrier screen of all cables entering the cabinet shall be
connected to the cabinet ground by a continuity wire as described in the
MARAFIQ Installation of Telecommunication Facilities specification.
4. Cabinet Terminations
A. Upon completing the installation of the system, the Contractor shall test the entire
system to ensure proper working. The Contractor shall verify that the system is fully
operational and meets all the system performance requirements of this document.
Moreover, the system shall be checked to verify that all performance requirements
and standards are met. The performance requirements shall be verified using the
necessary test equipment.
E. Tests shall include as minimum; opens, shorts, crosses, grounds and insulation
resistance.
