A Responsive Program for the Inclusive Education Sector

It is stated in the video (Inclusive Education for Filipino on the Move: Making the
Invisible Visible by CIFAL Philippines) that an estimated 2.85 million children aged 5-15
are out school. Based from this data, I can therefore conclude that many children have
been deprived of their right of access to free and quality education which was also
discussed and tackled in the video. With this, I may say that there is a need for the
Department of Education in coordination with the Philippine National Government to
make an action and exert more effort in approaching out of school children and deliver
to them the education that they deserve to have.

If given a chance to design a program that will cater to these learners, I will make
a program seeking for the improvement and allocation of bigger fund for the Alternative
Learning System (ALS). It is also mentioned in the video that the Alternative Learning
System is one of the solutions of the government in delivering education to out of school
children. As an ALS mobile teacher, I can say that the Alternative Learning System is a
great help in catering free and accessible education to children and so as to people of
all age who wants to continue or pursue their education especially during this time of
pandemic. Despite of this, the Alternative Learning System still needs a lot of
improvement in order to fulfill its goal of catering quality education. If given a chance, I
would ask the government for the inclusion of Senior High School in the Alterative
Learning System. In my own experience as an ALS teacher, I have observed that one of
the major concerns/complains of the ALS graduates is that they still need to attend
Senior High School before they can enroll in college despite of the fact that they are
already graduates of the Alternative Learning System. Adding Senior High School in the
Alternative Learning System would be a great help so that graduates in the ALS could
immediately enroll in college and pursue the course/degree that they want.

Lack of resources and learning materials is also one of the problems in the
educational system here in the Philippines. In my own opinion allocating bigger fund for
education could give an improvement. It could allow schools and teachers to buy and
provide advanced materials that could help improve the teaching-learning process. With
all of these, education still won’t be perfect, but guaranteed, education will be improved.
