Once again, a pleasant morning to everyone. The Provincial Government of South Cotabato, the Open
Government Partnership and the Local Government Integrity Circles Network welcomes you to the Webinar
Series 4: Open Response and Open Recovery: Inclusivity and Civic Engagement in Local Response to
COVID-19. We appreciate all of you for taking the time in joining us in this webinar. Before we begin we would
like to thank our resource person from the Mahintana Foundation, Mr. Roel Ian P. Blanker and of course our
esteemed guest from the Open Government Partnership, Mr. Rudi Borrmann for gracing our session. We
would also like to extend our gratitude to the LoGIC Network of the Konrad Adenaur Stiftung in making this
event possible. As you may already know, this event is a part of a series of activities in line with the celebration
of the 4th Integrity Week. Now, without further ado, we will begin the program. To start off, may I direct your
attention to your screens for the prayer, the singing of the National Anthem, the South Cotabato Hymn and the
Martsa ng Lungsod ng Koronadal.

To give us an opening message, may I request Mr. Jordan Jay Antolin, the Program Coordinator for Mindanao
Local Government Integrity Circles Network.

To give us a welcome message, may I call on Arch. Carlito Y. Uy, the Chairperson of the South Cotabato
Integrity Circle and the South Cotabato Open Government Partnership Multi-stakeholder Forum. Sir,

Moving on to the next part of our program and to discuss South Cotabato’s response to COVID-19, let me
introduce to your our resource person.

Our resource person is passionate about promoting good governance and creating spaces of integrity being a
licensed Urban and Regional Planner in the Philippines who emerged as Top 1 in the country during the
licensure examination for Environmental Planners in 2013. Currently, she is the Provincial Planning and
Development Coordinator of the Provincial Government of South Cotabato. She also serves as the Point of
Contact of the Open Government Partnership (OGP)–Local Program of South Cotabato where she has overall
management and coordination functions over South Cotabato’s Integrity Program, the South Cotabato Integrity
Circle and Multi-stakeholder Forum, and the implementation of the OGP Global commitments.

Thank you so much Ma’am Jen. I am still in awe at what South Cotabato has done in response to COVID-19
especially with the CCTS, even more so that it is being presented in one of the sessions of the 75 th United
Nations General Assembly, with of course the support of the Open Government Partnership. Indeed, this is
truly a proud moment for all South Cotabateneos.
Before I proceed no, I would like to remind everyone that we have an online attendance sheet, so kindly fill
them out and also, I am encouraging everyone to please fill in the attendance sheet as posted in the chatbox.

And now that Ma’am Jen has discussed how the SC-CCTS came to be and how it has evolved into the R12-
CCTS, we will be hearing from one of our CSO partners who has been actively involved in the development of
the CCTS. But first, let me introduce him to you.

Our next resource person is currently a program manager at the Mahintana Foundation, Inc. He is the Overall
in-charge of the implementation of the European Union funded Revenue Enhancement by Optimizing the
Utilization of Resources and CSO Engagement in Local Governance (RESOURCEGov) Phase 2 Project in 56
local government units of Regions 11, 12, and 13 in Mindanao, Philippines. He is also a technical member of
the Provincial Project Monitoring Committee and the team leader of the South Cotabato –COVID-19 Contact
Tracing System Audit Team. He was also the Program Coordinator in the same organization where he was the
Coordinator of Silway-Klinan River Watershed to Sarangani Bay Protected Seascape Ridge-to-Reef Program
which covers the municipalities of Polomolok, Tupi, and Tboli, General Santos City, and Sarangani Bay areas.
Program components include Riverbank Vegetation and Enhancement, Agro-biodiversity Development &
Monitoring, Health & Sanitation, Livelihood Assistance, and Settlement Management & Disaster Risk
Reduction.

His experience working with local and international civil society organizations, the private sector, national and
local governments, and development organizations has been already over 6 years.

Please welcome, Mr. Roel Ian P. Blanker.

Alright, thank you so much Yanks! Interestingly enough and in relation to the CCTS being presented during
one of the sessions of the UN General Assemby, more than 75 years of hard work and collaboration between
different stakeholders from the provincial government, civil society, the private sector, the academe and even
with the local citizenry have shaped how the province was able to create a space for a transparent and
accountable government so we are very grateful to you and rest of our CSO partners. Thank you thank you so
much.

Now to move on with our program, let me introduce to you our very supportive guest speaker who will be
sharing with us the different local responses of national and local government cohorts under the OGP.

Currently, he is the Deputy Director of the Open Government Partnership – Local Program. As you may
already know, the OGP is a global partnership of reformers from the government and civil society making
government more transparent, participatory, and accountable so it serves citizens and not the other way
around where the Province of South Cotabato is the only LGU member of the OGP in the country, and one of
the only 20 local governments in the world!

Previous to this role our guest speaker was Undersecretary of Public Innovation and Open Government at the
Cabinet Office of Argentina from 2015 to 2019. In this position, our guest speaker was in charge of the National
Open Government Strategy, developing Argentina’s first open data infrastructure, establishing open
government reforms with three open state action plans and running LABgobAR (the National Government Lab)
to support capacity building and innovation projects using user-centered design with more than 30.000
government officials involved. In 2018 he chaired the Digital Economy task force during Argentina’s presidency
of the G20. In 2012 he founded the Buenos Aires Innovation Lab, led the city’s Open Government project and
was part of the very first new media office of Latin America, three pioneers projects in Argentina.

Thank you so Rudi! We’re really happy to have you here with us. We are also glad that OGP is now expanding
to more cohorts and we hope that more governments will be able to join in creating spaces for open
government. Again, the pandemic has showed us how we, as a people can learn to adapt and manoeuvre our
way through times such as this. It is very interesting to know how different governments around the world
responded to COVID-19.

Before I move on, I would to recognize the presence of one of our esteemed partners in the Open Government
Partnership, our Independent Reporting Mechanism researcher, Mr. Jose Cortez, hi Sir Cortz, good morning
and thank you for being here. We also have here Ms. Vivien Suerte Cortez, our OGP partner for Open
Contracting, from Hivos and who was also our guest speaker yesterday, good morning po Ms. Vien! I would
also like to acknowledge the presence of the members of the South Cotabato Integrity Circle and the SC-OGP
MSF headed by the SCIC chairperson, Arch. Carlito Y. Uy. Sir, good morning!

Were the restrictions imposed by the mentioned countries in the form of a Govt Legislation?
Since the some of those restrictions under the Human Rights 30 Articles are Derogable, were it justified due to
the pandemic?
Since these are OGP Countries, were the MSF Members consulted prior to the issuance of EOs?

Anymore questions? If not, let me summarize the discussion.

Alright, what a great turn out po! I am glad that we had a very meaningful discussion. I just hope po that
everybody was clarified. However, if you still have any questions or concerns regarding this session, please,

Online Survey

Before we proceed, I would like everyone to take the time in answering this short survey. Just a quick
background on the survey: As the SC-OGP Action Plan 2018-2020 comes to a close, we are now on the verge
of developing a new action plan for the period 2021-2023. This means that there is a need to co-create new
commitments which would require valuable input from the public. Since circumstances involving the current
public health emergency prevent us from gathering the public, we opted to instead devise a survey form to be
released online and answered by various members of the community. This survey aims to collect important
data that will be used in the development of the new SC-OGP Action Plan. Please access the link to the survey
at the chatbox. By answering this survey, we will be handing out a certificate of participation to all attendees.
