Kingdom Merging Proposal

A. Mission statement:
Merge 2-4 small kingdoms (C or D rank) into one, to form one competitive kingdom with a vibrant
community.

B. Guidance:
1. This proposal is presented to possible candidate kingdoms. If they are interested in merging, we
will attempt to align on requirements and consult on common rule set.
2. Any kingdom showing interest in merger at a later date must adhere to the previously established
rule set, but may propose adjustments.
3. After merger, all citizens of the combined kingdoms will enjoy equal rights and there will be no
discrimination (positive or negative) based on which kingdom they hail from.
4. To ensure enough time and preparation are given to raise credits for passport pages and reduce
migration costs, the tentative date for merger is immediately AFTER kvk 8.
5. Kingdoms merging into the host kingdom will be asked to deny migration for high power farmers.

C. Criteria for choosing host kingdom:


1. Candidates for merger have to state their intention of becoming host kingdom.

2. In the likely event of multiple candidate kingdoms, the host will be chosen by applying the below
validation criteria. Failing it will result in invalidation of host application.

3. If two or more kingdoms meet validation criteria, the host will be decided by having a better score
in the tiebreaker criteria.

i. Validation criteria 1: Current king of candidate kingdom must have direct or indirect control
over enough alliances which could be ceded in favor of incoming migrant kingdoms. An
alliance is considered "full" if it hosts 100 or more migrants, in which case another alliance
will be required to take in further migrants.
ii. Tiebreaker criteria: The total power and kill points of top 300 governors by power will be
noted down and verified by members of competing host applicants. The kingdom that has the
higher kill points / power ratio (after kvk 8) will become the host.

D. Sivas (1106) Kingdom Governing proposal:
I. Governing principles:

1. Merit is at the center of earning rewards and council membership. This is a core principle which
can't be changed by any king or council majority.

2. Merit is obtained by measuring kvk performance and can be lost by breaking rules. After each kvk,
for every governor, merit = kvk performance score. Top 50 ranks after kvk ends become council
members by default (one spot per person).

3. Kvk performance score is calculated relative to power, so that everyone's contribution is


measured against their own strength. See the KvK performance score calculation section for the
full calculation.

II. Council organization, role, benefits and responsibilities:

1. Organization:
a. The Kingdom Council is formally called "The Nobles Assembly" and consists of 50
members.
b. Membership is obtained based on kvk performance score, calculated at end of each kvk.
Council membership can be lost by breaking rules if council members vote in favor of this
resolution.
c. Note: in case of kingdom mergers or groups of 10+ people joining, we can expand council
by adding members proportionally from joining kingdom(s). Will function as such until
end of next kvk, when max members number is reset to 50, based on their kvk score.
d. All formal discussions and votes are hosted on Discord dedicated chat room.
2. Role:
a. Council effectively runs the kingdom as the main governing and decision-making body.
b. Council members propose, debate and vote on kingdom rules and resolutions. They also
decide and enact penalties for rule breakers.
c. Every member can cast one vote per resolution, and the resolution is adopted or rejected
based on simple majority. Votes are visible to all council members.
3. Benefits:
a. Outside kvk periods, council membership enables access to top 10 fixed ranks in MGE,
plus priority for ranks below top 10 MGE. To access this benefit, members have to apply
for fixed ranks using template available on Discord.
b. King decides ranking based on applications, in the spirit of 1) supporting kingdom needs
and 2) rewarding/motivating governors with solid growing strategy, good activity, trust
and kvk/ark availability.
c. The council or King can decide to fix ranking for other events as well, but every non-MGE
fixed event will be followed by a non-fixed non-MGE event, to ensure citizens outside
council still have a good chance to compete and grow.
4. Responsibilities:
a. Council members are expected to act with decency and diligence, respect and help
enforce the rules. Organizing and delivering administrative tasks can be rewarded with
kingdom chests.

III. Kingship:

1. King fulfills an administrative role within the kingdom.


2. Council members vote for one king and three back-ups, based on applications, whenever the
incumbent kings decide to step down.
3. King cannot override council decisions and cannot decide alone on migration policy.
4. King decides the ranking for top 10 MGE based on commander priorities and candidates'
applications.
5. King role can be passed freely without council approval for kvk wars and buff activation.
6. During peace time, kings can freely pass their role between themselves and the three back-ups.

IV. Handling high power governors with low kvk contribution

1. Governors who meet the following criteria after kvk will be red listed:
• Power higher than 58m
AND
• Kvk Performance Score lower than -10m
AND
• Ranked in bottom 20 governors by Kvk Performance Score

2. Governors who are red listed two consecutive kvks will be given the following choices, one of
which have to be met within 7 days after notification:
• Reduce power to 60m max
• Be rallied and zeroed
• Leave the kingdom

V. KvK Performance Score calculation

[kills] = kills at end of kvk - kills pre-kvk


[deaths] = deaths at end of kvk - deaths pre-kvk
{Kills score} = T4[kills] + 3x T5[kills]
{Deaths score} = 3x [deaths]
{HP score} = 20x honor points at end of kvk
{Power modifier} = 20% x power pre-kvk

KVK PERFOMANCE SCORE = {Kills score} + {Deaths score} + {HP score} - {Power modifier}

Note: If governor’s {Deaths score} > {Kills score}, then the formula becomes:
66%x{Kills score} + 25%x{Deaths score} + {HP score} - {Power modifier}
