Introduction
This Request for Proposal (RFP) is for the provision of Cemetery Land Registration Process
for Phase 3.
The following Project Summary information, including related appendices, is issued for
guidance as to the nature and scope of the project for which obligation to provide cemetery
land are sought.

The cemetery land consists 5 plots with total size 5,656 sqm (five thousand six hundred and
fifty-six square meters) which located in Bojongloa Sub-District, Cisoka District, Tangerang
Regency, Banten Province.
Furthermore, the purposed of this tendering is for determine rights and obligation in relation
with our appointment as the representative and/or attorney acting for and on behalf of CFLD
on the cemetery land acquisition process, Cemetery Land registration process in the cemetery
agency or Dinas Pemakaman (“Cemetery Land”), and Cemetery Land relinquishment to the
Government (all the above procedure shall be collectively mentioned as, “Cemetery Land
Registration Process”).

VII. Scope of Works
1. Assisting CFLD in connection to the legality of Cemetery Land Registration Process
and its implementation in accordance with the prevailing law and acting on behalf of
CFLD to acquire the cemetery land from initial owners;
2. Assisting CFLD as well as undertake direct verification to the land location or doing
site visit which already and/or will be acquired up to the Statement Letter of
Relinquishment of Land or Surat Pelepasan Hak atas Tanah (‘SPH”) through its
registration at the local Authority process;
3. Reviewing and verifying the validity of required land documents and any other
document required by CFLD and other related Authorities in regards with the
Cemetery Land Registration Process;
4. Assisting CFLD as well as acting on behalf of CFLD regarding to the Cemetery Land
Registration Process and its implementation including but not limited to draft and sign
the power of attorney (“PoA”), make the payment of land compensation to the initial
owners (which such payment and its related expenses including but not limited to tax
and administration cost, should be included in your fee proposal), sign the SPH, and
other related action in that matters;
5. Provide explanation both directly and/or in writing to CFLD, as well as to the parties
designated by CFLD for the entire scope of services implementation;
6. Advise and provide recommendation as well as legal consultation both verbally
and/or in form of legal Opinion based on CFLD interest to mitigate the emerged risks;
and
7. Other necessary work required by CFLD, in relation to the cemetery land registration
process.

X. Proposal
1. General Instructions
This Request for a Proposal (this “RFP”) shall form part of the Proposer’s offer. This
RFP prescribes the procedures to be followed until the Client either enters into a contract
with the proposer or advises him that the Client does not intend to do so.
The proposer shall bear all costs incurred in the preparation and submission of the
proposal, including any visits and other actions mentioned or implied in these
instructions.
The Client will not be responsible or liable for such costs, regardless of the conduct or
outcome of the tendering process. The Client reserves the right to accept or reject any
Proposal, or to annul the tendering and reject all Proposals, without incurring liability to
any proposer and without being obliged to inform any proposer of the reasons for the
Client’s action.
The proposers are to treat this tender as strictly confidential and not communicate their
prices to a third party nor reveal anything about it to the public or the press.
The fee of the proposal shall include all the necessary expenses to be incurred for the
acquisition and registration of the cemetery land.
2. Clarification of RFP
If the proposer requires any clarification of the documents included in the RFP, he may
give notice by e-mail as detailed below as the latest by 6 February 2020. The notice shall
be typed in the English language for communication and addressed to:
3. Preparation of Tender
The proposal and all communications between the proposer and the Client or his agents
shall be typed or written in indelible ink in the English language.
The proposer shall price the whole of the services, and submit a tender, in accordance
with the RFP.

4. Submission of Supplementary Information
The proposer shall also submit the following supplementary information accompanying,
but not forming part of, this tender:
a. Technical proposal
b. Break down Consultant Fee for each stage
c. Key Personnel Involved (CV)
d. Project Term Sheets
Relevant previous experience in similar project including project names, client's
names, contract values, etc. (kindly include also consultant’s experience in
Cemetery Land/Land Acquisition experience, if any.)
A list of projects currently in progress
e. An outline Manpower & Resources schedule detailing the proposed allocation of man
power and resources throughout each stage of the Cemetery Land/Land Acquisition
Services.
5. Submission of Proposal
The completed tender shall be submitted in a sealed envelope marked:

to be deposited in the tender box no later than 14.00 PM on Friday, 6 February 2020. The
Employer reserves the right not to accept any late submissions.
In addition, the submission of the completed original set of tender documents, two (2)
additional copies are to be made, bound separately and submitted in the same envelope.
Please note that the Employer does not bind themselves to accept the lowest or any tender
received.

The Proposal shall remain valid and open for acceptance for the period of 120 days from
the Proposal submission date. Prior to this expiry date the Client may by written notice
request the proposer to extend the validity period. The Proposer may refuse the request,
but shall not modify his Fee Proposal other than by extending its validity, unless
otherwise agreed by Client in writing.
6. Term of Payment

RFQ - Quotation Form
The Quotation Form must be completed, signed and returned to PT CF City Karawang
Investment. The quotations must be made in accordance with the instructions contained in this
request.
PT CF City Karawang Investment General Conditions of Contract will apply to any resulting
purchase order/contract.
