GOVERNMENT OF INDIA MINISTRY OF RAILWAYS (RAILWAY BOARD) No.ERB-1/2016/14/13 New Delhi, dated: 0 .06.2016 ORDER Subject: Rotational Transfer Policy applicable to Railway Board Secretariat Stenographers Service(RBSSS) Officers/Staff As approved by Railway Board, the folowing Rotational Transfer Policy(RTP) is made applicable in respect of Officers/Staff of Ralway Board Secretariat Stenographers Service(RBSSS) with immediate effect: 0} qi) (iii) @ 6) ™ (a) (b) () (a) “ Tenure: The maximum tenure on a post for Rotational Transfer shall be five(5) years. Oficersistaff working on sensitive posts will normally be transferred on completion of ‘tenure fixed in this regard from time to time, Transfer_on promotion: On promotion, an officer at any level shall normally be iransterred, if he/she has served on the post for a period exceeding the prescribed tenure. Officers exempted from transfer under RTP: Officers of all grades within one year of superannuation will be exempted from rotational transfers. Officers likely to be promoted within one year shall be exernpted from the RTP. as on promotion officers are transferred if they have completed the prescribed tenure for the promotional post. . Cut-off date and tentative schedule of transfor under RTP: The cut-off date for calculating the period of residency on a particular post will be 1 July of the year in which rotational transfer is carried out, An officer for being covered under RTP should have completed 5 years tenure as on this date of 1* July. The rotation under RTP in each grade will be undertaken once in a year. To ensure smooth transition from outgoing to incoming staff, rotation will be done phase-wise and grade-wise once in a year as under:- 156 July PSO/Sr.PPSIPPS 15" September PS 15®November PA & Stenographers Grade ‘D’ The phased implementation of the transfer policy will be carried out from 2016 ‘onwards, Posting on the post earlier worked: An officer/staff transferred under RTP can be posted back on the same post only after 03 years. (vi) Non compliance of orders: The officer will normally be deemed to have been relieved {rom the date of issue of the transfer order. The officers reluctant to carry out transfer orders will be taken up under RS(D&A) Rules, 1968. (vii) Saving clause: No request for retention will be entertained in general, Under extraordinary circumstances, the request for retention will be examined for which the case will be put up to SecretaryiRailway Board (for non-gazetted) and Board/MS (for Gazetted) whose decision shall be fina vane (N.
