Key Differences
The primary difference between rules and regulation is that while the
former do not as such have a legal binding, the latter have a legal binding.
As these two terms are used in the same breath, people do not recognize
their differences. These are of utmost importance in that rules and
regulations are present everywhere, i.e. school, college, office, club,
corporations, banks etc., as they are helpful in maintaining law and order in
the concerned place.

Definition of Rules
The rules are the standard set of instructions made for people, which
explains that how things are to be done. The rules should be followed by the
public as they are made for the welfare of them. Under the Constitution of
India, there exists Law, which includes many Acts, after that comes
regulations and finally rules. Non-compliance of any rule can cause a little
effect.
Rules tell us what to do and what not to do. It can be set up for home,
hospital, institution, college, office, school, etc.
Definition of Regulations
1. In general, the rules are the set of instructions issued for the public
are known as rules. The rules which are legally accepted by the
governing authority, are considered as regulations.
2. Rules are not very strict in nature, but regulations are very strict in
nature.
3. Rules are a part of regulation, but regulations are a part of act i.e.
some regulations can come under an act.
4. Individuals and organization can set rules, but the government sets
regulations.

Conclusion
In short, both are rules and regulations are like siblings in which one is
elder, and the other is younger. Rules are mainly used to restrict any
individual from doing anything while the regulations are used to control
people from doing anything not permissible by law. People can set rules in
general as per their need while the regulations can be set only by the
government. The major difference in them is that regulations have a wider
scope than rules, and that is why the consequence of breaking any
regulation is much severe as compared to the breaking of rules.
