Position: Shelter Technical Assistant


Reports to: Shelter Coordinator
Duty station: Taungoo Field Office
Travel: 80%
Category and Level: Grade 4, Step-1
Salary Range: 601,000 MMK per month
Duration and type of contract: 1st of June 2021 to 30th November 2021 (6 Months)

1. Role and responsibilities
The purpose of the assistant position is to assist in the day to day implementation of the Shelter project.
Use actions words such as conduct or assist for the position relevant responsibilities.

Generic responsibilities
These responsibilities shall be the same for all positions with the same title. The responsibilities shall
be short and essential. Details belong in the Work- and Professional Development Plan.

1. Adhere to NRC policies, tools, handbooks and guidelines


2. Assist with the implementation of the support function portfolio according to plan of action
3. Prepare and develop status reports as required by management
4. Ensure proper filing of documents
5. Promote and share ideas for improvement of the support function
6. Carry out data collection as required
7. Prepare field reports
8. Monitor and evaluate the participation, ownership and inclusiveness of teachers, students and
community members in decision making in Shelter and assessment activities related to the
project.
9. Support the Shelter sector in the design and development of information, education and
communication materials.
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of
operation, strategic focus and type of programme intervention. This section shall be revised whenever
a new employee is hired or the context changes significantly.
 Work with Shelter team to promote cooperation and coordination
 Guiding the students, teachers and community volunteers in planning and executing of
mobilization activities.
 Promote continuous involvement of the students, teachers and community volunteers
in sector work and assist community in addressing WASH and Shelter.
 Carry out training need assessment for the community based social workers and utilize
the finding s to develop training manuals/ packages.
 Identify own training needs and share with supervisor for necessary support where
possible.
 Prepare and submit to the supervisor activity reports on weekly, monthly and quarterly.

 Other Stake Holders (Implementing partners, Other agencies, Local authority and NSA
etc)

2. Competencies
Competencies are important in order for the employee and the organisation to deliver desired results.
They are relevant for all staff and are divided into the following two categories:

1. Generic professional competencies:


 Qualification with AGTI, B-Tech or BE(Civil) is advantage.
 Experience from working as a technical assistant in a humanitarian/recovery context
 Previous experience from working in complex and volatile contexts
 Documented results related to the position’s responsibilities
 Some knowledge of English and local language and context
 Proven ability to use Auto CAD, MS Office software (especially Word and Excel) is essential.
 Experience with preparing design and Bill of Quantity for community based infrastructure.
 Documented results related to the position’s responsibilities.

Context/specific skills, knowledge and experience:


 Experience in managing and undertaking hygiene promotion in a relief program is of distinct
advantage.
 Knowledge and experience of the application of SPHERE and links to emergency and longer-
term development practice.
 Excellent teamwork and interpersonal skills.
 Fluency in Karen, both written and verbal is of distinct advantage
 Diplomacy and tact, to be able to liaise, negotiate and plan with schools and community
representatives, local artisans and community leaders.
 Cultural sensitivity and an ability to live under difficult conditions with very little amenities.

2. Behavioral competencies (max 6)

3. Performance Management
