To contribute to delivery of standard, consistent and robust cost management frameworks and
procedures to projects.

Responsibilities

         Deliver consistent but appropriate cost management structures for medium-size, stand-alone
projects.

         Roll-out of the emerging Company standard tools and processes, as appropriate for each
project's life cycle development & execution phase.

         Support delivery of cost management solutions for major, complex projects.

         Support the development of project cost breakdown structures (CBS) and their population
from the estimate.

         Prepare Work Breakdown Structure (WBS) and documented Cost Time and Resource (CTR)
sheets for phased cost estimates in line with the Company guidance notes for agreement and
sign-off by the CTR budget holders.

         Generate accurate monthly cost reports, highlighting variances from the plan on
commitment, value of work done, management of changes and currency fluctuations against
approved Authorities for Expenditure (AFEs).

         Contribute to the change management process for projects.

         Analyse trends and the highlight potential impacts of changes on cost.

         Assist in peer reviews and other Assurance events.

         Maintain and promote realism in the cost forecasts in the face of commercial pressure and
optimism from project teams.

         Maintain consistency in cost bases through rigorous adherence to the controls processes.

Raise awareness of the importance of developing the cost management structure in early project phases.
Skills / Experience Required

         Engineering Degree and/or Certification as a Cost Engineer or equivalent experience.

         Significant industry experience in cost engineering positions.

         Excellent analytical, oral and written communication skills.

Fully versed with Cost Control principles and techniques

Job Role

To deliver and maintain standard, consistent and realistic cost estimates reflecting the assessed risk
parameters for each project.

Job Duties

 Methodologies and tools for Cost Estimates-Utilise cost methodologies and tools to produce
cost estimates.
 Incorporate project complexity factors into project estimates and assemble key input data
such as project objectives, scope and economic analysis.
 Formulate and validate methodologies for deriving quantities from design parameters.
 Perform uncertainty analysis and sensitivities on cost estimates, reflecting analysis of project
risks.
 Manage reviews and audits of cost estimates.
 Benchmark against historical performance, industry norms and established KPI’s.
 Assess prospect scope and develop consistent, high level conceptual estimates (Type-0/1)
for each concept under consideration.
 Experienced with development of capacity factored estimates and location factor adjustments.
  Assess prospect scope and main components to develop consistent "building block"
estimates (Type-2) for each concept under consideration.
 Utilise Technical, Economical, Commercial, Organisational & Political (TECOP) profile to
establish appropriate deterministic cost contingency.
 Translate the identified project scope and engineering deliverables into the estimate of capital
expenditure costs for design, procurement, construction, installation, commissioning and
start-up of the hardware elements (Type-3).
 Estimate composed of detailed MTOs matched with detailed pricing and construction unit
hours.
 Identify areas of uncertainty and apply appropriate allowances.
 Development of detailed project cost estimate (Type-4).
 Incorporation of project actuals to date and detailed MTOs matched with detailed pricing and
construction unit hours for to-go costs.
 Develop Estimate Basis to document how estimate was developed.
 Manage Estimating Data-Establish process to collect actual cost performance, condition and
normalise data for future use, develop metrics and benchmarking information.
 Benchmarking of Estimates-Develop benchmarking packages at appropriate level to check
estimate results from top down versus both internal and external comparable data.
 Work with IPA forms and reports to understand comparison of projects to industry datasets.
 Cost Estimator will also develop expertise in probabilistic cost estimating and will be a subject
matter resource within the global Project Management Services community for projects that
are using that cost estimating method.

Job Requirement

 Engineering Degree and/or Certification as a Cost Estimator or equivalent experience.


 Very experienced and proven track record in industry experience in lead estimator positions.
 Excellent analytical, oral and written communication skills Experience in managing small
teams of junior personnel.
 Fully versed with Cost Estimating principles, techniques and industry standard tools.
