ADDENDUM: Distance Learning

In accordance with 14 CFR Part 147, the curriculum subjects and content will remain the
same as existing on-site AMT courses.
1) The electronic Learning Management System (eLMS) that BRCC AMT will be using is
Canvas and it is described under Curriculum Management Procedures, pages 29
through 31 of this manual.
Considerations for Distance Learning
a) System Considerations and Performance: The BRCC Canvas LMS is on the
Virginia Community College System (VCCS) dedicated backbone (network) which
provides connectivity to twenty three (23) community colleges within the
Commonwealth of Virginia. The network is supported by a staff of dedicated
engineers and is the largest Canvas installation in the U.S.A. Storage space is
unlimited and can accommodate any type of training media files.
b) Reliability and Availability: The BRCC Canvas LMS operates 24 hours per day, 7
days per week in a dedicated facility with multiple redundancy and on-site power
backup. 100% of the student population will be able to concurrently access all
training materials with no network degradation or negative effects.
c) Security: Access to the system is limited to authorized personnel and defined in
the VCCS network access policies found at

d) Security Breaches –Information Security Standards can be accessed at

e) Management and developers have access to all lesson and exam files and content
on the BRCC Canvas LMS in real time for maintenance and updates, including the
ability to place files on the web server, edit, and remover files, and access and
edit databases used for web training or exams. In addition, administrators are
able to access all system code and databases for functional modifications,
additions, and enhancements to the course materials.
f) Distance learning lectures, demonstrations, and discussions will be delivered
asynchronously.
g) Each distance learning course will meet the same minimum curriculum
requirements as the corresponding face-to-face course detailed in this manual.
h) All requirements will remain the same regardless of whether a student is seeking
certification or not for students enrolled in AMTS distance learning courses.
i) If cheating is confirmed, the student will be referred to the BRCC Vice President
of Instruction and Student Services regarding the violation of the policy on
Academic Dishonesty in the Student Handbook. Additionally, the instructor will
have the authority to impose any grade penalty he or she deems appropriate, as
stated in the course syllabus.

2) Attendance and Recordkeeping
a) Time will be recorded by each student on the Internet Class Logbook, verified by
the instructor (by referring to Canvas Total Activity Time).
b) Student online distance learning participation tracking/recording will be initially
tracked on the Grade Report Form (see page 63 of this manual) in the same form
and manner as for face-to-face students.
c) Canvas allows an instructor to view individual student course activity data in the
Gradebook. The instructor will access the Student Course Activity Data in Canvas
to verify that the student has completed the required time for each course.
Students will only be awarded credit for the class when the required time
(including any additional time for the final oral and practical {when included} are
verified. For computation purposes, each final oral exam and final written exam
will be allocated one half hour and one hour respectively, regardless of the actual
time the student utilized.
3) Student performance measurement will be tracked on the Grade Report Form
(see page 63 of this manual) in the same form and manner as for face-to-face
students.
4) Authorization to Conduct Distance Learning
a) OpSpec A026, Authorizations/Limitations will be developed, approved, and
issued before any distance learning is conducted.

6) FAA Access
a) FAA PMI, PAI, and other FAA personnel as required will be given “read-only”
access to the eLMS to facilitate surveillance upon request.
7) Performance Assessment
a) Distance learning test scores will be available at the completion of each distance
learning class on the grade report form for each class on file in the BRCC
Registrar’s office. Distance Learning students will be indicated by shading of the
name block on the grade report forms.
8) Distance delivered courses will be delivered asynchronously.
9) Lecture Material may be recorded during on-site distance course presentations for
student review, but will not be used as credit for missed time.

10) Minimum System Requirements
a) Supported operating systems

version and one previous major release of the browsers listed below.)

c) Camera & microphone access
i) Students must allow Skype, FaceTime, Google Hangouts or Zoom access to
the camera and microphone when they start a video call for the oral exam.
On Internet Explorer, Firefox, and Safari browsers, this includes downloading
and installing the latest version of the Hangouts plugin.
d) Video call requirements
i) Broadband connection to the Internet
ii) Web camera and microphone or BlackMagic device
e) A description of the technology hardware and software to be utilized is located in

11) Learning Resources Requirements
a) Basic Electricity requires NIDA 110E or 130E test console which is available for
rental, lease or purchase through NIDA.
b) Aircraft Drawing requires Ashlar Graphite software program which is available for
rental or purchase at www.ashlar.com.
c) A listing of the reference material required for the successful completion of the
distance learning and classroom course content is included in each class syllabus
(which can be located on the appropriate Canvas course site). Web sites utilized
as external links and reference sites that are not developed or controlled by BRCC
will be updated at the beginning of each semester by the instructor and as
necessary during the course. It is important to note that all such links are
supplemental and not required content
Examination and Quiz Procedures
1) The integrity of the examination process is fundamental to our program because
it provides the only supervised check of the student’s knowledge and capability.
Students must take tests and/or quizzes at the BRCC AMT facility, another approved
proctor location, or Respondus Monitor.
Oral Exams will be conducted by the course instructor utilizing Skype, FaceTime,
Google Hangouts or Zoom. Student-supplied web-cameras and microphones along
with the Shenandoah Valley Regional Airport (SHD) security badge (or other
government-approved Identification) will be used to identify the student as noted
above and provide video and audio throughout the exam.
Practical Exams will be conducted in the same manner with the exception that all
data and reference material is permitted for the practical exam. The practical exam
will be conducted via computer; however, it must be completed in the presence of
the instructor or a proctor.

Procedure:
a) Student must locate the appropriate testing center. (Students should do this at
the beginning of the semester.)
b) Student must complete the Proctor Request Form. (Students should do this at the
beginning of the semester.)
c) Student will submit the completed proctor form to the AMT instructor via email,
fax, or mail.
d) Course instructor will validate the proctor selected and indicate by signing the
form.
e) Course instructor sends a copy of the completed proctor form, test and/or quiz
instructions, and test and/or quiz password(s) to the proctor.
f) Course instructor will save the completed proctor form for two years in the
student record after the student graduates.
g) Proctor will follow the instructions on the proctor information form.
h) Proctors will be able to answer questions about test taking procedures, not
questions about the test content.
i) Present a photo ID to the proctor.
j) Pay any fees associated with proctoring at the chosen site.
k) Notify proctor of his/her responsibilities below.
l) Student takes the test and/or quiz.
m) Proctors will monitor the test and the results will be available in Canvas.
2) Instructor Responsibilities
a) Responsible for validating the proctor selected.
b) Course instructor sends a copy of the completed proctor form, test and/or quiz
instructions, and test and/or quiz password(s) to the proctor.
c) Course instructor will save the completed proctor form for two years after the
student graduates.

4) Proctor Responsibilities
a) Proctors will follow the instructions on the proctor information form.
b) Proctors will be able to answer questions about test taking procedures, not
questions about the test content.
c) Proctors will monitor the test and the results will be available in Canvas.
d) Proctor will identify the student by Shenandoah Valley Regional Airport photo I.D.
or another government issued I.D. and verify the student’s signature on the
Proctor Request Form.
e) Proctor will provide a quiet, well-lighted area as free from noise and distraction as
possible, with adequate computer facilities, and within supervisory distance of the
proctor.
f) Proctor will verify instructional materials (if any) allowed during the examination
process.
g) Proctor will ensure the return of all papers, including scratch sheets. (Note:
photocopying or taking notes from any examination paper is not permitted).
h) Proctor will terminate the examination, confiscate exam materials, and
immediately notify Blue Ridge Community College by telephone or email if there
is improper conduct on the part of the student or any evidence that there has
been a violation of the examination process.
i) Proctor must be willing to allow FAA surveillance to observe the examination
process, if requested.
j) Proctor Request Form will be available in each course in Canvas.
