Investor Dialogue: Sariaya Bagsakan Center
The Sariaya has partnered with the local communities where they operate, by
introducing the concept of centralize trading hub for farmers and fishers in the province.
Value proposition of Sariaya Bagsakan Center
The Government of Quezon province and the Department of agriculture is supporting
the said trading post for it is continues success.
THE Department of Agriculture (DA) is looking at Sariaya, Quezon to serve as the
primary trading post for the produce of farmers and fisherfolk in Southern Luzon and
neighboring regions.
This, after Agriculture Secretary William Dar recently led the groundbreaking ceremony
of a modern P100-million complex that will soon rise in the town.
“The vision to have a very important agricultural trading complex here in Sariaya is to
transform the province into an agribusiness trading hub for Southern Luzon that will be
connected with the various areas or centers where the production would come,” Dar
said in his message.
The construction of the Sariaya Agricultural Trading Center and Facilities (SATCF)
starts in January 2021.
The SATCF, funded under the Bayanihan 2, will be linked to the DA-Philippine Fisheries
Development Authority fish port in Dalahican and other production areas for seamless
trading.
“We will see if P100 million is not enough for the concept of making it a regional
Southern Luzon Trading Complex. If not, we will add up,” Dar said.

The Economic Pillar
Some local of Sariaya Quezon share their revenues of their farming business,
The success of the bagsakan manifests in the increase in farmers’ income. For
example, eggplant and tomato famer Ramilito Barte of Barangay Ulbok Lutucan in
Sariaya earned a sizeable profit. His farm’s total revenue was P383,753. After
deducting production cost (P25, 780) and participation fee (P45,216), his net income
amounted to P312,757.

In a similar success story, farmer Felipe Heli reportedly earned P246,226.50 from a total
output valued at P353,551.
To further productivity, the foundation is planning to take two huge steps: first to
establish a processing plant where unsold vegetables can be processed to increase
profit and provide employment; and second to turn the foundation into a cooperative.

The Sariaya Bagsakan Center always follow the rules and regulation of the Government
especially this time of pandemic that health issue is a major problem of everyone. Every
people in the sariaya bagsakan center needs to wear facemask and observe social
distancing.
The Environmental Pillar
The Sariaya bagsakan center has assigned personnel for regular clean up every day.
The garbage truck is also regularly pick up the waste of the said place. The
establishment has an assigned large garbage bin in specific place of the market and the
vendors has also their own garbage bin.

The DA was granted an additional P24-billion budget under the Republic Act No. 11494,
also known as the Bayanihan to Recover as One Act or Bayanihan 2, to help address
the impacts of the ongoing coronavirus pandemic in the agri-fishery sector.
Dar said that the recent typhoons highlighted the need for more postharvest facilities
particularly for rice, corn, high-value crops, and even poultry to help ensure the
country’s food security requirements.
The DA chief added that under the proposed 2021 budget, the DA will provide farmers
with needed major interventions in the areas of postharvest, warehousing, cold storage,
logistics support, and the like.
“After completing the Sariaya trading complex, if a food processing center is needed
here, then we will fund it,” he added in English and Filipino, emphasizing the important
role of Quezon province in food production, particularly as a major source of vegetables
for markets in Metro Manila.
During the event, the agri chief also approved the proposed second phase of the
Sariaya farm-to-market road (FMR) with a length of 15 kilometers. The P250-million
undertaking will be funded under the DA’s World Bank-funded Philippine Rural
Development Project (PRDP).
A 13.9-kilometer FMR project, also in Sariaya, costing P187 million, was already
completed, funded under the PRDP. The DA chief and local officials also discussed
plans for Quezon province’s coffee industry center, coconut hub, and hatcheries for the
mass rearing of high-value fishery species.

system of counter checking to make sure that the company procedures and initiatives
are being carried out properly.

The department of agriculture are required for every farmer and traders to remain well
informed of the company’s financial health and status of its ongoing business initiatives.

The Bagsakan Center is highly observed in terms of government regulation because the
establishment is government owned.
