Project Development Process in Vietnam

Stage I. Preparation
1. Select location (land)
2. Prepare and submit the investment proposal, obtain investment registration
certificate
3. Prepare construction investment proposal (feasibility study report), EIA, TIA
4. Prepare master planning for approval
5. Prepare architectural concept design for approval
6. Land clearance

Stage II. Implemetation

1. Get the ownership certificate of the land (Land Use Right certificate) from
relevant People’s Committees
2. Mine or bomb inspection and clearance
3. Topo and geotechnical investigation
4. Design process
Normally includes 3 steps: Basic design (BD), Technical design (TD),
Construction detailed design (CDD)
For simple projects the developer may chose to combine all design steps into
one or 2 steps, for big projects normally 3 steps are applied.
5. Submit design for authority approval
Fire fighting approval
Construction design approval
Utility Connection approval
6. Apply for construction permit
7. Tender process (to get contractor for construction)
8. Construction implementation
9. Authority inspection during construction
10. Authority inspection at the completion of project

Stage III. Completion of construction and hand over for operation


1. Obtain the ownership certificate of the construction work
2. Handover to the operation management company
3. Implementing the maintenance works
