Tallman Urges Congress to Reconsider TSA
Pat-down Procedures
I am preparing to introduce a resolution asking Congress to place
greater restrictions on the airport security screening measures utilized by
the Transportation Security Administration (TSA). I personally feel the TSA
screening procedures are inappropriate and possibly unconstitutional.
My resolution urges Congress to initiate pat-downs only in the case of an
individual having been placed under arrest, if a search warrant has been issued
or if probable cause exists to search an individual.

designed to offer you a chance to express your views and have your legislative
questions and concerns addressed.

“The people have no more to give.....”
Governor Corbett’s reasons for “taxing no more” rang true in
his budget address. The proposal was not easy for some to endure,
but it is medicine we are forced to swallow due to an “illness” that
gripped Harrisburg during the last eight years. In that time, budget
increases totaled 37 percent while inflation increased by only 21
percent over the same period. The dollar difference between an
inflation-only increase budget to date and the increases of the
last eight years is an alarming $3.4 billion. The symptoms of the
spending ‘epidemic’ were evident, but the disease was ignored by
those who year after year voted in favor of the proposed, bloated
spending plan.
The transgressions of the past cannot be turned around in one
fell swoop. The key to getting out of this quandary is cutting waste
while planting seeds for the time when our economy is thriving
again. This budget proposal attempts to do just that.
Its emphasis is on jobs, restoring faith in state government
and returning it to the hands of the people who send us to the state
Capitol to be their voice and good stewards of their hard-earned
dollars. The governor has proposed the continued elimination of
the Capital Stock and Franchise Tax, a true job killer. He rightfully
refuses to implement a tax on the burgeoning industry that is the
Marcellus Shale, as well as the Utica Shale that lays beneath it.
Pain must be spread among all parties. A one-year freeze in
teacher pay is not unreasonable, as it would reduce the tax burden
by approximately $400 million. This request, coupled with a
property tax relief cap, will provide some tax relief to our local
taxpayers. Some would call this budget anti-education. Please
know that House Republicans are prepared to arm our school
districts with all the tools they need, some of which they have
specifically requested, to avoid raising property taxes. The
previous administration proposed to tax and spend its way out of
the recession. This administration wishes to prune and grow our
way into economic good fortune.
The Corbett budget address was not laden with news pleasing
to the ear. It, however, was an honest assessment of the situation
we are in, and it provides the framework for a realistic path to
prosperity. It did not sugar coat our situation. It simply forces
government to do what all of you have been forced to do -- live
within your means.
Leveling the Playing Field For Our Farmers
My House Bill 851 amends the Pennsylvania Fair Dealership Law to “level the playing field” for our local farm
and lawn equipment dealers. These businesses are in many instances prevented from marketing more than one
brand of equipment by certain manufacturers.
My legislation would allow those local dealers to promote and sell multiple brands without fear of reprisal.
Businesses want and deserve the option of offering their clientele the full spectrum of products if they so desire. My
bill gives them that option and subsequently avails consumers of more choices and purchasing power.

Protect Your Vehicle from Thieves
I will be holding a free VIN(Vehicle Identification
Number) etching event from 10 a.m. to 2 p.m., on
Saturday, May 7. The engraving session will take
place, weather permitting, at 1157 Eichelberger Street,
Hanover, in the parking lot of my district office.
Since vehicle glass has no identification number,
and is often readily interchangeable with many
different years and models of vehicle, there is often a
much greater profit for an auto thief compared to other
components on the vehicle. Should a thief try to sell
the parts from a vehicle for profit, those stamped parts
carry a higher risk for both the thief and the auto parts
seller.
The free procedure takes only five minutes and
involves the use of a stencil and glass paste to etch
a vehicle's VIN number onto the windshield and
windows.
The engraving process itself will be performed by
the Pennsylvania Auto Theft Prevention Authority.
