I. Preface
General control of mobile offshore units and matters pertaining to their seaworthiness falls within
the Norwegian Maritime Directorate’s scope of authority pursuant to the Act of 9 June 1903 No. 7
relating to Public Control of the Seaworthiness of Ships, etc.
The general objective of the Norwegian Maritime Directorate is to protect life, health and pro-
perty in maritime activity and prevent damage to the marine environment. The Directorate seeks
to achieve this aim by laying down and informing about norms and standards and by supervising
compliance with such norms and standards.
For Norwegian-registered mobile offshore units subject to the above control, the Directorate is-
sues maritime certificates.
Any mobile offshore unit operating on the Norwegian Continental Shelf or internationally must
have maritime certificates, and Norwegian maritime certificates are generally recognized as
documentation of a unit’s adequate safety level.
Upon the owner’s request the Norwegian Maritime Directorate may issue a Letter of Com-
pliance (LoC) for foreign-registered mobile offshore units. In such cases, the unit is assessed on
the basis of the same technical and operational requirements as those applicable to Norwegian-
registered units, with the exception of our requirements concerning manning, the qualifications of
employees on mobile offshore units, and a Safety Management System. The LoC is a voluntary
document and the owner may use it as documentation of the unit’s technical safety level in respect
of both construction and operation.
In laying down three new regulations and amending 21 other regulations on 11 April 2003, the
Norwegian Maritime Directorate amended the whole body of regulations pertaining to mobile off-
shore units. This was necessary to be able to accomplish a shift towards more general, simplified
and need-driven control. The owner must be able to document compliance with the requirements
of the regulations whenever so requested by the Directorate. In each individual case, the Directo-
rate will specify the documents to be submitted for consideration. Moreover, there will no longer
be any instances of individual approval of drawings, calculations or equipment. Thus, the Directo-
rate can focus its attention on the areas where the risk analysis, in combination with our expertise
and experience, shows there is a need for supervisory efforts. At the same time, we seek to raise
owners’ awareness of their obligations.
All the regulations are amended so as to apply to all mobile offshore units regardless of the date
when the keel was laid. The amendments enter into force on 1 July 2003. For units which are al-
ready entered in a Norwegian ship registry, the amendments enter into force on the date of the next
issue of certificate.
This edition of Regulations for Mobile Offshore Units has been brought up to date with legisla-
tion amended in the period from 15 March 1999 to 15 April 2003. It contains all regulations spe-
cifically pertaining to mobile offshore units and a number of the most relevant regulations for
ships and vessels the scope of application of which includes mobile offshore units. However, it
should be noted that this edition does not comprise all legislation containing provisions applicable
to mobile offshore units, nor does it include regulations laid down by public bodies other than the
Norwegian Maritime Directorate and the Norwegian Ministry of the Environment (relevant envi-
ronmental regulations).
This editon contains three new regulations on life-saving appliances, diving systems and weld-
ing equipment, superseding previous regulations in those areas.

When you find the file you mark the file and choose “Open”.

Click on the “OK” button.


Write in the word you want to search for and click on the “Search” button.
RFFI2003.pdx is the file that is controlling all the information you are
searching for. You can remove all of your old choices (checkboxes) if you
don’t want to search for them too. Remember to activate your index selection
by clicking on the square beside RFFI2003. You only need to do this one
time, although we recommend you to control your choices.
