The question of who President Duterte may or cannot nominate has arisen in light of
the President's decision to postpone this year's simultaneous barangay and Sangguniang
Kabataan elections, which are due to take place on the fourth Monday of October 2017. The
President said that he does not want drug lords to win, and that if the barangay elections are
held as planned, the winner could be backed by drug funds. Since "narcopolitics" has "entered
the forefront of Philippine politics" and "40 percent of total barangay captains are involved in
drugs," the President's aim is to make all village vacancies vacant.
