Case Study

Caselet

Romblon is known for its beautiful marble. To satisfy the increasing demands for marble,

enterprising residents intensified the marble quarrying. They put up marble tile factories near the

quarrying sites. These factories dump marble chips into the nearby seashore. These marble

chips eventually made the shores shallow, making it difficult for the big boats to dock. The boats

had to load and unload passengers and cargo farther from the shore. Passengers had to pay for

banca rides from the landing side to the shore.

Aside from this, many children near the quarrying sites suffer from chronic respiratory ailments

which doctors attributed to the marble dust. The residents brought these problems to the

attention of the municipal government but their complaint remained unheeded.

I. Statement of the Problem

The progressing marble factories give negative side effects to the people near the quarries.

The children who are inhaling the dust cause respiratory disorders, such as asthma, chronic

obstructive pulmonary disease (COPD), coal worker pneumoconiosis, silicosis and

asbestosis, also the elderlies and people. The dust also causes harm to our environment. It

will lead to water pollution, air and dust pollution, cause soil erosion, noise hazards, etc.

Many people are complaining about the process of making marbles but the municipal

government is unheeded

The government is not making any steps to prevent any hazardous things to people and the

environment.

Intensification of marble production to satisfy the demands of customers causes harm to the

environment, Romblon marble factories are being greedy just to satisfy the needs of

customers causing them to build more quarries and factories in the area without any

certainty to future happenings.

The disposal of marble is waste in not being organized. It causes shallow shores, many

ships are having difficulties in docking, customers and non customers are affected by this

problem.
II. Objectives

Organizing proper disposal of waste materials by marble factories and cleaning the marble

wastes in the shores so it will go back to normal.

Having a relationship with the government and having help from them for settling dilemmas and

future activities.

Managing the production of marble to the extent that it will not damage the environment but still

satisfy the needs of customers

Securing the health of customers and employees near the marble quarrying sites. Also the

things should be followed in health protocols

The management officials must be responsible for the activities they are doing and being ethical

and socially responsible in any ways possible.

III. Areas of Consideration

Strength:

Large deposits in the quality marble in the country

Intensification of marble quarrying

Putting marble factories near marble quarries

Accessibility in major marble deposits

Weakness:

Inability to research about what they are doing because of continuing progress of the company

Using primitive method instead of being scientific

Low infrastructure due to customers travel long distances to get marbles

Inability to dispose the waste material properly

Opportunities:

Increasing demands in marble

Having place in putting marble quarries

Threats:

Shallowing of sea shores making the ships hard to dock

Longing the customers travel

Many children are suffering from respiratory ailments because of the marble dust

Complains of people near the factory sites

IV. Alternative Courses of Actions

They should have a permit needed in their factory, as a Permit Holder shall conform to laws,

rules and regulations regarding, among others, labor, safety and health standards. It should also

show the number of factories permitted and quarries in the area.

The following terms and conditions shall be incorporated in the Quarry/Commercial or Industrial

Sand and Gravel/Government:

Gratuitous/Guano/Gemstone Gathering Permit:

No extraction, removal and/or disposition of marble materials shall be allowed in offshore areas

but within five hundred (500) meters distance from the coast and two hundred (200) meters from

the mean low tide level along the beach;

The extraction, removal and/or disposition of waste materials under the Permit shall be confined

within the shores and area specified therein, the boundaries of which, according to the

application, are established on the ground with prominent marks;

The Permit Holder shall assume full responsibility and be liable for damages to private and/or

public property(ies) that may be occasioned by its operations under the Permit;

The managers and shareholders shall manage its operations in a technically and

environmentally responsible manner to achieve a safe, non-polluting and self-sustaining post

disturbance landform.

The management officials shall cooperate with the government and suggest the evacuation of

the residents near the quarries and factories.

Do not persuade competition with other marble producers for it will result in unhealthy

competition.
V. Conclusion

There are many dilemmas that Romblon marble factories have to resolve, which is common

to all organizations. The first one and the most important is building many factories and

quarries in the area. We all know that factories and quarries affect the environmental

condition of one place even though the land and capital are coming from the corporation

and it is not associated with the others. We still need to cooperate with an external

environment like the government to ensure the safety of the procedures. This sector has

great potential to contribute to the national economic growth and for the generation of

employment mostly in the rural areas.

Some of the solutions given have risks so the corporation must be prepared for the things

that might come. Sometimes being a risk taker is the goal to success. But before you take a

risk you need to secure success, looking to the external and internal environment, being

socially responsible and ethical corporations should be prioritized in every business.

Giving solutions to these dilemmas will give progress to factories. They can be top suppliers

of marbles internationally and the blooming of the market to other places for better

production.
VI. Recommendations

Due to the marble dust, many children are suffering from respiratory ailments. Managers of the

company should talk about this matter to the municipal government and make an action plan as

soon as possible, like finding a place where the residents can safely reside.

We are recommending that the government and personnels of the company inspect the factory

if they are following the guidelines as well as if the workers are wearing their own Personal

Protective Equipment when working.

Another thing that we would like to recommend is for the management to provide their own

rescue vehicle, such as an ambulance, for the factory workers’ safety. Organization should

provide financial support to this matters

The factories dump marble chips into the seashore making it shallow, causing the big boats to

have difficulty in docking. Recycling of marble chips, like calcium carbonate is recommended to

lessen the waste into the nearby seashore, and help the passengers and cargo to easily load

and unload near the shore.

Regular checking of the workplace for the employees and customers ensures safety. Managers

should provide who will be responsible for this matter. The equipment, facilities, and other things

inside the company should be clean and safe to use.
