SUBJECT : Confirmation of Data on Online Registration and Enrolment


of PRO5 Personnel to the POA Portal for NLE 2022 Training

1. Reference: DHRDD Guidance thru Messenger dated February 26, 2022.

2. This pertains to the communication-advisory from the DHRDD on


February 26, 2022 regarding the reporting of status update of the online registration
and subsequent enrolment of personnel to the Police Open Academy Portal – via the
PNP Email System – and then for them to undergo trainings on the 2022 National
and Local Elections related courses/seminars, respectively.

3. Accordingly, reports PNP-wide disclosed that numerous respondents


were not being able to enroll at the NLE 2022 Trainings due to the difficulty brought
by the said initial step of registration. The implication is that, no one can enroll if
he/she cannot register – those two steps of registration and enrolment are distinct
however, both on the same path towards the purpose and interest of education and
training of all personnel who will be deployed and employed for election duties within
AOR, in compliance with the following: (i) DHRDD Guidelines and Tasking on the
Conduct of NLE Trainings through the POA Portal, and (ii) PRO5 CMC No. 31-2021
– PRO5 IMPLAN to PNP CMC No. 27-2021.

4. Meanwhile, the initial status update of PRO5 as of this writing relative


thereto reflects the following figures: 94.68% success rating for the first step
(registration) and a very fortunate 0% failure rating for the second step
(enrolment) with data coming from the Total Strength – 9744; Registered – 9226;
and Enrolled – 9226. Thus, there are 518 who cannot enroll and undertake the NLE
2022 Trainings since they cannot register to the POA portal via the PES due to
various technical reasons. Please see breakdown below:

5. On the other hand, kindly undertake the following to show that all efforts
have been exerted to do our part in this endeavor prior to the submission of the
foregoing data to the DHRDD not only for their reference but for the consumption of
the ITMS in rendering necessary assistance on matters of extreme technical limits:

a. Concerned Chief of Office to issue a Certification attesting to the


veracity of the records above which corresponds to the office or as the
case maybe to that which is going to be submitted by the office as an
updated data;
b. Direct respective designated focal person from all levels
(PPOs/CPO/PSF down to the respective stations/companies/lowest
units) to strictly enforce assistance to all the unregistered personnel
indicated on the records above to be registered and subsequently to
be enrolled NLT 10:00 AM of March 5, 2022 (Saturday); and
c. Submit the names of those individual who still failed to register along
with their respective reasons.
