Subject: The Amnesty Law in Georgia

During the protest in Tbilisi against the visit of a Russian MP Sergey Gavrilov to the Georgian
parliament in 2019, 275 people were injured. To this day, only 7 demonstrators have been given a
victim status.
Currently the Georgian parliament discusses legislation based on the first paragraph of the April 2021
mediation document. As presented by the ruling party, the proposed bill will grant amnesty to all of the
politicians that released illegal public orders, as well as violent law enforcers, for all the crimes
committed between 19-21 June 2019.
Moreover, under this wording, the amnesty will lead to the termination of criminal cases pending
before the prosecutor's office. It thus decreases chances for victims to be identified and acknowledged,
making it impossible for them to access the evidence that is the basis for disputes in domestic and
international courts.
1. Will Mr. Danielsson or other EU representatives address this situation, which is happening based
on the agreement the Council helped to reach in Georgia?
2. What will the Council do to protect activists' rights who continue to fight for victim status to obtain
compensation for physical and moral damage, regardless of the deal and the amnesty?
