Quality

1. For PQP, It seems that Bidder take out from other reference which is not fully relevant with this project.
PQP shall be specificly prepared for particular project. Proposed PQP consist of a lot of pages but it does not
reflect implementation of Bidder quality system to the project. Bidder shall revise and improve since there are
some comments such as :
- Check correctness of the statement, eg. On page 1-4, This document is prepared by IPU not GPG, and
some early statement are taken from SOW document which are not relevant (2nd paragraph). On 3rd
paragraph, the statement is confusing since it mentioned GPG role instead of IPU role and responsibility
- Some terms are not applicable to PQP
- Quality objective does not precisely describe the actual need for the project
- No org. chart showing position for handling the project and statement for responsibilities of personnel does
not show the relevancy with the org. chart
- There is other party (Parson) which is not included to this project
- There are some specifications whcih are unknown compared with what GPG has
- Some statement look like "over" such as why there are QC testing and QA testing separately?
- The PQP is not properly prepared, not being prepared in order / not structurized since there are 2 source
document for PQP, no Table of Content, etc.
- Some informations as minimum required per GPG template content are not available yet. Bidder to include
additional description / information for Quality Policy, Interface & communication, Resources, Planning for
project realization, Design & engineering control, Construction/Installation control, Equipment calibration.
- In overall, Bidder is advised to re-submit quality plan using GPG template for more complete information
provided
- Attach Table of Content of Quality Manual if any
2. For ITP, Bidder shall prepare proper and complete ITP using GPG template for civil work and building /
housing work since proposed ITP does not reflect inspection activities related to the work and some items are
not relevant such as test on pressure piping etc.
