Request for Proposals

Overview
SaharaSpace is looking for proposals from Internet Service Providers
(ISPs) to provide internet connectivity at its headquarters in Tripoli,
Libya.
Scope of work
Any service provider submitting a proposal is required to connect the
main building of SaharaSpace to the global internet network by any
means possible (Fibre Optics, Wireless, Landline…etc).
Quantities & Specifications
The internet service required must be capable of achieving the following
specifications as a minimum:
• Download/Downlink Speed: at least 100 Mbps
• Upload/Uplink Speed: at least 50 Mbps
• Latency: no more than 50 ms
• Uptime: 99.9%
SaharaSpace will be able to tolerate an error of 10% for both download
and upload speeds, and 20% for latency.
All specifications will be measured using the “Speedtest” service
operated by Ookla. [*]
All measurements will be referenced from any server in southern
Europe. [**]
Acceptance Criterion
The ISP submitting a proposal must have legal status in Libya and hold
the appropriate certificates and operate under the regulations upheld by
the Libyan National Telecommunications Commission and – by extension
– the Libyan Ministry of Telecommunication.
The ISP must have a minimum of 3 years of past experience in providing
Internet connectivity to corporate entities.

Terms & Conditions
Any legal repercussions arising from a contract regarding this request for
proposal document shall be taken and settled in the local courts of the
Tripoli district.
