JPRC - Managing Licensor Services (Block 3) for the Refinery Fourth Expansion Project - 2/27/2/4/7708

Technical Proposal

Alternative Option for NH3 processing:

The Sulphur Recovery Unit can easily be designed for the processing of NH3 containing acid gas
from a low - cost one-stage sour water stripper. This can be further optimized in the next phase of
the project.
Shell Cansolv Regenerable SO2 scrubbing and Two stage Sour water
stripper:

Currently, the ITB has a two stage Sour water stripper which splits the NH3/H2S dissolved in the
sour water into a pure NH3 stream and a pure H2S stream. If it is envisaged to thermally oxidise the
pure NH3 stream, there might be an opportunity to apply Shell’s Cansolv SO2 scrubbing system.
In several refineries, the NH3 from a two-stage sour water stripper is being oxidized in a thermal
incinerator. The residual H2S contained in the NH3 is then oxidized to SO2. In case of JRPC, the
resulting SO2 in the flue gas of the incinerator may easily exceed the SO2 emission limits set by the
World Bank Standards and would require a SO2 scrubbing system.
KBR would like to highlight the potential of Shell’s Cansolv technology, that is able to recover SO2
with a regenerable amine solvent, which delivers the SO2 as a pure stream, that can be recycled
back to the Claus where it is converted to Sulphur. The advantages of Shell’s Cansolv technology
are:
- No large water based waste effluents streams to dispose off, common to most SO2
scrubbing technologies, because the Cansolv amine is regenerable;
- Minimum water use, well suited for JRPC’s inland refinery
- No purchase cost for caustic or lime, nor associated transport/storage and handling
issues
- SO2 recovered from the Cansolv amine system is simply sent to the Claus, where it is
converted to Sulphur

Other opportunities for Shell’s Cansolv SO2 removal technology are downstream a boiler employing
the pitch/fuel from the resid upgrading unit.

The applicability of the Cansolv SO2 removal technology can be, if JRPC is interested, be
discussed in the next phase of the project.
