PROPOSED RESOLUTION

A RESOLUTION SPONSORING FOR THE SHIFTING OF THE SELECTION OF THE


DISTRICT GOVERNOR NOMINEE FROM THE PRESENT BALLOT–BY–MAIL METHOD
TO NOMINATING COMMITTEE METHOD AND THEREBY APPROVING THE ATTACHED
TERMS OF REFERENCE OF THE NOMINATING COMMITTEE FOR DISTRICT
GOVERNOR NOMINEE PRIMARILY SPONSORED BY THE ROTARY CLUB OF
ATIMONAN DULY CONCURRED BY THE ROTARY CLUB OF ____________________.

Whereas, as stated in Article 14 of the 2016 Rotary International Manual of


Procedures, the selection of the District Governor Nominee among all clubs in the District
may be done by either Ballot–by–Mail or through the Nominating Committee Method;

Whereas, the present system of selection of the District Governor Nominee adopted in
the District is through Ballot–by–Mail Method to which a process insulated from any
semblance of political campaigning;

Whereas, from Rotary Year 1997–1998 to 2012–2013, the method of selection of the
District Governor Nominee in the District was by Nominating Committee Method;

Whereas, from Rotary Year 2013–2014 up to present, the selection of the District
Governor Nominee among all clubs in the District is through Ballot–by–Mail Method;

Whereas, in the recent selection made through Ballot–by–Mail Method, there were
some highly questionable matters raised with regard to the strict democratic process
particularly pertaining to allegations on the procedures done by some of the club leaders and
members, campaigning of the Candidates and supporters;

Whereas, the selection through the Nominating Committee Method shall be charged
with the duty to seek out and propose or nominate the best qualified and available Candidate
for the position of the District Governor Nominee as specifically stated in Article 14.020.2 of
the 2016 Rotary International Manual of Procedures;

Whereas, the selection through the Nominating Committee Method were based on the
experiences particularly in Rotary works of the Candidates on International, District and Club
level services which portrays the knowledge, maturity and readiness of a well experienced
Rotarian to be a District Governor;

Whereas, in order to observe fairness in the selection of the Nominating Committee


Members which will be beneficial to all concern, there is a need to adopt a new Terms of
Reference as attached hereto based on the previous Terms of Reference of the Nominating
Committee for District Governor Nominee which was first amended on February 22, 1997 and
further amended on March 11, 2006;

Now therefore, RESOLVED as it hereby RESOLVED that the selection of the District
Governor Nominee of Rotary International District 3820 be done through the Nominating
Committee Method beginning Rotary Year 2018–2019 and years thereafter;

RESOLVED FURTHER, that the attached new Terms of Reference of the Nominating
Committee for District Governor Nominee be adopted;
RESOLVED FURTHER, that copies of this resolution be furnished to the Incumbent
District Governor for dissemination to all clubs in the District for further study and deliberation
among all Rotarians in the District;

RESOLVED FINALLY, that copies of this resolution be furnished to all designated Club
Electors during the Business Meeting in the forthcoming District Conference for eventual
approval.
