Refilling of Carbon dioxide gas, ABC Dry Chemical Powder, Hydro

testing and replacement of valve etc of Fire Extinguishers as per the


following technical specifications:

Please Note: The period of this work shall be for TWO YEARS from the date of
acceptance of purchase order by the supplier

1.0 Refilling of carbon dioxide in fire extinguishers and cartridges:

1.1 Carbon dioxide shall be as per IS: 15222:2002


1.2 The minimum gas purity shall be 99.5 % (v/v)
1.3 The water content shall not be more than 0.015 % (m/m)
1.4 Oil ppm by weight shall not be more than 5 ppm

2.0 Refilling of extinguishers with ABC dry chemical powder and pressurization
of fire extinguisher.

2.1 ABC Dry chemical powder as per IS: 14609:1999 (reaffirmed 2004)
suitable for extinguishing fires of class A, Class B and class C as per
the following specifications:
2.1.1 The dry chemical powder shall be compatible with all types of
foam covered under IS: 4989 (part 1, 2, and 3).
2.1.2 The apparent density of the dry chemical powder shall be
between 0.75 and 1.10 g/ ml (Apparent density = 100/volume
of powder in ml).
2.1.3 Shall contain 90% Mono Ammonium Phosphate.
2.1.4 Supplier shall mention the storage instructions.
2.1.5 Supplier shall submit MSDS for the product.
2.1.6 The following shall be clearly mentioned in quotation and
suitable catalogue shall be submitted along with quotation:
a) Manufacturers name or trade name.
b) Date of manufacture and its batch number.
c) Base material and its percentage.
d) BIS certification
2.1.7 The successful vender (if not a manufacturer of powder) shall
submit the purchase details of the powder filled in the
extinguisher and a copy of the invoice etc shall be submitted to
NPCIL during each refilling.
2.3 Propellant for the pressurization should be air/carbon dioxide, nitrogen
or the mixture of these gases having a maximum dew point of -55 o C

3.0 Replacement of valve of Carbon dioxide Fire Extinguishers: This shall purely
as and when required basis.
3.1 The successful vender shall communicate the need of replacement of
valve, quantity to be replaced and the reason for replacement.
3.2 Replacement shall be with concerned to the approval of NPCIL, Kaiga
3.3 Valve shall be as per the IS: 3224:2002 (Reaffirmed 2007)
3.4 Old damaged valve shall be returned to the NPCIL, Kaiga

4.0 Replacement of valve with gauge of ABC Store Pressure Fire Extinguishers

4.1 The successful vender shall communicate the need of replacement of


valve, quantity to be replaced and the reason for replacement.
4.2 Replacement shall be with concerned to the approval of NPCIL, Kaiga
4.3 Valve shall be as per 7.4 as mentioned in the IS: 13849:1993
(Reaffirmed 2003) and shall have pressure gauge as mentioned in the
clause 7.5.3 of IS: 13849:1993 (Reaffirmed 2003)
4.4 Old damaged valve shall be returned to the NPCIL, Kaiga

5.0 Hydrostatic test of fire extinguishers:

5.1 Carbon dioxide Fire Extinguishers and gas cartridges;

5.1.1 Carbon dioxide fire extinguishers shall be tested as per IS:


5844-1970 (Reaffirmed 2006)
5.1.2 The test pressure shall be 250 kg/ cm2 (As per the IS
2190:2010 )
5.1.3 Test certificate shall be submitted and shall be valid for
further five years.
5.1.4 Test facility shall be approved by CCE, Nagpur
5.1.5 Check nut/seal nut of gas cartridge (if require replacement)
shall be as per IS 4949:2006

5.2 ABC Dry Chemical Powder Fire Extinguishers

5.2.1 ABC Dry Chemical Powder Fire Extinguishers shall be tested


as per IS: 2190:2010
5.2.2 Test pressure shall be 35 kg/cm2 for a period of 2.5 minutes
5.2.3 Test certificate shall be submitted and shall be valid for three
further three years.

6.0 General:

6.1 Supplier should extend the warrantee/guarantee for replaced items


6.2 Supplier shall clearly mention the VAT and Service Tax as applicable
6.3 Supplier shall clearly mention the transportation (or collection) terms
and conditions in the quotation
6.4 The materials will be sent as a lot at different period of times during
the validity of purchase order
6.5 Material shall be submitted for pre dispatch inspection and intimation
shall be communicated well before (at least 15 days in advance)
