NEW PANDEMIC COVER CROP PROGRAM -Agricultural producers who have coverage under most crop insurance policies are
eligible for a premium benefit from the USDA if they planted cover crops during this crop year. The Pandemic Cover Crop Program
(PCCP), offered by USDA’s Risk Management Agency (RMA), helps farmers maintain their cover crop systems, despite the financial
challenges posed by the pandemic. It is for producers who felt the impact of COVID19 market disruptions.
PCCP provides premium support to producers who insured their spring crop with most insurance policies and planted a
qualifying cover crop during the 2021 crop year. The premium support is $5 per acre, but no more than the full premium owed.
All cover crops reportable to FSA are eligible and include cereals and other grasses, legumes, brassicas and other non-legume
broadleaves, and mixtures of two or more cover crop species planted at the same time.
To receive the benefit for this program, producers must file a Report of Acreage form (FSA-578) for cover crops with
USDA’s Farm Service Agency (FSA) by June 15, 2021, which is distinct from the normal acreage reporting date. “Cultivating cover
crops requires a sustained, long-term investment, and the economic challenges of the pandemic made it financially challenging for
many producers to maintain cover crop systems,” said RMA Acting Administrator Richard Flournoy. “Producers use cover crops to
improve soil health and gain other agronomic benefits, and this program will reduce producers’ overall premium bill to help ensure
producers can continue this climates-smart agricultural practice.”
NEWS FROM TEXAS PEANUT PRODUCERS BOARD – Texas peanut farmers donated over 32,000 jars of H-E-B peanut butter
to food banks throughout the state. Texas Peanut Producers Board partnered with Trico Peanut in Gaines County and had donations
from Western Peanut Growers Association, Birdsong Peanut and Michael and Kim Franke to make this donation possible. H-E-B
provided transportation of the peanut butter to the North Texas Food Bank where the Texas-made peanut butter was then spread
throughout the state.
ARGENTINA UPDATE – (GN) There are concerns over FROSTS in Argentina which have likely damaged crops still in the ground.
The extent of this damage is unknown but has seen some Argentinian shellers pull back from the market until they get a clearer idea
on the total crop size. Shellers seem to be worried over the crop due to the frosts impacting development and are expecting yields to
come in lower than the last CAM (Argentina Peanut Chamber) estimate. Generally, Europe has been fairly well supplied over the past
few months but with the delays to harvest, it will be interesting to see how the volume of warehouse stock in Rotterdam holds up.
There were also some reports of further delays to harvest on the back of the rainfall over the past few weeks, which has delayed
fieldwork by several days. The Argentinian harvest has been running for around a month behind normal progress due to delays to
plantings at the start of the season.
