1.0 GENERAL

1.1 SCOPE

A. This specification addresses the manufacture, factory testing, and packaging of pay
station telephones, telephones booths, subscriber telephone instruments, and
telephone systems.

B. This specification also addresses the provision of both cross-connect cabinets used as
flexibility point in the Exchange Local Network (ELN) and interface cabinets used as
above ground straight joints in the ELN.

C. Where works interface with Saudi Telecommunication Company (STC), the


equipment/materials and installation shall comply with STC standards latest revision,
and shall be reviewed and approved by the STC.

1.2 SPECIFICATION INCLUDES

A. Pay station telephones, telephones booths, subscriber telephone instruments,


telephone systems, electronic private automatic branch exchange (EPABX) and
cross-connect and interface cabinets.

1.4 REFERENCES

A. The referred codes and standards are intended to provide an acceptable level of
quality for materials and products. In case of conflict between these standards and
the text of this specification, the specification text shall govern.

B. The latest revision of the referred codes and standards shall be used wherever
applicable. In case of conflict, the Contractor shall propose equipment conforming to

1.5 DEFINITIONS

A. Cross-connect: A frame that supports terminals or terminal blocks and the


connections between these terminals.

B. Dual-tone multi-frequency (DTMF): Method of signaling using a specific


combination of two tones. Used by push-button telephones for dialing and in-
network signaling.

C. Private branch exchange (PBX): Local telephone switch and system, usually
serving a business complex and providing access to the public network.

D. Terminal block: A passive electrical device used to terminate and cross-connect


outside plant and central office equipment.

E. Public Switched Telephone Network (PSTN) : Public telephone network


authorized by the local government or authority to provide public telephone services

1.6 SUBMITTALS

A. The Contractor shall submit to MARAFIQ the following items for review and
approval before commencing work:

1. Copies of catalogs of all equipment to be furnished.

2. Manufacturers’ suggested list of 2 years spare parts.

3. Performance data including mean time between failures (MTBF) and mean time
to repair (MTTR) figures.

4. Evidence of “field proven” performance.

5. Factory test reports.

6. Operation and Maintenance Manuals.

7. Design calculation.

8. A full list of standard and optional system features with descriptions of


operation.

9. If the system is microprocessor controlled and software (for additional data base
programming) can be updated on site. A list of reprogramming procedures and
description of system architecture shall be provided, plus software listings of
data bases.

10. Quality program as specified by MARIFIQ.

B. For telecommunication cross-connect and interface cabinets, the Contractor shall


submit the following in addition to the above documents:

1. Detailed dimensioned Shop Drawings.

2. Manufacturer’s data sheets indicating the necessary installation dimensions,


weights, materials , and mounting details.

3. Field test report.

1.7 QUALITY CONTROL

A. The Contractor shall be responsible for the quality of work and shall develop and
propose the methods of construction and testing such as to achieve the specified
quality to the approval of MARAFIQ in accordance with MARAFIQ specification.

1.8 HEALTH AND SAFETY CONSIDERATIONS

A. All works undertaken in relation to this specification are to be completed in full


accordance with the respective health and safety requirements established by the
following:

1. Kingdom of Saudi Arabia

 Legislation, Regulation, Standards and Codes.

2. Royal Commission Regulations

 Standards, Contractual Conditions, and Health & Safety systems.

3. Contractor

 Health and Safety Standards and Systems as accepted by MARAFIQ.

B. In the absence of any of the above, best accepted industry practice shall be employed
throughout.

1.9 SERVICE CONDITIONS

A. All the equipment/materials installed indoor shall be suitable for continuous


operation under the following service conditions:

1. Ambient Air Temperature

 A maximum of 40°C.

 A minimum of 0°C.

 Average temperature, measured over a period of 1 month, is a maximum of


35°C.

2. Relative Humidity (Average Value)

 For a period of 24 hours, does not exceed 95%.

 For a period of 1 month, does not exceed 90%.

B. All the equipment/materials installed outdoor shall be suitable for continuous


operation under the following service conditions:

1. Ambient Air Temperature

 A maximum of 50°C.

 A minimum of 0°C.

 Average temperature, measured over a period of 1 month, is a maximum of


45°C.

2. Altitude is less than 1000 m, unless a higher altitude is specified in Contract


Drawings.

3. Average Value of the Relative Humidity

 For a period of 24 hours, does not exceed 95%.

 For a period of 1 month, does not exceed 90%.

 Relative humidity may be temporarily 100%.

1.10 FACTORY TESTING

A. All the equipment/material shall be tested at factory. The Contractor shall


MARAFIQ in writing no less than 30 days prior to the scheduled starting date of the
factory tests.

B. MARAFIQ reserves the right of deputing their representative for witnessing the
factory test.

C. Upon completion of factory test, and before shipment of the equipment/material, the
Contractor shall submit 5 certified copies of test reports no later than 10 days after
the completion of all factory tests for review/approval of MARAFIQ.

D. On arrival at site, the equipment/material shall be checked for operational and


dimensional requirements.

1.11 COORDINATION

A. The Contractor shall be held responsible for the proper coordination of all phases of
the work under this Contract.

B. It shall be the responsibility of the Contractor to coordinate the work and equipment
as specified herein with work to be performed and equipment to be furnished under
other Sections of the specifications in order to assure a complete and satisfactory
installation

1.12 DELIVERY, HANDLING AND STORAGE

A. The Contractor shall deliver, handle and store equipment and material in accordance
with MARAFIQ specification, as well as the following requirements:

1. The Contractor shall:

 Ensure delivery of equipment and materials to site originally packed,


securely wrapped and labeled by manufacturer in unopened containers.
Protect materials during delivery to comply with manufacturer’s direction.

 Store materials at building site strictly according to manufacturer’s


instruction.

 Avoid damage or distortion of the materials during handling and shipment


or transportation.

 Be responsible for damages occurring during transportation or storage of the


product.

 Fill in forms required by Contract Manual.

2.0 PRODUCTS

2.1 GENERAL

A. All goods and products covered by these specifications shall be procured when
available from and an in-Kingdom manufacturer. Procurement of all goods and
products manufactured out-of-Kingdom must be approved by MARAFIQ.

B. Telephone system sets shall comply with Saudi Arabian Ministry of


Communications and Information Technology regulations and related ITU and
CCITT recommendations.

C. The general requirements of pay station telephones are as follow:

1. A coin and / or calling card operated telephone designed in accordance with


Kingdom standards established by Saudi Telephone.

2. Suitable outdoor heavy duty telephone booths for housing pay station telephones
under the extreme outside environmental conditions existing in Saudi Arabia,
designed to Kingdom standards.

3. Suitable indoor telephone booths for pay telephone instruments for use in public
places, designed to Kingdom standards.

D. The general requirements of telephone systems and sets are as follow:

1. The telephone sets shall be equally compatible with the Digital Electronic
Private Automatic Branch Exchange (EPABX), the key system and the local
telephone exchange.

2. They shall all have push-button dials and shall be designed to operate efficiently
over long line loops.

3. Upon award of the Contract, color samples of the telephone sets shall be
provided to MARAFIQ for approval of the colors to be furnished.

4. The equipment shall be suitable for the particular environment and shall be
designed to prevent ingress of all vermin, accidental contact with live parts and
to minimize the ingress of dust and dirt.

5. The equipment shall withstand mechanical and vibration shock during handling
and transportation when packaged for shipment with the proportions indicated in
Table 2-1, assuming sinusoidal vibrations and half sinusoidal shock impulses.

2.2 DESIGN AND CONSTRUCTION REQUIREMENTS

A. Telephone Instrument

1. The telephone set shall be of unit type construction with separate independent
units made so that they may be replaced without interference with the other
units.

2. The design of telephones is to be in accordance with standards established by the


Ministry of Communication and Information Technology (CIT) for intra-
Kingdom network.

3. The telephone set shall consists of the following units:

a. Instrument Case

i. The case shall be formed in one single piece of high impact resistant
plastic material.

ii. The shape of the case shall be such that the push button dial is
positioned at an angle to enable easy dialing and permit a good view of
the numbers.

iii. The set shall have feet of a stable, color-fast material at the bottom and
shall be designed in conjunction with the weight of the instrument to
prevent any movement during dialing.

iv. The bottom of the set shall be marked with manufacturer’s name, type
number and date of manufacture.

b. Handset

i. The handset handle shall be formed in one single piece of the same
material and color as the case.

ii. The handset shall be well balanced for easy and comfortable handling
and shall be smooth, free from sharp edges and deformities.

iii. The distance and angle between the earpiece and mouthpiece shall be
especially designed to provide the correct speaking position for the
average telephone user.

c. Push-Button Dial

i. The numbering of the push-button unit shall be in accordance with the


CCITT recommendation with the addition that all buttons shall be
inscribed with both English and Arabic numerals.

ii. The numbers shall be scratch proof and permanent. The push buttons
shall be so formed, so as not to cause any discomfort to the finger
during dialing.

iii. The push-button unit shall be connected to the telephone set circuit by a
suitable cord, which can be easily removed for maintenance purposes.

iv. Variations in tone levels and frequencies shall not exceed allowable
tolerances established in CCITT recommendations.

d. Wiring

i. All wire conductors shall be tinned, annealed copper and shall be PVC
insulated and color coded.

ii. The wiring within the transmission circuit shall be affected by means of
printed circuits.

iii. The conductor foil shall not peel (under appropriate repair conditions)
upon application of such concentrated heating as during soldering,

iv. The stress on the printed circuit board shall not cause any cracks in the
conductor foil.

e. Internal Components
i. All components shall be self-supporting.
ii. The mounting of components shall be such that the replacement of the
components can be performed by the use of simple hand tools.
iii. The use of rivets shall be restricted only to fixing of internal parts of a
specific component or device.
iv. The components shall be permanently marked with identifying number.
v. The electrical properties of all components shall remain within the
design value for the life of the instrument and for the full range of
environmental conditions.
vi. The transformer shall have a bobbin made from a stable plastic
material. The insulation of the winding wire shall not peel or deteriorate
in any way during normal working conditions. The core material shall
be adequately protected against rust.
vii. All capacitors shall comply with UL 810 and semi-conductor devices
shall comply with UL 1557.
viii. The instrument and internal component shall function satisfactorily with
all the components rigidly intact after being allowed to fall from a
height of 80 cm onto a hardwood floor.

f. Electrical Properties

i. The input impedance offered by the hand set shall not exceed 200 Ω.
ii. The insulation resistance between the circuitry and the base plate or
finger stop shall be at least 1000 MΩ.
iii. The methods of testing single line telephone sets to be connected to the
public telephone network shall be in accordance with SASO 969.

g. Handset Cord and Line Cord


i. The handset cord shall be plugged in at both ends and shall be coiled
and PVC covered.
ii. The instrument line cord shall have PVC insulated conductor and shall
be sheathed. The free length of the cord shall not be less than 2 m and
shall be equipped with modular 625 type plug at both ends.

4. Subscriber telephone instrument shall consist of wall mount and desk type unit
that are equally compatible with the PABX, the key system and the local
telephone exchange.

B. Digital Electronic Private Automatic Telephone Exchange (EPABX)

1. The Digital EPABX shall:

a. Be computer-controlled, digital systems with stored program control (SPC)


of modular structure.

b. Include a memory database for the storage of all system and usage data.

c. Contain a service panel for easy maintenance.

d. Consists of:
i. An operator console and associated equipment.
ii. Peripheral equipment including:
 Console line circuits,
 Extension line circuits (digital or analog),
 Trunk line circuits, as required by the local PSTN
 Inter PABX line circuits,
 Dual-tone multi-frequency (DTMF) signaling receivers,
 Tone generators and conference units.
e. An in-built fault diagnostic and reporting system.

f. An Input/output control console to update variable date, e.g. subscriber class


of service.

2. The system shall be designed for push-button tone and digital telephones. The
system shall also be capable of operating in conjunction with other telephone
systems (using tie lines) and with public address paging systems and mobile
systems. It shall be possible to add at least 50% extensions without modification
of the system.

3. The exchange system shall include the following facilities:

a. Incoming Traffic
i. It shall be possible for incoming calls from the public network to be
routed directly to extensions via direct in dialing without the
participation of a PABX operator. A recorded message will give
instruction to the calling party to enable the connection to be made.
PABX operator shall answer all incoming calls that are not dialed
directly to extensions.

b. Outgoing Traffic
i. It shall be possible for extensions to establish calls to public network
subscribers without the participation of a PABX operator.
ii. It shall be possible for extensions to make assistance calls to PABX
operators to request an external call to a public network subscriber. The
PABX operator shall be able to extend the public trunk line with dial
tone or with part or all of the subscribers’ number dialed. It shall be
possible for the extension to wait with raised handset.
iii. It shall be possible for extensions to establish internal calls either
directly or via a PABX operator.
iv. By dialing or keying short codes, the extensions shall be able to obtain
access to previously stored numbers. These may be internal numbers or
local, national and international numbers. There shall be a common
repertory available from all extensions with appropriate class of service
and an individual repertory where extensions with Dual-Tone Multiple
Frequency (DTMF) push-button phones and system instruments each
have access to their own individual stored numbers.

c. Automatic Call-Back
i. Busy Extension
 An extension calling another extension and encountering busy tone,
by dialing or keying a code shall be recalled immediately the
extension becomes free.
ii. No Reply

 An extension on receiving no reply to a call to another extension


shall be able to place a call back order on the absent extension. The
request shall be activated when the called extension raises the
handset. The request then operates as a normal call-back to a busy
extension.
iii. Busy Trunk Route

 It shall be possible for an extension calling a public trunk line route


in which all the lines are busy, to have the PABX call him back and
redial the wanted number as soon as the required route becomes
free.

d. Call Diversion
i. It shall be possible to initiate and revoke call diversion from the PABX
operator console and from extensions with DTMF telephones by keying
a predetermined code.
ii. Common
 By keying a code, an extension with appropriate class of service
shall be able to divert incoming external or internal calls to a
common divertee (answer) position.

iii. On No Reply
 It shall be possible to divert calls that encounter ring tone but no
reply to a nominated answering position.
iv. On Busy
 It shall be possible to divert incoming calls to a busy extension to a
nominated answering position.
v. Direct
 It shall be possible to divert all calls to a nominated answering
position.
vi. Bypass
 PABX operators and extensions with appropriate class of service
shall be able to call an extension in the call diverted state by keying
a predetermined bypass code. The nominated divertee (answer)
position shall automatically bypass the diversion when calling the
diverted extension.
vii. “Follow Me”
 By keying a code and extension number, an extension shall be able
to divert all his incoming calls to that extension.

 An extension shall be able to pick up a call ringing at another
extension by keying a code and the required extension number.
ii. On Call to Another Group Member
 An extension in a defined group shall be able to pick up a call
ringing at another extension by keying a code.
iii. Common Signal Devices
 Incoming calls to a defined group of extensions are signaled to a
common signal device e.g. a bell. Any extension within the group
shall be able to connect to an incoming call by keying an access
code. Incoming calls shall be queued in order of arrival.

f. Call Waiting Indication


i. Internal Calls
 An extension with appropriate class of service when calling a busy
extension, by keying a code shall have the PABX issue a call
waiting indication to the busy extension.
 The busy extension shall either key an acceptance code and speak
privately to the intruding party, or replace the handset and be re-run
and connected to the intruding party.
 If the extension does not replace the handset he can alternate
between the other parties any number of times. By keying a code it
shall be possible to establish a three party conference.

ii. External Calls


 A busy extension called by a public trunk circuit either directly or
via a PABX operator will hear call waiting tone, provided the call
trunk and extension have an appropriate class of service.
 The busy extension gains connection to the public trunk using the
procedures described above for “Call waiting indication on private
calls.”

g. Executive Intrusion
i. By keying in a code, an extension with the appropriate class of service
shall be able to intrude on an established connection. Warning tone
shall be issued to all three parties.
ii. It shall not be possible for the intruding party to overhear conversation
without warning.

h. An extension with the appropriate class of service shall be able to connect


external equipment to extension positions without any adaptations of the
extension line or the external equipment. Examples of equipment can be
modems, answering equipment etc.

i. Call Transfer
i. It should be possible to transfer a call automatically from one extension
to another one by programming the extension from which the call is
transferred to the other extension.
ii. This programming should be done by lifting the handset and initiating
the proper code.
iii. The handset should be replaced after programming.
iv. An extension shall also be able to transfer a call by calling the operator
and requesting him to transfer the call.
v. Failure Transfer
 The system shall have the possibility, in case of power failure of
the whole system or if the processor fails, to through connect a line
from an extension to the public network.
vi. Call Metering
 It shall be possible to detect and store meter pulses (50 Hz, 12 kHz,
16 kHz) for each extension on an individual basis. It shall be
possible to read off and reset the meters from the I/O terminal and
display meter pulses on the operators console on recall after a
metered call.

j. Inquiry
i. An extension connected to another extension or to an external party
may hold the line at any time in order to consult another extension,
PABX operator or external party.

k. Alternating
i. An extension that makes an inquiry call as described above shall be able
to return to the original call by keying a code while placing the inquiry
call on hold.
ii. The extension shall be able to alternate between the two parties any
number of times provided the inquirer is an extension in the own
PABX.

l. Three Party Conference


i. An extension already engaged in a call shall be able to initiate an
inquiry call and when it is established include the called party in a three
party conference with the original call partner by keying a code.

m. Last Number Redial


i. The last number keyed by an extension to the public network shall be
stored.
ii. By keying a code, the full number shall be sent out. It shall be possible
to repeat this procedure any number of times.

n. Night Service
i. The following three types of night service shall be possible in any
combination:
Common
 When the PABX is switched into the night service mode, some or
all of the incoming lines shall be connected to a predetermined
extension.
Universal
 When the PABX is switched into the night service mode, incoming
calls shall be signaled on common signal devices.
 Calls can be answered from any extension with
an appropriate class of service simply by keying
an acceptance code.
Individual
 When the PABX is switched into the night service mode, an
individual incoming line or group of lines is connected to a
predetermined extension.
o. Non-Dialed Connection to a Predetermined Answer Position
i. An extension with an appropriate class of service shall be
enabled to initiate a call without dialing to:
 An extension or extension group.
 A PABX operator.
 Public network subscriber.
 A remote PABX.

i. It shall be possible to bar all types of connections in the system. Each


extension and line shall be assigned to one of at least 15 groups as A
and B-parties. Each type of connection between A and B-parties shall
be defined if possible or not.
ii. It shall be possible to bar calls to the public operator, paging services
and directory inquiries.

q. Trunk Call Discrimination


i. It shall be possible on outgoing calls to public trunk lines for extensions
to gain access to certain destinations whilst being barred from others,
this being determined by the extensions class of service.
ii. Each extension shall be assigned to one of at least 15 groups for
originating traffic. Within each group, authorized numbers that may be
internal numbers or local, national and international numbers shall be
chosen arbitrarily.
iii. It shall be possible to have one category for day and one for night.

r. Non-Busy Extension
i. The system shall have a function where it is possible to call a particular
extension, e.g. the guard, simultaneously from different extensions if an
emergency situation occurs. It shall be possible to establish at least 7
calls to the emergency extension.

s. Peripheral Information Logging


i. It shall be possible to monitor calls on public trunk lines. Call
information shall be logged and processed in accordance with one of
the following alternatives.

 Call information is processed in a dedicated computer under


customer control, producing real time reports and reports on a
weekly or monthly basis.

 Call data shall be detailed per individual extension, department etc.


as required.

t. Recorded Announcement
i. It shall be possible to connect equipment for announcing a recorded
message or information of shorter type.

u. Auto Attendant and Voice Mail


i. The auto attendant shall pick up every incoming call and guides the
caller to the intended extension.

ii. The voice mail system shall provide voice mailbox to every user of the
system.
iii. The following features of both auto attendant and voice mail shall be
supported:
 The system architecture shall put the most commonly used
commands and prompts in active RAM for maximum
responsiveness.

 The system shall know when the user is speaking and waiting until
he finishes.

 Access to the system shall be password protected. A personal


identification number that can be changed at any time by the user
shall protect all messages.

 Callers always shall have the security reaching a live person, even
if they just wait on the line without responding to voice prompt.

 Callers can “look-up” extensions by keying in three digits of the


recipient’s last name, or they can review a company directory.

 The voice prompts can be changed at any time to customize the


system for any business application.

 After leaving a message, the caller shall also be given an option of


choosing to have the return receipt of the message. If the caller
chooses to have the return receipt of the message he is leaving for
someone, then the system shall notify him the moment his message
is retrieved by the other person for whom the message was left.

 The auto attendant shall give and option of choosing the language.
The system shall support two languages, Arabic and English.

 While transferring a call to an extension, the system shall play out


the name of the person to whom the extension belongs.

 Once the caller has left a message, he shall be given as option:

(i) Deliver the message now.

(ii) Deliver the message later.

(iii) In case the caller chooses the latter option, he shall be asked to
key in the date and time he would like the message to be
delivered.

 The auto attendant shall also give the option of recording different
holiday greetings in the system and once the date is defined, the
system shall automatically switch and play the greeting recorded
for that particular holiday.
 The auto attendant shall support time-based greetings. The system
shall greet the caller with a greeting depending of the time of the
day.

v. Toll Accounting System (TAS)


i. The public telephone network has been designed to Ministry of CIT
standards and does not include any facilities for registration of toll calls
made from EPABX extensions. The local operating authority will bulk
bill for all calls made form the EPABX during a billing period for each
individual trunk assigned.
ii. The TAS shall register all calls leaving the local multi-exchange area.
For all toll connections completed, a memory record must be provided
including the time and date the call was placed. The duration of the call
the calling number of the originating subscriber and all the digits of the
number called.
iii. The TAS of the EPABX should have the ability to compile these
records on a per subscriber basis or group of subscriber basis (by
department, section, etc.).
iv. The system should have a method of distributing tariff rates to this call
record information.
v. Upon completion of the call after tariff and group assignment, the
details should be transferred from the EPABX memory to a suitable
magnetic tape with the EPABX environment.
vi. The set up of subscriber groups for toll accounting purpose within the
EPABX shall be flexible and changeable by the maintenance engineer.

4. The EPABX shall be fully self-contained, electronic, digital in operation, and


provide, as a MIN, the following functions:

a. Intra-Facility station-to-station four digit direct dialing to include those


telephone instruments equipped with the Direct-Incoming-Dial (DID)
features.

b. A MIN of 40 class-of-service (COS) restrictions shall be provided. These


restrictions are to be applied individually or in combination as dictated by
individual telephone number service requirements. Technical submittals
shall describe the number and type of COS restrictions available.

5. Fusing

a. The EPABX shall be equipped with fuses to protect the total telephone
system and individual segments of the EPABX, so that a problem in one
segment may be isolated without damaging the total EPABX.

b. Fuses shall be of the alarm indicating type and their rating designated by
numerical or color code on fuse panels that are easily visible.

6. Equipment Power Supply

a. The digital EPABX shall be equipped with a complete on-line power


supply. The system shall consist of AC surge protection, dual load-sharing
rectifiers/chargers, batteries, and inverter.

b. The power supply shall have a capacity sufficient to support the digital
EPABX including projected MAX growth and as required in this
specification for interfaced equipment.

7. Back-Up or Reserve Battery Power Supply

a. The reserve battery power supply shall have sufficient capacity to supply the
digital EPABX for 4 hours including projected MAX growth and interfaced
equipment. The battery power supply shall consist of not less than 24 sealed
(dry cells are not acceptable), maintenance-free cells.

b. The system shall be capable of adjustable voltage for float or equalizing


batteries. A full redundant system (not including batteries and inverter)
shall be provided. Each rectifier or charger shall have the capacity to support
the combined load requirements of the digital EPABX as configured
including MAX growth and interfaced equipment.

8. Training and Spare Parts

a. The Contractor shall furnish a proposal to cover adequate training programs


for MARAFIQ staff and the O&M Contractor.

b. A list of spare parts to be held in stock should be available upon demand.

C. Digital Telephones

1. The telephone set shall have at least 12 facility buttons with associated LED’s
and designations. At least half the facility buttons shall be freely programmable
by the user.

2. It shall also be possible to incorporate a loudspeaker function and a digit display


(LCD) in the telephone showing the number of the calling extension.

3. All normal EPABX facilities shall be available from the digital telephone.

4. The digital telephones shall also have buttons for secrecy, programming mode
and triple access line.

5. There shall be functions for automatic speech connection and message waiting
indication.

6. It shall be possible to dial directly hands free without waiting for dialing tone.

7. It shall be possible to dedicate the most common features to a programmable


button.

D. Electronic Key Telephone System (EKTS)

1. The EKTS shall be capable of functioning either as a satellite of a PABX or for


direct connection to the public telephone exchange.

2. It must be suitable for executive/secretarial systems, and multi-line groups for


internal communications via local interconnections and for external
communications via direct exchange lines or PABX trunks.

3. An EKTS shall consist of:

a. An electronic intercom system which may be connected to either the


telephone central office directly or to an EPBX or both.

b. The system shall have the built in ability to be arranged so that each
extension has access to central office lines as well as internal links.

c. Microprocessor controlled key system shall be preferred with dedicated non-


volatile operating system programs i.e. switch on working system.

d. All telephones (wall and desk) for a complete working system.

e. A back up battery source for memory protection upon loss of AC power for
a 48 hour period shall be incorporated in all key systems.

f. When a key system is intended for an emergency service operation i.e.


hospital, fire, police, etc. a battery back up source to run the whole key
system for a period of two hours upon AC failure shall be supplied.

4. Major Electronic Equipment

a. All racks, frames and iron work shall be of a uniform color. Screw heads,
handles, etc. shall be non-corrosive metal plated to a high polish.

b. All racks, frames and circuit boards shall be clearly labeled to show their
function, appropriate part numbers and manufacturers identification. In the
case of circuit boards, the labels shall be fixed to the front of the circuit
board and shall be clearly visible when the boards are installed within the
racks.

c. A copy of the circuit board label shall be attached to the rack to indicate the
position of the circuit board in rack. Rack and circuit board labels shall be
screwed, stenciled or firmly stuck to the equipment.

d. Each component on every circuit board shall be clearly and indelibly labeled
with the appropriate code to enable technicians working on the equipment to
refer to the related operation and maintenance manuals and diagrams.

e. All equipment wiring shall be color coded for ease of identification. The
wire shall be of soft annealed tinned copper and of suitable cross-section to
provide safe current carrying capacity and mechanical strength. The cables
used shall conform to MARAFIQ specifications.

f. The metal parts of equipment frames, distributing frames, cable supporting


framework and other exposed metal parts shall be constructed of corrosion
resistant materials or materials plated or painted to render them adequately
corrosion resistant.

g. All external lines (extending from building where key system is located)
shall terminate on the frame of distribution block and be protected against
stray voltages by a line protector mounted on the block. The frame shall
have a connection to the building ground.

h. All slide in units (printed circuit boards power supplies, etc.) making jack
and plug connections shall contain guide slots.

E. Main Distribution Frame (MDF)

1. The MDF consists of a floor mounted ironwork frame of vertical and horizontal
members to which cable pair terminating hardware may be fitted. The space
between the two sides of the MDF, the vertical side for the outside cables and
the horizontal one for the equipment cables, is used to house the jumper wires
for cross connecting the vertical (line side) terminations to the horizontal
(exchange side) terminations as required.

2. The MDF shall be provided and equipped with a fail safe 350 V DC ionizing
discharge tube for every station and trunk for which the PABX is wired.

3. The MDF shall be double sided free standing.

4. Protection blocks and gas tube protectors shall be provided to terminate all
outside plant cables plus at least 10% spare.

5. Jumper blocks shall be provided to terminate all public network trunk circuits,
extension line circuits, I/O device signal leads and alarm leads plus at least 10%
spare.

6. Blocks shall be quick connecting type.

7. Cable trays and overhead cable rack shall be provided as required for the
installation.

8. Cable and jumper wire shall be provided in sufficient quantities to facilitate all
installations.

9. Jumper blocks shall have the ability to break the wired circuits so that tests may
be carried out from or to the equipment or line.

10. A grounding system shall be provided as per MARAFIQ specification. A


connection from the grounding system shall extend and be terminated on the
MDF.

11. The distribution network shall employ rigid conduit with appropriately located
distribution cabinets. The distribution cabinets shall be equipped with quick-
connect type terminal blocks.

F. Pay Station Telephone

1. Instruments

a. The instruments shall be as standardized by the Saudi Telephone.

b. The necessary wiring options shall be provided so that the pay station
provides dials tone before the coin or card deposition.

c. The following coin or card free services shall be incorporated:

d. The design shall be such that all inward local calls may be answered coin
free and the calling procedures are consistent with universal practices.

e. Upon the insertion of the card or required number of coins and the total
value being verified by the instrument, the connection will proceed.

2. Outdoor and Indoor Booths

a. The design of the outdoor and indoor booths shall be as indicated on the
drawing and shall be approved by MARAFIQ.

b. The booth shall be of modern and efficient design suitable for all weather
conditions and easy to maintain.

c. The booth shall be constructed of durable anodized aluminum, stainless


steel, safety fiber or high impact resistant tempered safety glass.

d. The booth shall be designed and constructed to allow the users a degree of
privacy and reduce background noise.

e. The booth shall incorporate and anti-trash (sloping) writing shelf.

f. The booth shall be supplied with interior lighting complete with lighting
sensor (Photo Cell) operation with either 127 or 220 V power supply.

g. The booth shall include two metal framed instruction card holders, with
plastic window, to contain instruction cards 178 mm wide by 270 mm long.

h. The booth shall be easily disassembled for shipping and maintenance


purposes.

i. Any additional design requirements stated by MARAFIQ shall be taken into


consideration.

G. Cross-Connect and Interface Cabinets

1. Capacity of Cabinet

a. The capacity of the cabinets is defined in this specification as the sum of


both incoming and outgoing cable pairs.

b. The cabinets shall be supplied in several sizes to accommodate terminated


cables pairs from 200 to 3000 pairs.

c. Although not included in this specification, MARAFIQ may consider


smaller cabinets i.e. up to 200 pairs. The small size cabinets shall comply
with all appropriate clauses in this specification.

2. Construction of Housing

a. The casing shall be entirely suitable for application in climatic conditions


normal for Saudi Arabia. It shall also withstand long term exposure to
corrosive atmosphere. The finish of the casing shall be smooth, uniform and
continuous.

b. The casing shall have ventilation holes covered by sand proof filters.

c. The casing shall be made of fiberglass reinforced plastic in a natural color or


of galvanized steel finished with epoxy paint.

d. The bottom panel, through which all cables shall pass, shall be provided so
that the interior of the cabinet can be sealed to prevent the ingress of sand
and water.

e. The casing shall be provided for fixing to a concrete base.

f. The doors shall be fitted with a sturdy and reliable locking device. All
cabinets shall operate from the same key.

g. Card holder shall be mounted inside showing cross connection and cable
assignment in the cabinet.

3. Terminal Blocks

a. All terminal block connections shall be readily accessible. Not more than
one wire connected to one terminal.

b. All terminal block shall be clearly and neatly labeled with outlet (jack) or
pair assignments.

c. All outlets shall be numbered sequentially in the closet using a numbering


assignments agreed upon with MARAFIQ.

d. All riser, tie and data terminals shall be numbered using pre-printed
identification strips. Numbering methodology shall be determined by
MARAFIQ unless otherwise noted.

e. Spare terminal blocks, equivalent to 10% of those in actual use shall be


provided.

4. Cabinet Base

a. The Contractor shall submit a construction drawing of a suitable base for


approval by MARAFIQ.

b. The base shall be made of vibrated concrete in accordance with MARAFIQ


specification.

c. The entry bends shall be made up of 100 mm PVC in accordance with


MARAFIQ specification, MQ-SP-T-7806.

d. A template to locate the foundation fixing bolts and the PVC ducts shall be
provided with each cabinet.

5. Factory Test Report and Certification

a. A certified factory test report to include the results of opens, crosses shorts,
grounds and insulation resistance tests in to be included with each cabinet.

b. A certification showing that the cabinet model, with terminals and cable
stubs mounted, has successfully met or exceeded the environmental
requirements of this specification shall be submitted with each cabinet.

c. No cabinet will be accepted with any faults.

6. Grounding of Assembly

a. The Cabinet shall be provided with a ground terminal and earthing system.

b. The ground rod and connecting wire shall be in accordance with MARAFIQ
Installation of Telecommunication Facilities Specification.

2.3 SYSTEM GROUNDING

A. Grounding of cables and equipment shall be in accordance with MARAFIQ


specification.

B. The digital EPABX shall provide single point grounding.

C. The grounding shall include all cable and installation hardware required. All radio
equipment shall be connected to earth ground via internal building wiring according
to NEC standards.

D. This includes, but is not limited to:

1. Coaxial cable shields.

2. Equipment racks and cabinets.

3. Cable ducts and trays.

4. Conduits.

E. Coaxial Cable

The coaxial cable kit shall include all coaxial connectors, cable tying straps, heat
shrink tabbing, hangers, clamps, etc., required to accomplish a neat and secure
installation.

F. Wire and Cable

The wire and cable kit shall include all connectors and terminals, audio spade lugs,
barrier straps, punch blocks, wire wrap strips, heat shrink tubing, tie wraps, solder,
hangers, clamps, labels etc., required to accomplish a neat and orderly installation.

G. Conduit, Cable Duct and Cable Tray

The kit shall include all conduit, duct, trays, junction boxes, back boxes, cover plates,
feed through nipples, hangers, clamps, other hardware required to accomplish a neat
and secure conduit, cable duct, and/or cable tray installation in accordance with the
NEC and this document.

H. Equipment Interface

The equipment kit shall include any item or quantity of equipment, cable, mounting
hardware and materials needed to interface the systems with the identified sub-
system(s) according to the manufacturer’s requirements and this document.

I. Labels

The labeling kit shall include any item or quantity of labels, tools, stencils, and
materials needed to completely and correctly label each subsystem according to the
manufacturer’s requirements, as-installed drawings, and this document.

3.0 EXECUTION

3.1 GENERAL

A. This Section describes the installation of telephone sets, pay station telephones,
telephone booth, EPABX system, cross-connect and interface cabinets.

B. All installation work shall be done in a thorough and workmanlike manner in


accordance with the plans, specifications and construction drawings and shall be
subject to acceptance by MARAFIQ.

C. Deviations from the plans, specifications and construction drawings shall not be
permitted except upon prior written authority of MARAFIQ.

3.2 LOCATION OF EQUIPMENT

A. The general locations of equipments or cabinets to be installed will be shown in the


Contract Drawings.

3.3 INSTALLATION METHOD

A. General

1. After award of Contract and within the time period specified in the Contract, the
Contractor shall deliver the total system in a manner that fully complies with the
requirements of this specification. The Contractor shall make no substitutions or
changes in the system without written approval from MARAFIQ.

2. The Contractor shall install all equipment and systems in a manner that complies
with accepted industry standards of good practice, the requirements of this
specification, and does not constitute a safety hazard. The Contractor shall
insure that all installation personnel understands and complies with all the
requirements of this specification.

3. The Contractor shall install suitable filters, traps, directional couplers, splitters,
telephone and data outlets, and pads for minimizing interference and for
balancing the amplifiers and distribution systems. Items used for balancing and
minimizing interference shall be able to pass telephone and data channels in the
frequency bands selected, in the directions specified, with low loss, and high
isolation and with minimum delay of specified frequencies and signals.

4. The Contractor shall provide all equipment necessary to meet the requirements
of MARAFIQ’s specifications and the system performance standards.

5. All passive equipment shall be connected according to the manufacturer


specifications to ensure correct termination, isolation, impedance match and
signal level balance at each telephone or data outlet.

6. Where telephone or data outlets are installed adjacent to each other, install one
outlet for each instrument.

7. Equipment installed outdoors shall be weatherproof and equipment installed


indoors shall be installed in metal cabinets.

8. The Contractor shall employ the latest installation practices and materials.

9. The Contractor shall guarantee that all installed material and equipment will be
free from defects, workmanship and will remain so for a period of 1 year from
the date of final acceptance of the system by MARAFIQ.

10. The Contractor shall provide the manufacturer’s equipment warranty documents
certifying that all equipment installed under this document conforms to its
published specifications.

B. Telephone Systems

1. Wiring for telephones shall be independent of other services and run separately
from power cables. A distance of at least 100 mm between telephone cables and
power cables shall be maintained as per as NEC 800.

2. The capacity of cables and terminal boxes shall be sufficient for expansion of the
system by a minimum of 50% without replacement of components or addition of
new equipment.

3. External cables and those hidden in the ground shall be protected to avoid
damage to cables.

4. In office buildings or industrial buildings, telephone wires (conforming to SASO


1346) shall be installed in hidden raceways, e.g. under floor trunk systems or
architectural trunk (window-sill trunk) rather than on the walls.

5. In case of possible mutual interference between communication cables, (e.g.


telephone wires and loudspeaker lines or heavily loaded slave clock circuits,)
screened cables shall be used.

6. The telephone exchange, telephone systems and telephone sets shall be installed
according to the manufacturer’s instructions.

C. Pay Station Telephones and Telephone Booths

1. Installation shall be in accordance with MARAFIQ Installation of


Telecommunication Facilities specification.

D. EPABX, MDF and Key Telephone Systems

1. Installation shall be in accordance with MARAFIQ Installation of


Telecommunication Facilities specification.

2. The cable entrance to the exchange shall comply with STC 0031-134.001.

E. Cross-Connect and Interface Cabinets

1. Construction of Base

a. The base for the cabinet shall be constructed of concrete in accordance with
MARAFIQ specifications and made with a 20 mm nominal course
aggregate.

b. The contractor shall submit a construction drawing of a suitable base for


approval by MARAFIQ.

c. The top of concrete base shall be a minimum of 300 mm above the finished
grade level.

d. Excavation of the required size shall be made and the bottom well rammed.

e. A template shall be used to locate accurately the positions of the PVC duct
bends and foundation bolts and their position relative to the cabinet.

f. The bends shall be factory made from 100 mm PVC duct for cables and 25
mm for the earth wire both with a 900 mm radius through 90°.

g. The bends shall be so place as to give a minimum cover of 350 mm on the


ducts leaving the cabinet and to project 35 mm above the base. The ends of
the duct bends shall be sealed with plugs before concreting. Any surplus
duct shall be cut off and removed after the concrete curing time has elapsed
and the resin, as specified by MARAFIQ, has cured. The foundation bolts
shall be fixed in the template so that they are set vertically in the base and to
project 80 mm above the base.

h. The duct has to be mandrel tested before installation of cable.

i. The ducts shall be extended to the jointing chamber following a minimum


period of 24 hours after concrete cure.

2. Cabinet Installation

a. A minimum period of 48 hours shall elapse after concreting before


installation of the cabinet.

b. Prior to the installation of the cabinet, the surface of the concrete base shall
be thoroughly cleaned and a bed of cement mortar of the type specified in
the MARAFIQ Installation of Telecommunication Facilities specification
shall be laid to a depth of 15 mm over that part of the surface on which the
cabinet base flange will rest.

c. The cabinet shall then be set on the cement mortar in a vertical position
within a tolerance of ± 3 mm from true vertical and secured by the
foundation bolts. The cement mortar shall now be struck off in line with the
internal surface of the cabinet; on the outside the mortar shall be troweled to
form a fillet around the flange.

d. After the cement mortar has cured, the base shall be sealed with a 20 mm
thick layer of epoxy resin. The inside of the cabinet and the surface of the
base shall be cleaned and the Contractor shall ensure that a good seal is
made around the ducts and cabinet walls.

e. A period of 24 hours shall be allowed for the resin to cure before any further
work is carried out in the cabinet.

3. Cabinet Ground

a. A ground rod shall be driven adjacent to the cabinet base and extended to
the cabinet by a cable via the 25 mm PVC duct bend and terminated on a
ground terminal inside the cabinet. The maximum value of earth resistance
shall be 5 ohms. If the value of 5 ohms cannot be obtained the Contractor
shall recommend a suitable method of obtaining this value.

b. The moisture barrier screen of all cables entering the cabinet shall be
connected to the cabinet ground by a continuity wire as described in the
MARAFIQ Installation of Telecommunication Facilities specification.

c. Connection to the cabinet ground terminal shall be made by stripping 40


mm of insulation from the continuity wire and electrically connecting to the
terminal.

4. Cabinet Terminations

a. The cabinets shall be supplied completely with terminal blocks.

b. All terminal block and cabinets locations shall be approved prior to


installation.

c. Cabinet termination shall be in accordance to latest technology and


manufacturer’s guide.

3.4 TESTING AND COMMISSIONING

A. Upon completing the installation of the system, the Contractor shall test the entire
system to ensure proper working. The Contractor shall verify that the system is fully
operational and meets all the system performance requirements of this document.
Moreover, the system shall be checked to verify that all performance requirements
and standards are met. The performance requirements shall be verified using the
necessary test equipment.

B. Telephone systems shall be tested in accordance with SASO 969.

C. Feeder and distribution cable terminations shall be tested separately as components


of their respective cables after jointing.

D. Transmission test from Central Office to interface cabinet shall be conducted.

E. Tests shall include as minimum; opens, shorts, crosses, grounds and insulation
resistance.

F. Commissioning shall be in accordance with MARAFIQ specification.
