 Conduct a risk assessment and consider the likelihood of an incident occurring for each hazard,

Risk Assessment Step 3
 Use the most effective method to eliminate the risk. If this is not possible, then reduce (minimise)
the risk by working down the hierarchy of controls (Page 2). Using more than one of these
controls in combination is usually necessary. The selected controls must be:
o Fit for the purpose; and
o Suitable for the nature and duration of the work; and
o Installed, set up and used correctly; and
o Monitored for effectiveness.
If required by the risk assessment, arrangements should be made with the utility service
owners to disconnect or isolate the service before the commencement of any work that may
cause a transfer or release of energy.
If a risk assessment identifies that damage to any overhead or underground services is
possible and could result in an energy transfer or release, emergency response plans
prepared. The emergency response plans must cover:
 Evacuation of the site
 Protection of other persons in the vicinity
 Safety equipment and PPE (ensure equipment is in place before the excavation
work commences).
