NEWSFLASH
Effectivity:
• European Union (EU) registered aircraft only, and
• Non AOG situations, and
• Work performed by On-Wing Services (OWS) outside of the USA
On-Wing Services (OWS) is a Federal Aviation Administration (FAA) certified repair station which
can issue FAA-EASA dual release paperwork. Recently the European Aviation Safety Agency (EASA)
and the FAA published revised bi-lateral requirements in the Maintenance Annex Guidance (MAG),
Change 7 which have imposed restrictions to issuing dual-release paperwork.
Impact: OWS no longer has the ability to provide dual release paperwork for scheduled
maintenance on EU registered aircraft. For work outside of the USA on aircraft or parts registered
in the EU, OWS can now provide dual-release only in a true technical Aircraft on Ground (AOG)
situation. For clarification, an aircraft that can be dispatched under Minimum Equipment List (MEL)
is not in a technical AOG situation.
Maintenance Release Format: OWS can provide you with a Logbook entry or an 8130-3 (single
release) as a record of the maintenance performed under the OWS FAA authority and D100
Approval.
Short Term Containment: To release the aircraft for return to service, a third party EASA part 145
organisation which has the task and the engine listed in their capabilities will need to issue an EASA
Form 1 for work performed by OWS. Depending on the individual requirements of that repair
station, they may need to have OWS listed as an approved supplier.
We have been in contacted with both EASA and the FAA and so far, we have not been given any
alleviation. We are working on other possible solutions and will inform you once new information
on this topic becomes available.
