CHAPTER I

EXECUTIVE SUMMARY OF THE

COMMUNITY SERVICE PROJECT STUDY

Introduction

In January 23, 2002, President Gloria Macapagal Arroyo approved and signed this law.

The National Service Training Program (NSTP) is a Law otherwise known as Republic Act 9163

or the NSTP Act of 2001. This Act which is a consolidation of H.B. No. 3593 and S.B. No. 1824

was finally passed by the House of Representatives and the Senate on December 19, 2001.

The program aimed at enhancing civic consciousness and defence preparedness in the

youth, by developing their ethics of service and patriotism while undergoing training in any of

the three (3) program components, the Civic Welfare Training Service (CWTS), the Literacy

Training Service (LTS) and the Reserve Officers’ Training Corps (ROTC), especially designed

to enhance the youth’s active contribution to the general welfare.

The Civic Welfare Training Service (CWTS) is geared towards activities that have social

impact through activities that could contribute to “health, education, environment,

entrepreneurship, safety, recreation and morals of the citizenry”, thus the CWTS component of

the NSTP stressed the importance of youth involvement in broad programs or activities that will

benefit the people. While the CWTS focused on programs to enhance the living conditions of the

people.
a. History Background of Barangay San Roque

Maikling Kasaysayan ng Buluburan (San Roque)

Sa simula’t simula, ayon sa salit-saling kuwento ang maganda at maunlad na

nayon ng San Roque ay nasasakop ng Lungsod ng San Pablo. Ang pook na ito ay

natabunan ng iba’t-ibang halamang nangugubat at mga punongkahoy. Bukod sa

kagandahan ng kalikasan ay mayroon ditong ilog na patuloy na lumalagaslas sa araw at

gabi. Ang mga ibong malayang lumilipad lipadsa mga luntiang dahon at mayayabong na

sanga ay sa ilog na ito nagtutungi kapag nanga-uuhaw o kaya’t nagsisipaglungoy at ang

mga taong naninirahan ditto ay masayang namumuhay.

Isang araw ay nabalitaan ng mga naninirahan ditto na darating ang mga kaastila at

nais sakupin ang nasabing lugar. Nagpangkat-pangkat ang mga kalalakihan upang

ipagtanggol ang kanilang karapatan. Mayroon bantay sa Hilaga, Timugan, Kanluran at

Silangan. Ang bawat pangkat ay nagpulong-pulongupang magtakda ng oras at araw ng

kanilang paghahanda sa pagsakop na ito ay kanilang mahadlangan. Napakaisahan nila na

ang pangkat na dararaan patungo sa kanilang tagpuan ay buluburan ng buhangi ang bawat

daan para sa tanda na sila ay nakaraan na at upang ipakita sa mga kasamahan na sila ay

tumutupad sa kanilang pinagkasunduan.

b. Description of Three (3) Community Service Project
