Chapter 1
THE PROBLEM AND ITS SETTING

Background of the Study

The Background of the Study answers the questions:

– What is the research topic? (AREA OF INTEREST)

– What were the findings of previous authors who worked on it? (DEVELOP THE
BACKGROUND)

– What gap or need have you identified from previous researches? (INTRODUCE
THE PROBLEM)

– What do I expect to accomplish (objectives) or prove (hypothesis)? (STATE THE


PURPOSE AND THE RATIONALE)

Statement of the Problem

This study will determine the human resource management practices,

organizational citizenship behavior, and employee performance in the Municipality of

Pandan.

Specifically, this will seek answers to the following sub-problems:

The following hypotheses are the tentative answers to the research problems. The

null forms will be subjected to statistical testing at .05 level of significance through the

corresponding appropriate statistical tests:

Scope and Delimitation

The scope and delimitation of the study aligns and focuses the research in the

desired and expected perspective

Importance of the Study

This study is envisioned to make government employees realize the profound

effects of employee engagement, organizational citizenship behavior, and employee

performance on organizational performance.

Specifically, results of this study will benefit the following:

For a better understanding of the discussions of this paper, the following terms are

defined both conceptually and operationally:

Organizational Citizenship Behavior refers to a behavior that goes beyond the

basic requirements of the job, which is to a large extent discretionary, and is of benefit to

the organization (Lepine, et al., 2016)

Theoretical/Conceptual Framework

First, the theoretical framework presents the theory which explains why the
problem under study exists. Thus, the theoretical framework is but a theory that serves as
a basis for conducting research. Reasons for formulating the framework: a) It helps the
researcher see clearly the variables of the study; b) It can provide him with a general
framework for data analysis; and c) It is essential in preparing a research proposal using
descriptive and experimental methods.

Second, the conceptual framework, which is the operationalization of the theory,


refers to a model which explains how variables are interrelated

RESEARCH DESIGN AND METHODOLOGY

This chapter discusses the research design and methodology of the study. It shows

how the procedural operations of the research problem of this study were to be answered.

Instrumentation and Validation

The study will use a questionnaire for the purpose of collecting the needed

primary data. The instrument is divided into three (3) parts. Part 1 deals on human

resource management practices. Part II covers the organizational citizenship behavior.

Part III focuses on the level of employee performance.

The questionnaire will undergo validation by a panel of experts - a researcher, a

statistician, and a HR practitioner, who will thoroughly review it and offer some

suggestions for its improvement. Further, the tool will be subjected to a reliability test

using Cronbach Alpha or KR-20.

Evaluation and Scoring

The HRM practices will be measured using a 4-point scale as follows:

Data Gathering Procedure

The questionnaire is considered as the most appropriate data-gathering instrument

The researcher will personally float the questionnaires and retrieve them after

their accomplishment to ensure 100% retrieval rate. Thereafter, the data will be coded

and encoded in Excel format and transmitted to the statistician for statistical treatment

and initial analysis.

Statistical Treatment of Data

The statistical tools that will be used for the quantitative analysis in this study will

be the following:

1. Weighted mean will be used to determine the HRM practices, organizational

citizenship behavior and employee performance

2. Pearson Product Moment Correlation will be used in ascertaining the relationships

between HRM practices and organizational citizenship behavior; HRM practices

and employee performance and organizational citizenship behavior and employee

performance.

This chapter presents the analysis and interpretation of the data gathered in this

study. The course of the analysis and interpretation was guided by the problems presented

in Chapter 1.
