Executive Summary
Mount Secondary School (MSS) Emergency Response Plan (ERP) cover all identified work
activities, different types of hazards, ill-health and injuries concerns, the WSH requirements of
safety team, response, risk control to mitigate any occurrence of incident.
Emergency planning team, response team, WSH team has been formed up. Monthly safety
meeting has conducted and documented for knowledge management. Fire drills has been
conducted at least twice a year to maintain the readiness of all staff and students. Appoint
holders goes through varies safety trainings to ensure their competency when handling an
emergency. This ERP will also cover the MSS site layout, access routes. Surrounding buildings,
the school premises floor description as well as the premises fire portion systems.

Description of School Premise Response Planning

MSS SCDF Tier-Level


Under the Singapore Civil Defence Force (SCDF) National Cert Standard, MSS’s Fire Safety
Manager (FMS) Premises is categorised under Tier 2 with its premises equipped with FMS and
storing 5 or less metric tons of Petroleum and Flammable Material (P&FM).

CERT Competency and Equipping


The MSS responds team has to undergo training for Singapore Workforce Skills Qualifications
(WSQ) responding to a fire emergency in buildings. The CERT will also undergo the First Aider
Course. During induction program of all MSS staff, they will be signed up for First Aider and
basic Fire Fighting course. All Responds Team (RT) members will be equipped with Fire
retardant coveralls, Safety Helmets, Goggles/Face Shield, Safety Gloves as well as Safety Boots.
Evacuation Strategy
In the event of an emergency, fire alarm bell will be activated. A general Public Announce (PS)
will be broadcast. The CERT should respond to on-scene within 4 minutes. The RT will update
the SMC the actual ground situation to facilitate SMC decision. The RT will also assist the
rescue to locate any missing personnel when the situation permits.

Incident intervention strategy


Implementing a robust emergency responds plan and risk assessment structure. A strategy plan
which lays out the development on training and competency of MSS staff and its preparation for
an incident/accident with the intent of preventing and minimising the situation.

When the alarm is being triggered, the RT will provide on-scene intervention such as accessing
the situation, carried out rescue, firefighting, containing any hazardous chemical spillage etc. RT
will also conduct intervention of control zones by cordon off affected areas, managing the
Emergency Assembly Area and setting up First Aid point.

Description of MSS-ERP Formulation Process
The MSS-EPT was stood-up by first forming the MSS EPT chaired by a senior management,
HOD of PE. Together with him, the team comprises of SH Operation Manager, HOD of Science,
HOD of Design and Craft and HOD of Home Economics. They represent and covers the entire
school premises of induvial designated work areas. The EPT was established from among
members of the WSH Committee.
A scheduled monthly meeting discussing on respective departments first-person action
procedure, first aiders training trackers, evacuation-wardens training, evacuation procedure and
headcount and personnel accounting procedures and other administrative matters. During the
meetings, Behavior Based Safety (BBS) observation, Fire Drills and safety feedbacks were
presented to the chairman. The EPT also looked into the establishment of the MSS Company
Emergency Response team (CERT), comprising personnel from different work areas such as
kitchen, science lab, workshop and school GYM in view for immediate activation (Within 1
minute) and deployment to the incident scene (within 5 minute) to carry out immediate
intervention of the emergency situation such as firefighting, chemical spillage, medical
emergency in the canteen, workshop or first aid-CPR intervention.

The ERP was formulated, approved and supported by the MSS WSH Advisor (Principal) after 8
meetings. All meeting minutes were documented and presented to the advisor.

Conclusion
Mount Secondary School (MSS) Emergency Response Plan (ERP) has identified all work
activities and its different types of hazards, ill-health and injuries concerns, the WSH
requirements of safety team, response, and risk control to mitigate any occurrence of incident.

Monthly safety meeting has been conducted and documented for knowledge management. Fire
drills has been conducted at least twice a year to maintain the readiness of all staff and students.
All newly posted in staff undergo induction programs and has been briefed with the areas of
safety concerns. Active feedbacks had been collected and presented for further improvement.

EMERGENCY RESPONSE PLAN

1 AIM

The aim of this emergency response plan is to detail the various measures and
operational actions that need to be undertaken by the School in the event of
any fire or other emergencies.

2 SITUATION

This section contains the school’s background information which includes its
nature of business, location, neighbors and its inherent risks and hazards.

2.1 INTRODUCTION

Mount Secondary School (MSS) is a member of the E5 clusters (East).


Over 500 students and staffs residing in the school premises. MSS main
business is education.

2.2 SPECIAL HAZARD AND RISK ASSESSMENT

MSS main hazard concerns were chemical hazard in the science


laboratory during chemistry lessons.

(1) Chemical Hazards
During chemistry lesson, improper handling of chemical may lead to a
potential inhalation or skin surface contacted chemicals used for
chemistry lesson. It will result in respiratory tract irritation or skin
irritation or allergic reactions.

(2) Mitigation Measures
Laboratory assistance and teacher will guide and monitor the students.
A checklist and procedure will be in place while conducting any
experiment with the students. During an emergency, the teacher in
charged will be the first responder and intercept the student involved
and provide first aid if necessary and appropriate.
(3) Safety Control Measures:
a. Elimination and Substitution controls such as conducting a virtual
sample experiment before the actual lesson for the students.
b. Engineering controls such as ensuring proper storage in enclosed,
well-ventilated area/rooms. Etc.

3 EXECUTION

This section highlights all main credible scenarios (such as fire or chemical spillage)
and the necessary actions to be taken by the school during emergency.

3.1 CONCEPT OF OPERATIONS

The emergency operation as follows:

3.2 EMERGENCY ACTIONS TO BE TAKEN

3.2.1 (PHASE I) PROCEDURE TO NOTIFY SCDF, SPF. TO


NOTIFY OTHER RELATED AGENCIES AND
SURROUNDING COMPANIES

During school operating hour, any occurrence of incident or


accident resulting in an activation of fire alarm, the
Company Emergency Response Team will be activated in
accordance with the Emergency Response Plan guidelines.

Fire Alarm Activated Outside Normal School Operating


Hours

During an activation of fire alarm the MSS Guard on duty


will:

1. Contact the MSS CERT and inform the neighboring


buildings when necessary

2. Before the arrival of MSS CERT, one Guard to man


the phone line and another guard to conduct an
inspection assessment to verify the source leading to
activation of fire alarm

3. When an identified source is located, immediately

inform the SCDF

4. Upon arrival of the SCDF, they will conduct an


inspection.

Procedure for False Alarm

1. Inform the SCDF of the false alarm and cancel the


alarm

2. Timely update the MSS FDM

3. Inform the neighboring buildings with regards to the


false alarm activation

3.2.2 (PHASE II a) PROCEDURE FOR EMERGENCY


EVACUATION

MSS Emergency Evacuation Plan

MSS building has only 2 stories. During the activation of fire


alarm, Single-Stage alarm evacuation will be announced to all

staff and students within the premises through the Public
Announcement (PA) system.

MSS CERT Reporting Point

During the activation of fire alarm, the CERT team will report at
the FCC. Upon arrival of the team, they will gather their safety
equipment and wait for the FSM to give his instructions on the
incident and proceed to inspect and access the situation.

MSS Assembly Area

The MSS assembly are is marked as and located on the right


side of the MSS Guard room. The assembly point can hold up to
520 personnel at any point in time. The assembly area is
compliance to the safety requirements.
MSS First Aid Point

The MSS first aid point is located inside the MSS Guard room. It is
an easily accessible area with no obstruction to traffic.

3.2.3 (PHASE II b) EMERGENCY ACTIONS TO MITIGATE OR

3.2.3.1 Emergency Shutdown Procedure

During emergency shutdown, the procedure processes and


equipment will be distributed to the CERT team and will be
completed within 5 minutes.
3.2.3.2 Procedure to Implement In-Place Protection (IPP)

3.2.4 (PHASE III) TO CLEAN UP / DECONTAMINATE AND


RESUME NORMAL OPERATIONS.

3.2.4.1 Clean up Operations

After the FSM yes declare safe to enter back into the MSS
premises, the school will resume operations. Operation Manager
(OM) will contact the contractors and vendors to assist on repair
works and reinstate the school back to normal operation.

ROLES AND RESPONSIBILITIES OF CERT

SITE MAIN CONTROLLER (SMC)

Under circumstances whereby the SMC is unable to leave the plant, he/she may appoint another suitable
representative to link up with the Incident Manager at TACT HQ.

THE KEY RESPONSIBILITIES OF THE SMC INCLUDES:

(a) Coordinate the activities of external emergency organizations and work closely with the Incident Manager at TACT HQ during consequence
management;
(b) Provide TACT HQ with the following information:

i) Site Layout Map;


ii) Building plan;
iii) Company Emergency Response Plan;
iv) Incident resources available at site;

(c) Provide the Incident Manager with the necessary information and decisions to any actions that concerns the company SOPs and policies;
and
(d) Assist the Incident Manager in determining the termination of the emergency and authorizing re-entry upon complete recovery.

(a) Establishing the on-site Emergency Response Team;


(b) Sizing up incident situation and recommending response strategy and tactical plan;
(c) Determining incident control zones;

THE KEY RESPONSIBILITIES OF RT INCLUDES:

(a) Conduct basic emergency response actions such as firefighting mitigation under the command of SIC;
(b) Assists in emergency notification of neighboring premises and conduct public protective actions under the command of SIC;
(c) First Aid personnel should perform basic first aid on any casualty;
(d) Security wardens should secure the company’s premises and facilitate rapid movement of SCDF responders upon their arrival.

THE KEY RESPONSIBILITIES OF FSM / ASSISTANT FSM INCLUDES:

(a) Ensure at all times that fire safety requirements contained in the Emergency Response Plan are complied with;
(b) Supervise the maintenance of all fire safety works in the premises;
(c) Ensure at all times that the occupant load of any part of any building does not exceed the capacity prescribed under the Fire Code;
(d) Conduct at least 2 Table-Top Exercises within the premises each year and to evaluate, together with the Fire Safety Committee, the
effectiveness of the Emergency Response Plan for the premises;
(e) Notify the SCDF immediately upon the occurrence of any fire or other emergencies and fire related mass casualty incident in the
premises.
