State Council – United Alliances

Mission: To make this a fun and engaging state, while also making it possible for smaller, and F2p to
survive and grow

Design: Delegates will be from the Top50 Alliances within the state (we do not need all 50 alliances to
partake, but ideally a proportionate amount throughout the ranks) Each participating alliance will have
two delegates; an R5 and R4 or two designated members of the alliance

Responsibilities: Voting on State Rules and other matters of State.

Checks & Balance System: Supreme Court: 5 individuals nominated by State Council and voted into to
power… Governor could perhaps fill one Chair (not saying this because I want any extra work haha, or
because I’ll remain Governor necessarily past this term, was just a thought). The Supreme Court can
decide on matters deemed unresolvable at the State Council level. Overrule items decided at State
Council level, only if vote is unanimous (by all 5 justices) to do so.

Moox made suggestion that we do a hybrid model for Supreme Court Justices… Justices would be
selected from TOP 5 by power + 2 popular vote delegates from different alliances then the T5.

Rules Currently in effect:

1) Attacking a resource tile that is currently being farmed/gathered by another player is not allowed.
However, any member gathering resources in another alliance’s territory waives all protection from
attacks (by the alliance whose territory is being trespassed on.) As gathering resources on another
alliance territory is not allowed.

3) No sabotaging of Alliance buildings.

4) "Spying" as defined as gaining membership into an alliance with the intent to gather intelligence on
said alliance for another alliance, will not be tolerated.

5.) Fortress Event: No attacks of settlements or alliance hives while an alliance is participating in the
event, no attacks in grey area within 2 hours before/ after Fortress Event has ended. This includes during
KE. A single alliance can take up to 3 buildings in the event, any combination of 3: i.e. 2 bunkers and 1
Facility, 2 Facilities and 1 bunker, etc.

6.) Capital Clash: No attacks of settlements in grey area 24 hours before/ after event.

7.) Kill Event: Free for all, all fair game except for Alliance buildings… I think it would be wise to instill
some regulations on this event in order to avoid the zeroing of any member and/ or whole alliance.

8.) Allied Alliances will be posted on Discord, as well as within each Alliance’s motto. The conditions of
these alliances will be under the control of the Allied parties involved. I.e. agreements regarding what
protections will be afforded etc.

Rule Suggestions/ Potential Rules to be voted on

1. No zeroing and settlement hit limit, tbd limit? – Apply to KE or not? Suggest 3 hits per
settlement
2. Minimum HQ level for attacks/ and or Alliance ranking? Max rank differential? – Apply to KE or
not? Suggest minimum level HQ of 15 (must be active player, not overrun). Max differential -10?
3. No protections will be given to any settlement that is overrun.
4. Some type of enforcement on rally’s on settlements by top ranked player’s in state on HQ’s
lower than 30…
5. Farm accounts are not afforded the same protections as main account settlement. Farm
accounts to be labeled as such, (via a symbol included with name, see below example)
a. i.e: [DOG] Mav’s Playhouse+
b. Farm account is not allowed to attack other alliances’ farm account
c. Farm account is not allowed to participate in KE
d. Farm alliance is under protection of the related alliance(s) but is not subject to hit limits
etc. Farm Alliance buildings are still off limits.
6. Two alliances if agreed upon by both alliances can wave all protections during KE (from each
other only). To enable purging of bad blood between and not have it spill over past KE and into
the rest of the State.
7. Alliances to be locked 5 days in advance of and following C.C. to avoid last minute jumping of
Alliance by members of State. Exception: members of Alliance Families who currently are
leadership in smaller alliance to help cultivate and grow these alliances.
