What’s New
Disease prevention is a procedure through which individuals, particularly those with
risk factors for a disease, are treated in order to prevent a disease from occurring. Treatment
normally begins either before signs and symptoms of the disease occur, or shortly thereafter.
Treatment can include patient education, lifestyle modification, and drugs.

Agencies Responsible for Prevention and Control of
Communicable Diseases

A. Department of Health (DOH)


Under DOH is Disease Prevention and Control Bureau
(DCPB) that focuses on developing plans, policies,
programs, projects and strategies for disease prevention
and control and health protection. It also provides
coordination, technical assistance, capability building,
consultancy and advisory services related to disease
prevention and control and health protection.

The eight divisions of DCPB are as follows:


1. Infectious Diseases for Elimination Division (IDED)
2. Infectious Diseases for Prevention and Control Division (IDPCD)
3. Environmental-Related Diseases Division (ERDD)
4. Occupational Diseases Division (ODD)

7. Women and Men’s Health Development Division (WMHDD)

and Men’s Health diseases
 Assists and strengthens capacity to measure and analyze the burden of diseases on
families and special population groups
 Provides monitoring and evaluation schemes to measure impact of health services on
families and special population groups
 Develops capability of health sector agencies and organizations in the implementation
of programs and projects related to Women and Men’s Health Diseases

8. Children’s Health Development Division (CHDD)


 Develops plans, programs and projects to provide packages of services for children’s
health diseases
 Assists and strengthens capacity to measure and analyze the burden of diseases on

 Provides monitoring and evaluation schemes to measure impact of health services on
families and special population groups
 Develops capability of health sector agencies and organizations in the implementation
of programs and projects related to children’s health diseases
 Mobilizes resources to assist collaborating and implementing agencies and
organizations

B. Philippine National AIDS Council (PNAC). In 1992,


PNAC was established to oversee the country’s response to the
HIV/AIDS problem. The PNAC is the planning, and policy-making
body for the comprehensive and integrated HIV/AIDS prevention
and control program in the Philippines. The policy guidelines have
been developed and strengthened by the passage of the 1998
AIDS Law (Republic Act 8504) (DOH, 2008).

C. Department of Interior and Local Government


(DILG). To address the measles outbreak in the
country, a measles fast lane in all DOH hospitals was
established, a checklist for LGUs and consent forms
was developed and coordination

The Department of Interior and Local Government


(DILG) was initiated to inform LGUs of their targets.
The DILG requested the LGUs to extend their
immunization schedules beyond regular
working hours and possibly even on
Saturday and Sunday.

D. The Department of Social Welfare and
Development (DSWD) involves the day care
workers for the vaccination of their pupils and enjoin
4Ps beneficiaries who are also parents to ensure
their child is vaccinated.

E. Department of Education (DepEd) gathers


data on how many school children were affected with
measles, coordinates with the health center for absent
pupils and do follows-up on school children opting to
be vaccinated by a private practitioner.

Programs and Policies to Prevent and Control
Communicable Diseases

1. National Tuberculosis Control Program

The National TB Control Program, organized in 1978 and operating within a devolved
health care delivery system, is one of the public health programs being managed and
coordinated by the Infectious Diseases for Prevention and Control Division (IDPCD) of the
Disease Prevention and Control Bureau (DPCB) under the Department of Health (DOH).
Headed by a program manager and supported by 20 technical and administrative staff,
it has the following mandates: (1) develop policies, standards and national strategic plan,
(2) manage program logistics, (3) provide leadership and technical assistance to the lower
health offices/units, (4) manage data, and (5) conduct monitoring and evaluation. The
programs TB diagnostic and treatment protocols and strategies, issued through the Manual
of Procedures, are in accordance with the policies of World Health Organization (WHO)
and the International Standards for TB Care (ISTC). Its last strategic plan was the 2010-16
Philippine Plan of Action to Control TB or PhilPACT.

2. The National AIDS and STI Prevention and Control Program (NASPCP)

NASPCP of the DOH was established in 1988 to contain the transmission of HIV/AIDS
and other reproductive tract infections, and mitigate their impact among the general
population and the vulnerable groups (Baquilod, 2008b).

3. Expanded Program on Immunization

The Philippines Expanded Program on Immunization, begun in 1976, added polio,


measles, and tetanus toxoid for pregnant women, and also estimation of vaccine coverage
and monitoring of incidence and mortality of the 6 target diseases.
