If the application is complete, which is determined by the regulations of Cantons, RS
and the BD BiH, the proposition for appointment of the Committee of Experts (CE) is
submitted.
When the procedure is initiated from the party, that is if it is in the interest of the party
according to the official obligation, and before the adoption of the decision it is not
necessary to implement a special examination procedure, and there are no other
reasons according to which the decision without delays can be adopted (preliminary
stručnjaka
ruling, etc.), the competent authority shall issue a decision and deliver it to the party as
soon as possible, and no later than 30 days from the filing of the application or from the
date of initiation of proceedings ex officio, unless a special provision a shorter period.

The HEA checks whether the appointed experts are on the List of Experts and demands
from the CEAs information on the check of conflict of interest..
According to the CEAs regulations/Renumeration for the members of the CE and other
costs are regulated by the CEA.
The authority whose consent or opinion, or endorsement or approval is required for
the adoption of the decision, shall give a consent or opinion, or certification or
approval within 15 days from the date it was requested, unless a special regulation
has not been determined otherwise. If the authority does not issue within the
deadline their act and deliver it to the authority issuing the decision, which gives or
refuses consent, confirmation or approval or opinion, shall be deemed to have given
their consent, confirmation or approval or opinion, and if it gives no opinion, the
competent authority may issue a decision without having obtained the approval or
opinion, or confirming or approval, unless a special regulation provides otherwise
(Article 202, Paragraph 5 of the LAP BiH).

An official who is authorized to take action in the administrative procedure, or who is
authorized to resolve in administrative matters, shall, within three days from the
deadline for the resolution, send the party written notice of the reasons for decision or
conclusion is not adopted, and what actions will be taken to reach a decision or
conclusion and instruct the party what remedies can be used. Such notification shall
simultaneously be supplemented with the responsible persons in order to take
measures to bring the solution or conclusion without delay. Misdemeanor
