Managing energy somewhat we must do since we are already living a life that was helped by

energy. Having energy is not free and we are having bills for energy consumption. Most of our

energy consumption comes from our households since we are using things like electric bulb,

electric fan, refrigerators, etc.

A descriptive research was conducted in Gilutongan Island, Cobrador Island, and Pangan-an Island

in a way of questionnaires, interviews, statistical tools and electronic sources. The research

describes the energy access of the said islands and analyze its status using the ESMAP’s Multi-

Tier Framework.

ESMAP’s Multi-Tier Framework has seven attributes to be analyzed. First is Capacity, this

research collects data about the rating of the and the appliances type does the civilians in the said

island used in their respective household. Second, we have Duration, data for the number of hours

in which the electricity or energy service is available in the said island. Third, Reliability, this

research inquires number of unscheduled or unexpected power shortage in the area and how long

does it take does the electricity or energy turns back on. Fourth, Quality, this research also collected

data about the number of appliances destroyed when there is high voltage and also the number of

appliances that was not effective during low voltage. Fifth, Affordability, the research will collect

inquiries of how much money does the civilians spent for energy services or how much is their

monthly bills. Sixth, Legality, this inquires the billing and way of payment process of electricity

in the said island. Lastly, in terms of Health and Safety, this research will also inquire data about
the number of accidents related to energy. After all this data will be collected, this will be analyzed

using the standard of Multi-Tier Framework of ESMAP from Tier 0 to Tier 5.

After the questionnaires and interviews was conducted, based on the Multi-Tier Framework of

ESMAP, there capacity has 30% , 29%, 27%, 6%,6% and 2% rating that is Tier 4, Tier 3, Tier 2,

Tier 1, Tier 0, and Tier 5 respectively, Tier 4,3 and 2 are slightly close which means that mostly

they have minimum of 800W. There Availability is mostly in Tier 5 with 79% and followed by

11%, 4%, 4% and 2% which are Tier 0, Tier 1, Tier 2, Tier 3 and Tier 4 respectively, so their

availability 23 hours minimum in duration during day time and minimum of 4 hours duration in

evening. There Reliability is great because it belongs to tier 5 which has 93% and 7% for tier 4 so

there is less power shortage experience in the area. The Quality is also great due to 80% for Tier

5 and 20% for Tier 0 so mostly, voltages problems didn’t affect the usage of appliances. For

Affordability, there are some struggles because Tier 0 has 73.2% and Tier 5 has 26.8% so this

means that majority of the civilians has problems in terms of Affordability. In Legality, it is great

because 94.3% in Tier 5 and a little struggle because there are 5.7% in Tier 0 but majority in the

analysis, the bills is paid to the authorized collector And Lastly for Health and Safety, the area has

less experience of energy-related accidents with 88.6% in Tier 5 and 11.4% in Tier 0, this means

that the area is safe in terms of energy.
