1.0 GENERAL
This specification defines the minimum requirements governing the design manufacture,
supply, installation, and testing of the Digital Radio Communication System for the Power and
Water Utility Company for Jubail and Yanbu (MARAFIQ).
The Digital Radio Communication System shall be completely compatible with the APCO-25
(also called Project 25) standards.
It is not the intent of this specification to completely specify all details of design and
construction. The Purchaser will consider suggested changes to these specifications to
improve operation or to effect economy of fabrication with no sacrifice to performance,
provided suitable notation is made.

The following specifications, drawings, standards, and practices form part of this specification.
Each of the following shall be the latest revision and addendum in effect on the latest issue
date of this specification, unless noted otherwise.
The Seller shall notify the Purchaser of conflicts within this specification, the purchase order,
and the documents listed below. In the case of conflict, the Seller shall immediately submit
the matter in writing, at least three weeks in advance, to the Purchaser who will make a
determination and provide written clarification.
The objective of the radio system is to enable reliable mobile, digital, wireless two-way voice
and data radio communication between plant maintenance personnel, operators, radio
dispatchers, emergency personnel, security personnel, contractors and other defined talk
groups anywhere within the radio propagation boundary of the facility.
The radio system consists of multiple systems and components that include but are
not limited to the following:
Digital Trunk Radio Stations - Seller shall supply central components of the radio
system which include base station transceivers, controllers, and repeaters.
Antenna System - Seller shall supply radio system components that include
antennas, antenna mounting brackets, duplexers, combiners, etc.
Cabling System - Seller shall supply radio system components that include all
outside and building inside cabling.
Central Command and Radio Dispatcher Console - Seller shall supply monitoring
station, dispatcher communication equipment and related software and database.
Fixed Base Station Radio Units - Seller shall supply fixed console-mounted base
station radios.
Handheld and Mobile Radio Units - Seller shall supply portables, desktop units,
etc and associated programming kits.
The basic operational mode will be trunked with field units monitoring a common data
channel with a central site controller unit assigning channel usage.
As a minimum, the Seller will provide a system with the following five (5) talk group
designations:
Operations
Maintenance
Emergency / Safety
Security
Contractor
The Seller supplied system shall provide complete, consistent, and reliable coverage
for the entire facility. See section 6.1 Design and Engineering with regard to
propagation study. Coverage means that the average radio frequency signal level
shall be sufficient to produce a 20dB SINAD audio signal at the receiver, measured
with a 1kHz tone at 60% deviation.
The Radio System shall include as a minimum, seamless interface to the following
systems:
Facility Operator Alarm System - The radio system will interface with the facility
operator alarm system. As a minimum, the radio system will include an alarm to
alert operations of radio system general trouble.
Telephony System - Seller shall provide a radio system that will allow users to
access and utilize the facility telephony system from the handheld portable
radios.
PAGA System - Seller shall provide a radio system that will allow users to access
and utilize the facility PAGA System from the handheld portable radios.
Seller shall supply a radio system that includes a management system based on a
standard off the shelf personal computer running manufacturer’s standard
management software. The management system will include, but not be limited to
the following functionality:
4.5 Reliability
The radio system supplied by the Seller shall be such that no single failure in
equipment or any single external event shall cause a complete malfunction of the
system. The MTBF for stationary equipment shall be at least twenty-five thousand
(25,000) hours at normal supply voltage, operating temperature, and humidity. The
provided radio system shall include the capability to replace faulty units with minimal
disruption to service. The MTTR of the system shall be less than one (1) hour if
spares are available on site. Seller’s requirement for spare parts is defined in section
6.5 Spare Parts Recommendation.
5.0 PRODUCTS
The Seller shall provide as a minimum the following types of radio transceivers:

A. Power Requirements
Handheld radios supplied by Seller shall include battery capacity for 12 hours of
operation, 90% of the time in standby and 10% of the time in active use.
B. Accessibility
Seller shall supply equipment designed and arranged for easy access to all
components. Equipment design shall accommodate online replacement of
faulty units.

Seller shall functionally test all equipment before shipment to Purchaser. See Section
6.6, 6.7 and 6.8 for details.
6.0 EXECUTION
The seller shall provide necessary engineering and design services to ensure the
radio system will reliably function as specified in this document. Design and
engineering activities include but are not limited to the following:
A. Frequency Licensing
B. Propagation Study
C. Licensing
All dealings with the regulatory authorities for securing and allocating radio
frequency licenses shall be carried out by Owner. Seller shall assist Owner with
the radio frequency license application. Seller shall assist Owner with any
importation license, as may be required for radio equipment.

Seller shall tag required equipment in legible marking and symbols of appropriate
language as per the Project Naming and Tagging Specification.
A. Start-up Spares
Seller shall furnish recommended list of spare parts that must be on hand
during installation, start-up, and commissioning.
B. Operational Spares
Seller shall develop the FAT procedure and obtain Owner’s written approval at least
two (2) weeks before start of FAT. Seller shall perform pre-FAT before formal FAT
witnessed by Purchaser or Purchaser’s representative. Purchaser is responsible for
furnishing third party equipment for testing integration functionality during FAT. Seller
shall correct punch list items during FAT unless authorized in writing by Purchaser for
correction later. After successful FAT completion, Seller will package and ship Radio
System equipment to the site.
Seller shall develop the SAT procedure and obtain Purchaser’s written approval. As
a minimum, Seller shall provide necessary personnel to supervise and assist with
installation, training, configuration, testing, and correction of punch list items.

SAT test results and reports must be approved by Owner before acceptance and
system hand over.
Seller shall develop and offer Purchaser a program to support the operation, testing,
and maintenance of the Radio System for one (1) year after SAT. The program shall
be annually renewable.
6.9 Training
Seller shall develop and offer training programs for maintenance, configuration, and
operation of the Radio System.
The Seller shall provide any special tools and/or test equipment for installation and
operation of equipment furnished under this Specification.
