FSSAI
Food Safety and Standards Authority of India (FSSAI) is an autonomous statutory
body established under the Food Safety and Standards Act, 2006 (FSS Act).
Headquarters: Delhi. Comes under Ministry of Health & Family
Welfare, Government of India is the administrative Ministry of FSSAI.
FSS Act, 2006 consolidates various acts & orders that had earlier handled food
related issues in various Ministries and Departments, such as-
1. Prevention of Food Adulteration Act, 1954
2. Fruit Products Order, 1955 (ASKED IN FCI EXAM)
3. Meat Food Products Order, 1973
4. Vegetable Oil Products (Control) Order, 1947
5. Edible Oils Packaging (Regulation) Order 1988
6. Milk and Milk Products Order, 1992
These were repealed after commencement of FSS Act, 2006.
✓ FSSAI was consequently established in 2008 but work within the Food
Authority effectively began in 2011 after its Rules and key Regulations were
notified.
✓ This marked a shift from a multi-level to a single line of control with focus on
self-compliance rather than a pure regulatory regime.

Highlights of the Food Safety and Standard Act, 2006


✓ The Act aims to establish a single reference point for all matters relating to
food safety and standards, by moving from multi- level, multi-departmental
control to a single line of command.
✓ The Act established FSSAI and the State Food Safety Authorities for each
State.
Highlights of Food Safety and Standards Rule, 2011.
✓ The Rules provides for:
✓ The Food Safety Appellate Tribunal and the Registrar of the Appellate
Tribunal, for adjudication of food safety cases.

✓ It covers Licensing and Registration, Packaging and Labelling of Food
Businesses, Food Product Standards and Food Additives Regulation.
✓ It prohibits and restricts on sales or approval for Non-Specified Food and
Food Ingredients, such ingredients may cause harm to human health.
✓ It provides for Food Safety and Standards on Organic Food and
regulates Food Advertising.

What are the functions of FSSAI ?


✓ For functional purposes FSSAI has divided into two committees
• Scientific Committee – To look into the matters related to food standards
• Central advisory Committee – To look into the matters related to Compliance
and Inspections
✓ FSSAI has launched many online initiatives to improve Food Standards and
Safety in India
✓ Food Safety Compliance System (FoSCoS) to replace existing
Food Licensing and Registration System
✓ RUCO (Repurpose Used Cooking Oil) initiative – Under this Total Polar
Compounds(TPC) of Vegetable oil is limited to 25 percent. Beyond which the
vegetable oil shall be collected and converted into Bio Diesel
✓ infoLnet (Indian Food Library Network) – It is a network of Indian
Food laboratories connected to a centralised network for effective management.
✓ Apart from these FSSAI also launched initiatives such as Eat Right India, Save
food Share food etc.
• FSSAI also involved in many collaborative efforts such as
Jaivik Bharat Portal: It is the regulatory portal on Organic
Food in India. It was jointly developed by FSSAI, APEDA and PGS-India.
✓ Food Fortification Resource Centre has been established by FSSAI with the
help of TATA trusts.
✓ FSSAI is the National Codex Contact Point of India (NCCP), which maintains
Codex Alimentarius Commission‘s (CAC) standard in India.

PFA ACT 1954
• The Prevention of Food Adulteration Bill was passed by both the houses of
Parliament and received the assent of the President on 29th September, 1954.
• It came into force on 1st June, 1955 as The Prevention of Food Adulteration Act,
1954 (37 of 1954). To give effect to the provisions of the Act, rules were made in
1955 and called “Prevention of Food Adulteration Rules, 1955”
• Though PFA Act and Rules are Central Legislature, the responsibility of
implementation has been entrusted to the State Governments and Union
Territories. Each State Government and Union Territory has created its own
organization for implementation of the Act and Rules framed there under.
• The Prevention of Food Adulteration Act 1954 was notified by the Govt. of India
by the Ministry of Health and Family Welfare (Dept. of Health)
DETAILS OF PFA ACT
The salient features of the PFA Act includes objective, definition of food, meaning
of adulterant, concept of adulteration, misbranded items, sale of certain admixtures,
relevant committees, analysts, procedure for sampling & analysis, penalties and
important miscellaneous provisions. For the benefit of a learner like you, the small
description of the major features of the Act are given below in a simplified way so
that it is easier for you to understand.
Objective the main objectives of the act are:
1) To make provision for the prevention of adulteration of food;
2) To protect the public from poisonous and harmful foods;
3) To prevent the sale of substandard foods; and
4) To protect the interests of the consumers by eliminating fraudulent practices.

Definitions
Clear definitions are given for terms such as food, adulterant, misbranded items,
manufacture, sale, package etc. to describe the matters clear and simple. However,
only some definitions which are more relevant are given below for your
understanding of the Act clearly.
Definition of Food
a) Any article which ordinarily enters into or is used in the composition or
preparation of human food;

b) Any flavouring matter or condiments; and
c) Any other article which the Central Government may having regard to its use,
nature, substance or quality, declare, by notification in the official gazette as food
for the purpose of this Act.
Meaning of Adulterant
(i) Adulterant is defined as “any material which is or could be employed for
the purposes of adulteration”.
