Using information from the four (4) articles, write an outline based on the topic.
You are required to:
• write EIGHT (8) main ideas (i.e. 2 main ideas from each article)
• include a minimum of FOUR (4) supporting details for each main idea taken
from the articles

CRITICAL COMMENTS BASED ON THE FOUR ARTICLES

TONE/BIAS:
Article 1: informative about how the government and non-government contribute for
Malaysian people and persuasive the ways for all the Malaysian to prevent
the spreaders of the virus.
Article 2: Persuasive
Article 3: Noor Azzah Aziz et. al objective are to give informative and critical about
the background MCO during COVID-19 in Malaysia and persuasive the
ways to prevent infection rate of COVID-19.
Article 4: Assertive.

Article 1: this article targeted all the Malaysian
Article 2: Local community and globally.
Article 3: This article target is among of all Malaysian.

PURPOSE OF ARTICLE:
Article 1: The author wants to give a factual information and guideline to Malaysian in
overcoming the pandemic.
Article 2: To approach human being in order to stop the spread of the COVID-19 in the most
efficient way.

Article 3: Noor Azzah et al aims are to give some awareness for Malaysian about the impact
of implementation MCO when Malaysia was hit by the COVID-19 disease
outbreak and gives the ways to break chain of COVID-19.

Article 4: To overcome the COVID-19 and the ethical challenge to be face by them.

ADDITIONAL COMMENTS ABOUT THE ARTICLES:


ARTICLE 1: First and foremost, credited to the authors for the good and impactful content.
The authors using up to date facts which suitable for the topic that still happen
now. Other than that, the language is suitable and easier for kids
understanding.
ARTICLE 2: In general, the author of this article uses simple english and language so that is
easy to understand.

ARTICLE 3: Firstly, the authors was used the denotive language which is good and very
useful source for reading and reference materials to the public. Other than that,
authors were used simple and clear sentence to deliver the information to
reader. Second, the sources that authors used in this article was relevant and
acceptable because this issue are still happening until now. The other reasons, we
considered the sources that author used was acceptable because it
within 10 years that considered to be current which is that are one of the
conditions the good article.

ARTICLE 4: This article provides excellent analysis about the pandemic situation and it is
easy to understand.

TITILE: Malaysians role in overcoming the pandemic

Thesis statement: The ways of Malaysians to break the chain of COVID-19

Point 1: Action taken by the government of Malaysia and Ministry of health to overcome the
pandemic.
Supporting details:
a) Malaysian not well prepared because of politic crisis and most of Malaysian
always have ‘’sambalewa’’ attitude make them think that the virus was harmless
and hard to spread faster and they began to panic after a case keep
increasing(Majid, 2020).
b) A step to alleviate the mass panic and protect the health of Malaysian citizens
plotting the screening medical devices at all point of entry. According to the
Director-General of the MoH Datuk Dr. Noor Hisham Abdullah, one of the
strategies was the placement of thermal scanners. These was done to detect who
get infection at early stage such as fever among tourist or local and also for crew
cabin who work in airlines (Bernama, 2020a; Kaos, 2020).
c) To enhance the MoH efforts in keeping the spread and mortality under control, a
Movement Control Order (MCO) was implemented on March 18, 2020. The MCO
related to the restriction of movement of people into or out of an area. The
Director-General of the MoH emphasized that the order enforced came under the
Prevention and Control of Infectious Diseases Act 1988 and the Police Act 1967
and would help to control the spread of the virus (Bernama, 2020b). 
d) The pandemic happens cause the people losing a lot of money and some
become jobless. A few steps were taken by helping those affected economically
by raise a fund and government introduce a varies incentives to help them such
as PRIHATIN.

Point 2: Measures to overcome the economic downturn due to COVID-19


Supporting details:
a) Malaysia is a country where large and persistent outbreaks of the virus pose a
serious threat, with severe impacts on the economy and financial markets as a
whole. Financial markets are predicted to collapse, and there is the possibility of
a new global recession (Majid, 2020). 
b) The sudden implementation of the MCO by the government puts all sectors of the
economy at risk. According to Anthony Dass, chief economist at the Bank of
Malaysia Group, the direct damage caused by the virus can be seen in tourism,
manufacturing, construction, mining and agriculture. Many workers have been
laid off and others have taken unpaid leave. Malaysian Prime Minister Tan Sri
Muhyiddin specifically stated that the country's tourism industry has come to a
standstill, with an estimated loss of RM3.37 billion in the first two months of this
year  (Murugiah, 2020; Dzulkifly, 2020).
c) Lessen the effect of COVID-19 is strategy that aimed to revitalize the travel
industry, mitigate cash flow and provide assistance to affected individuals. One of

the government's approaches at the time was to ease the financial burden on the
hotel industry, by offering discounts of up to 15% on electricity bills for travel
agencies, airlines, hotels, restaurants, shopping mall and exhibition conference
centre. 6% service tax hotel free from March to August 2020.
d) Tan Sri Muhyiddin Yassin, Prime Minister of Malaysia, announced a new package
on March27,2020, as part of ongoing efforts to mitigate the effects of COVID-19.
This RM 250 billion package is intended to protect people's welfare, support
businesses, including SMEs, and strengthen the economy (Yassin, 2020).
e) Bank Negara has also taken some drastic measures together with the
government to reduce the financial impact of COVID-19. On March 24, 2020, the
Bank of Negara Malaysia provided suspension or extension of all bank loans
except credit card debt. According to Jessica Chew, Deputy Governor of Bank
Negara, this move was taken in consideration of the financial constraints of the
borrower (Annuar, 2020).

Point 3: Encouraging people to proactively and orderly to participate in the battle against
COVID-19.
Supporting details: a) Resident to stay at home to block transmission routes.
b) Local community health workers and volunteer to join the battle
of Covid-19 after training.
c) Local community health workers are able to assist in a lot of ways such
as screening suspicious infections or driving patient to hospital.
d) Local community health workers can investigate the suspected
contactors for quick medical quarantine at the suspected cases
at the community level in results of decreasing the workload of
epidemiologists or the doctors or nurses.

Point 4: Resources mobilization globally and joining force to fight the virus COVID-19.

Supporting details: a) The country with weaker health system needs to be help by other
country which is capable of to stop the spread of virus.
b) WHO needs to mobilize its certified global emergency medical
to get ready to get dispatched into other countries which is
weaker.
c) Sharing info of disease transmitting and epidemiological knowledge.
d) Sharing experience or technologies or strategies to contain
the virus.
e) Quarantine measurement needed to be revised in order to
disconnect the international travelling and trade restrictions.

Point 5: The implementation of Movement Control Order (MCO) in Malaysia by the


government of Malaysia.

Supporting details :
a) Many regulations have been implemented under the Prevention and Control of
Infectious Diseases Act 1988 ("the Act") to prevent and curb the spread of
COVID-19 since the Prime Minister of Malaysia, Tan Sri Muhyiddin Yassin,
announced on 16.3.2020 that the Movement Control Order would be
implemented nationwide (Vivien, F. & Ryan, C.,2021).
b) The government needed to take drastic steps to prevent the prevention from
becoming reality with the start of the COVID-19 clusters. Malaysia's approach
was based on previous experiences from China and South Korea (“Restrictions
on movement in”,2020) .
c) The Ministry of Health would be able to completely screen and manage existing
clusters with the limited movement restrictions in place, preventing transmission
beyond the first or second generation of infection (Noor Azzah et al., 2020).
d) Therefore, the MCO was implemented by the government to slow the
transmission chain in the community and allow the Ministry of Health to track,
isolate, and manage the detected positive cases (Noor Azzah et al., 2020).

Point 6: To stop the spread of COVID-19, people must follow government standard operating
procedures (SOP) and incorporate them into their daily lives (TheStarTV,2020).

Supporting details :
a) Since this situation with COVID-19 is always changing, standard operating
procedures (SOP) were required for health-care providers and the general public
to refer to. As a result, academics and statisticians frequently collaborated with
the Malaysian government in offering advice and statistics to help manage the
pandemic (Abdullah JM, Wan Ismail WFN, Mohamad I, Ab Razak A, Harun A,
Musa K.I, Lee Y.Y, 2020).
b) Malaysians are currently in phase 4 of the MCO, which is set to finish on June 9,
2020, at the time of writing (26 May). This phase, known as the conditional

movement control order (CMCO), allows certain businesses to open and people
to move more freely with mandatory standard operating procedures such as
temperature checks, face masks, two-meter social distancing, fairly frequent
hand sanitizer use, no mass gatherings, and registering names and phone
numbers at each premise visited (The Star TV,2020).
c) The media is very important in playing their role with regular media
announcements from the Ministry of Health regarding social distancing, hand
washing, and inviting contacts from the religious cluster to come forward for
testing, daily personal texting of government directives and advice to individual's
smartphones, and daily countering of COVID-19's fake news to prevent
confusion and panic among villagers (Abdullah JM et al. 2020).
d) Therefore, adherence to the SOP is critical for the common good in coping with
the COVID 19 outbreak, regardless of rank, aristocracy, race, or religion.

Point 7: The sharing of fake news or false information.

Supporting details:
a) Information that is regarded to COVID-19 spread easily, this leads to some fake
news or fake information to be spread out easily.
b) WHO (world health organization) defined ‘infodemic’ as an excessive amount of
information that is spread out which contains fake news or fake information, and
this caused the public to be having problem in getting reliable and dependable
advice.
c) The spreading of fake news is deceiving, and it has the potential to trick the
citizen into believing it.
d) Ccomplicated as more publicity is needed to correct the information.

Point 8: Preventing discrimination against vulnerable group.

Supporting details:
a) Preventing discrimination towards the foreign worker, ethnicity and nationality
should not be disclosed.
b) Malaysia is committing to ensure the vulnerable group has equal access to
COVID-19 testing and treatment as Malaysian citizen.

c) The cluster named as security guard cluster or construction worker cluster by


mass media is very dehumanizing.

d) Disclosing of the nationality and ethnicity does not bring any beneficial impact to
the public.

Conclusion: The new coronavirus, called SARS-CoV-2, is causing a massive outbreak of


the COVID-19 disease with catastrophic global impacts Compared to SARS
and MERS, two previously deadly pneumonia diseases. In addition to these
collective actions, all Malaysians have contributed in various ways to assist
the country in combating this huge outbreak Each individual is playing a big role
In making sure our communities and countries are free from COVID-19.
