Introduction and Background of the study

The world electricity access is a key pillar for human wellbeing, economic development and poverty
alleviation. Ensuring everyone has sufficient access is an ongoing and pressing challenge for global
development. In 1965 the bulk of total energy was consumed North America, Europe and Eurasia-
collectively, they accounted for more than 80 percent of global energy consumption. Although energy
consumption has increased in these regions since the 1960s, their relative share of the total has declined
significantly. Consumption across the rest of the world has been increasing, most dramatically in the Asia
Pacific where the total consumption increased more than 12-fold over this period. As a result, in 2015
Asia Pacific was by far the largest regional consumer with 42 percent- this was about the same as North
America, Europe and Eurasia combined at 43 percent. The Middle East, Latin America and Africa
account for around seven, five and three percent, respectively.(Our worlddata.org)

In 2018, world total electricity final consumption reached 22 315 TWh, 4.0% higher than 2017. In 2018,
OECD total electricity final consumption was 9 728 TWh, 1.8% higher than in 2017, while final
electricity consumption in countries was 12 587 TWh, an increase of 5.7% from 2017.Much of the growth
in electricity consumption since 1974 has taken place in the residential, and commercial and public
services sectors. In 2018, industry was still the largest end-use sector for electricity consumption.
However, industry’s share of consumption has been in long term decline, and is now only marginally
greater than that of the residential, and commercial and public services sectors.(iea.org)

The Philippine total peak demand1 in electricity 2019 was recorded at 15,581 MW, which is 799 MW or
5.4% higher than the 14,782 MW in 2018. As recorded by the System Operator, the Luzon grid
contributed 11,344 MW or 72.8% of the total demand while Visayas and Mindanao contributed a share of
14.3% (2,224 MW) and 12.9% (2,013 MW), respectively. With reference to year 2018, the peak demand
of Luzon increased by 468 MW or 4.3% while Visayas and Mindanao grew by 8.3% and 8.6%,
respectively. The Philippines’ Gross Domestic Product (GDP) posted a 5.9% full-year growth for 2019,
0.3% below the previous year’s GDP, the slowest growth rate in eight years. In the 4th quarter of 2019,
the GDP grew by 6.4%, but it was still not enough to meet the target economic growth which ranges from
6.0% to 6.5%. Nonetheless, historical data has shown that when the Philippines experienced an expanding
economy or a positive GDP growth rate, that expansion was directly proportional to electricity
consumption. Therefore, correlating the relationship between the two, a continuous GDP growth entailed
a consistently rising demand in electricity. On the other hand, the growth rate of the residential and
commercial sectors remained persistent as the consumption increased by 8.1% and 6.1%, respectively,
against last year’s growth rate of 5.5% for both sectors due to election-related activities and warmer
temperature in the summer months. The continuous rise in global surface temperatures primarily
contributed to the uptrend as heat indices hit dangerous levels especially in the months of April, May, and
June. Moreover, the El Niño event throughout the year is a likely driver of the variation in consumption
especially in households and commercial spaces e.g. an increase in consumption can be attributed to
substantial utilization of cooling equipment.(Republic of the Philippines Department of energy)

Significance of the study

Identify the underlying motives of electricity conservation behavior.

Examine the extent of household’s practices in energy conservation behavior.

Investigate the relationship underlying between energy consciousness, personal characteristics, and
conservation behavior.

Statement of the problem.

Are you the payer of the electricity bill of your household?

□Yes

□No

•Energy Consciousness

I am willing to pay more for energy conservation.

□Strongly Disagree □Somewhat Disagree □Somewhat Agree □Agree Strongly Agree

I am willing to change my habits for energy conservation.

□Strongly Disagree □Somewhat Disagree □Somewhat Agree □Agree Strongly Agree

To save energy, I am willing to spent time learning more about conservation.

□Strongly Disagree □Somewhat Disagree □Somewhat Agree □Agree Strongly Agree

We are not doing enough to save energy from being used up.

□Strongly Disagree □Somewhat Disagree □Somewhat Agree □Agree Strongly Agree

We need to save energy for our future generation.

□Strongly Disagree □Somewhat Disagree □Somewhat Agree □Agree Strongly Agree

If we don’t save energy now, mankind will suffer the consequence in the future.

□Strongly Disagree □Somewhat Disagree □Somewhat Agree □Agree Strongly Agree

•Energy Optimism

The Earth resources are infinite and should be used to the fullest to increase the human standard of living.

□Strongly Disagree □Somewhat Disagree □Somewhat Agree □Agree Strongly Agree

We have so much natural resources that we do not have to worry about the electricity/energy
conservation.

□Strongly Disagree □Somewhat Disagree □Somewhat Agree □Agree Strongly Agree

•Diffusion of Responsibility

Most of the Filipino people do not put effort to save energy, so it will be no use even if I put effort to do
so.

□Strongly Disagree □Somewhat Disagree □Somewhat Agree □Agree Strongly Agree

It is no use worrying about energy shortage. We can’t do anything about it any way.

□Strongly Disagree □Somewhat Disagree □Somewhat Agree □Agree Strongly Agree

• Environmental Consciousness

Economic growth should take precedence over environment to any significant degree

□Strongly Disagree □Somewhat Disagree □Somewhat Agree □Agree Strongly Agree

The amount of energy we use, do not affect the environment to any significant degree.

□Strongly Disagree □Somewhat Disagree □Somewhat Agree □Agree Strongly Agree

Which of the following factors affect your decision to conserve energy?

□It saves money

□It protect the environment

□It benefits society

□A lot of other people are trying to do it

Scope and Delimitation

behavior of the respondents in Rizal Sta. Elena. The survey will only take place in Rizal Sta. Elena.

Definition of terms.

Behavior-the way a person or animal acts or behaves.

Consciousness- the normal state of being awake and able to understand what is happening around you.

Electricity- a form of energy that is carried through wires and is used to operate machines, lights etc.

Energy-usable power that comes from heat, electricity etc.

Environment-the conditions and influence that affect the growth, health progress, the natural world.

Milliwatt (Mw)- one thousandth of a watt

Terawatt-hour (TWh)- a unit of power equal to trillion watts.
