retention.

Regardless of these benefits, applying an effective workplace safety program can be a challenge. Here
are three reasons why that’s the case and what you can do overcome them.

Roles and Responsibilities:

Confusion or vagueness over roles and responsibilities can lead to criticism when implementing a safety
system, so it’s vital to create and uphold clear positions from the start. Common situations that can lead
to this might include not involving key stakeholders or unions, a nonexistence of demonstrated

Positive performance indicators:

Positive performance indicators (PPIs) measure those actions that deliver better work-related health and
safety (OHS) consequences. PPIs are a measurement of the success of good OHS practice. They are a
source of measuring the OHS performance in your business.
PPIs can include:

• multiple workplace inspections that have been accomplished in a business


• proper arrangements that have been put in place in a business to improve OHS, and
• Many employees trained in OHS

PPIs should be used in combination with standard OHS performance measures, such as the number and
rate of injuries. You can use PPIs to measure if you, as a business operator, are carrying out decided
management control processes and if those practices are effective in decreasing the number of losses,
injuries and diseases in the workplace.

What types of things can I measure through PPIs?

Give at least three examples of WHS positive performance indicators

1. Quantitative Indicators

These are the most straight-forward of KPIs. In short, they are measured uniquely by a number. There
are two types of quantitative indicators - continuous and discrete. Continuous quantitative indicators
can take any value (including decimals) over a range. Discrete quantitative measures contain things like
complaints, accidents, and rating scales. Examples of quantitative measurements contain measurements
of time, dollars and cents, and weight.

2. Qualitative Indicators

Qualitative indicators are not measured by numbers. Usually, a qualitative KPI is a characteristic of a
procedure or business decision. Examples of qualitative KPIs contain opinions, properties, and qualities.
A general qualitative indicator that organizations commonly use would be an employee satisfaction
survey. While some of the survey data would be measured quantitative, the measures themselves are
based on the opinion of a person. Qualitative focuses more on the “why” as contrasting to the “how.”

3. Leading Indicators
Important indicators are used to calculate the outcome of a change in a process and confirm long-term
trends in data. In a survey of many fortune 500 companies around the metrics that they practice as
leading indicators, 3M Corp, a mining and manufacturing company, supplied these answers:

 Total new patents


 Total new innovations
 Customer service awareness

These are great examples of leading indicators. While in and of themselves they are not unconnected
indicators of success, they are symptomatic of success in other metrics and help as an excellent indicator
of success in their initiatives.

Describe how outcome indicators can produce valid and reliable measures of WHS performance

to count or track KPIs for every activity, it is vital to consider: Would all this data add worth, or just add
noise? Classifying those KPIs that have the likely to guide improvement in performance guarantees data

informing significant decisions. If not, then collecting, monitoring and reporting on it are likely to be a
waste of time.

Outcome indicators are narrowly connected to the results of process-related activities. They can be

flyers spread to the aim population, count of common projects, members at health promotion meetings,
sum of trained workers, etc.

The end result is measured or evaluated by outcome indicators, which refer to the larger results of
activities and policies. In OSH, these are mostly health and hazard associated goals, e.g. the effects of
measures on accident rates after a exact period, and on long-term health effects

INTRODUCTION

On 1 January 2012 in New South Wales work health and safe (WHS) law initiated, the Northern Territory
Queensland, the Commonwealth, and the Australian Capital Territory. While the laws originate from a
process of harmonization of current State and Territory-based work health and safety laws, the final
result goes well beyond that.

In July 2008, an intergovernmental Agreement for Regulatory and Operational reform in Occupational
Health and safety (the IGA) was passed by the Council of Australia Governments (COGA) for formally
committed to the harmonization of work health and safety.  Under the IGA, adaptation of model work
health and safety legislation was compulsory for all authorities.  In over thirty years work health and
safety laws culminated their efforts in Australia. 

Legislation consisted of an integrated package of a model work health and safety Act 2011 (the model
WHS Act), model Work Health and Safety Regulations 2011 (the model WHS Regulations), model Codes
of Practice, and a National Compliance and Enforcement Policy. New concepts to duty holders, wider
approaches to workplace participation and safety corporate governance, and higher penalties are
presented in this package.  

Scope and application

The implementation of the model WHS Act demands each jurisdiction to endorse or otherwise give
effect to their own laws that reflect the model laws as far as possible, having regard to the enlisting
protocols in each jurisdiction. 

The model WHS Act assures that current laws relating to WHS continue to apply to public safety values
at work.  This means that the connection to work is kept as the vital element to the Act’s application.  In
this sense, all those who are involved in the conduct of work, or contributing things for work to occur,
will collapse within the scope of the model WHS Act and will have a duty of care and should be involved
in risk eradication and reduction. These duties are coexisting and non-delegable.

Object

The WHS Act and the Work Health and Safety Regulations 2011 (the WHS Regulations) helped by

Under the WHS Act and Regulations the Codes of practice are admissible in court proceedings. A code of
practice may be regard as evidence by the Court of what is known about a hazard, risk or control and
may rely on the code in determining what is reasonably practicable in the circumstances to which the
code relates.

A technical or an industry standard is, if it provides an equivalent or higher standard of work health and
safety than the code helpful when it comes to compliance with the WHS Act and Regulations.

An inspector may refer to an approved code of practice when issuing an improvement or prohibition
notice. 

A draft of that model code of practice was released for public consultation on 7 December 2010 and was
endorsed by the Workplace Relations Ministers’ Council on 10 August 2011.

How to use this Code of Practice

In providing guidance, the word ‘should’ is used in this Code of Practice to indicate a recommended
course of action, while ‘may’ is used to indicate an optional course of action.

This Code of Practice also includes various references to sections of the WHS Act and to provisions of the
WHS Regulations which set out the legal requirements. These references are not exhaustive. The words
‘must’, ‘requires’ or ‘mandatory’ indicate that a legal requirement exists and must be complied with.

Question 11:

The Work Health and Safety Regulations 2011 state how to manage risks to health and safety with
regard to hazardous manual tasks. List two issues that should be addressed when determining control
measures in the workplace

Biological hazards are extremely dangerous. These include exposure to dangerous substances and
diseases associated with working amongst animals, people, or infectious plant materials. Employees
who work in hospitals, laboratories or various other outdoor occupations are at risk from biological
hazards. Statistics taken from the HSE state that in 2017, there were 2,523 mesothelioma deaths due to
past asbestos exposures.

WHS records and data include but are not limited to completed copies of forms, checklists, risk
assessments contained in the WHS management system. Additionally, WHS records may include
externally produced documentation such as but not limited to material safety data sheets, external WHS
audit reports, health surveillance records or workplace monitoring reports.

Identification and Traceability

Whether a record is stored locally or centrally in electronic or hardcopy form, the records shall be
traceable. The record is required to be assigned a unique identifier, for example, Oracle Universal
Records Management system assigned sequential numeric number, in accordance with the UOW
Records Management Guideline. Traceability of a record will come from identification methods, e.g.
alpha numeric, sequential numbering, computer generated and managed record management. WHS
records and associated requirements shall be identified according to the Appendix 1: Master WHS
Records Index and Local WHS Records Index.

Collection, Indexing and Filing

WHS records and associated requirements listed on the Appendix 1: Master WHS Records Index and
Local WHS Records Index is required to be collected as and when the documents are generated in
preparation for indexing and filing. Records will be indexed or otherwise sorted, using a method
appropriate to their type and security classification as defined in Appendix 1: Master WHS Records
Index. Electronic WHS central records are assigned metadata in accordance with UOW Records
Management Guideline, WHS Network Drive Procedure and WHS Document Control Guidelines. The
records shall be filed and arrange in convenient order for storage or reference. Filing or records is based
on file type such as hard copy or electronic media and must be filed in a state which is secured to
prevent unauthorized access. Files must be indexed to minimize loss and enable easy retrieval. Records
located locally shall be filed in accordance with the Local WHS Records Index to ensure the index/sorting
method adopted for that type of record and security level for subsequent ease of retrieval.

Storage and Maintenance

Where possible the storage and maintenance of all WHS records shall be in accordance with the UOW
Records Management Policy and UOW Records Management Guideline as well as any requirements
specific on the Appendix 1: Master WHS Records Index or Local WHS Records Index. All externally
generated records, e.g. audit report, improvement notices, will be stored in the University’s Records
Management System by the WHS Unit.

Question 14:

Describe the main function of a WHS Management System


Answer:

a) Risk management procedure: Develop the risk management procedure to describe the systematic
process of hazard identification and risk assessment. Here the risk matrix and competency criteria of risk
assessment team are also set.

b) Hazard identification and prioritization: Identify the workplace hazards including the hazards related
to each routine and non-routine activity.

c) Risk analysis: Analyze the risk by considering the existing controls, evaluating the legal requirements,
considering the detection/ communication resources, type of activities (ie normal, abnormal or
emergency), etc risk should be analyze. The main objective of risk analysis is to understand and analyze
the safety issues,

d) Risk assessment: Assess the risk by set risk matrix and industrial acceptance criteria. Here we are
deciding the risk level, whether it is acceptable or not. It helps to decide the appropriate cost-effective
controls.

e) Deciding and providing the controls: Control the risk by ensuring and providing the adequate and
effective controls.

Question 15:

Describe the structural components of a WHS Management System

Answer:

It is up to each organization to develop its own system. There are several sources that outline a basic
WHS management system structure, including AS/NZS 4801:2001 and AS/NZS 4804:2001. Since 2018,
ISO 45001 has now replaced both 4801 and 4804.The standards recommend an organizational structure
dedicated to the following:

 Minimizing and avoiding workplace injuries;


 Providing for continual evaluation and improvement; and
 Ensuring compliance

The first section directly addresses existing policies and procedures for identifying and managing risks.
Organizations must then implement methods for evaluating and improving these practices across their
operations. At the same time, the system must comply with OSH/WHS laws in your state or territory.

Effective systems need to also define how the organization is prepared to manage risk. The system
should actively identify known risks and select suitable risk management controls. The steps require
communication across all levels of the organization. Risk management policies should provide written
guidelines for defining WHS goals and target outcomes. These systems also need to establish the health
and safety responsibilities of everyone involved in managing risks and hazards. This should define who is
responsible for what area of risk and who reports to whom in the event that risk mitigation is required.

All parties must understand their roles and safety responsibilities in connection with WHS Act. There
are online WHS act awareness training courses to help explain these obligations. The courses are self-
paced and available for workers, managers and officers.

WHS systems also require continual monitor, review and evaluation. Organizations must define metrics
for measuring the effectiveness of their policies and implementation. These steps are necessary for the
continual improvement of WHS management policies and risk management processes.

Describe five key areas covered in a WHSMS.

The framework structure of an occupational health and safety management system can be further
divided into key components for maintaining an efficient WHSMS. Each system needs methods for
implementing the details outlined in the structure. These essential elements include:

 Safety plans;

 Monitoring;
 Supervision; and
 Reporting

Organizations utilize safety plans to outline specific health and safety procedures for different
environments and work areas. These documented health and safety rules within a safety plan can
ensure that all workers are able to understand their obligations. The rules and plans assist in holding
everyone accountable.

Health and safety management policies and procedures establish an overarching framework for
following safety plans. Each organization must devise their system. The policies may include details
related to recordkeeping, hazard inspections and incident reporting.

WHSMS training is a broad category. Besides WHS training courses for workers, organizations need to
train everyone who conducts work tasks on a work site. Every worker, contractor, volunteer, visitor and
officer needs to understand their obligations and duties to the company, the work site and to each other
under the WHS Act.
Officers and supervisors must also monitor and supervise the safety performance of their workforce.
Monitoring often includes risk and task assessments that are completed before work begins. Supervision
ensures that workers are following their safety requirements.

The final element is reporting. Safety reporting occurs at every level of an organization. Workers and
managers need to report and rectify unsafe hazards and conditions whilst board members also have an
obligation to remain aware of safety issues being experienced by the workforce.

Question 17:

Compare and summarize the two commonly recognized and accepted Standards for WHS certification in
Australia

The most commonly known and accepted Australian safe work certification is AS/NZS 4801. However,
the international standard, ISO 45001 is quickly gaining popularity and is becoming accepted worldwide.

What is ISO 45001 and does your business need it?

ISO 45001 means occupational health and safety management systems. In simple terms, it’s the new
international standard for holding organizations and individuals responsible for safe work systems across
global supply chains. The new legislation will provide a framework to reduce the number of work-related
injuries.
If your business operates internationally under OHSAS 18001, your existing certification body will send
you information about the migration. If you haven’t received a letter yet, we recommend beginning the
process soon, because you will need to undergo audits before receiving the new certification.

If you only perform work within Australia but would like to become ISO 45001 certified, you’ll need to
reach out to a qualified auditor such as QMS to become certified.

After you sign a three-year certification contract with an auditor, you will need to undergo audits to
ensure your business complies with standards. Here are the three steps you are required to complete to
become ISO 45001 certified:

 Gap-analysis – how does your existing system align with the new standard? Are there any
processes or systems that need to be added?
 Integrate – this is your opportunity to refine processes and integrate them into your
management system to ensure you comply with ISO 14001 standards
 Educate – educate your workers on the new health and safety procedures

Differences between AS/NZS 4801 and ISO 45001

Why go through the lengthy ISO 45001 certification process if you’re an Australia-based business? There
are major benefits found in the ISO 45001 legislation. Complying with these changes will ensure

for scanning of temperature, number of people visit gym, their detail, and temperature fluctuation,
medical records will be covered under the WHS record keepings

The duty holder will be the manager, gym instructor, record keeping manager and the customer relation
manager.

The safety policy must be set down and the procedures required for its execution and control placed in
effect. Workers and everyone else will be made aware of the safety statement which indicates that
hazards have been detected and threats measured and removed or tracked. This will explain whether
the company ensures protection and health and will define the appropriate tools for the preservation
and evaluation of safety and health laws and standards. It is necessary to note, though, that employers
