IMPACT OF CULTURAL PRACTICES TO THE INVOLVEMENT OF WOMEN IN
PARTICIPATORY VILLAGE LAND USE PLANNING

Background of study
Village land use planning is the process that use spatial planning approaches that intended to order
different village land for the sake of improving villagers’ prosperities and to use land resources
sustainably and environmentally protection (Ministry of Lands, 2011). Village land use planning
in Tanzania has long history since colonial period the village land use planning was carried out
even if by that time planning approach that was conventional ( Ministry of lands and human
settlements development, 1998). Village land use plans that were produced by that time they were
difficult to implement because of many factors like the outsider were the major definer of the needs
of the villages there were no local participation from villagers themselves so it was a difficult to
them to know even the maps and layout plans. During 1998s the Tanzania government under the
ministry of land, housing and human settlement development decided to come up with the
guideline that will involve local participation in village land use planning ( Ministry of lands and
human settlements development, 1998). The aim of this guideline Is to decentralize power to the
local authority to conduct village land use planning through participatory manner so as to involve
local people to decide and to prioritize their need and the outsider should remain as facilitator on
the process of village land use planning. Tanzania is one of country that has total of 12545 villages
where 13% (1640) villages has village land use plan (Eliola, 2019). Land use plans in Tanzania
they used as tool for socio-economic development of villages, many studies have taken to check
on how village land use plans bring positive changes to the villages compared to the village that
do not have village land use plans. Even if participation is the key matter on the process of
participatory planning but women marginalization is taking place because of cultural practices
found in villages (Bernadeta Kilian, 2020)

Statement of the problem

Although culture is remaining as community identity but some society has cultural entities that
undermines some of social groups to the process of decision making for the majority interests.in
Tanzania there are different tribes that each one has different total way of living and most of that
communities has similar cases in gender discrimination to some of groups to not be involved in
decision making most vulnerable group is women. Participatory village land use planning it must
consider the gender equality between male and female from first stage to the last stage of
preparation of village land use planning ( (Ministry of Lands, 2011). Even if the Act and guideline
for preparation of participatory village land use planning and management is clear on equality
between male and female in preparation of village land use planning but still there the problem of
cultural entities that bring inequality between male and female to the process of planning. This
study is carried out so as to evaluate the impact of cultural practices participatory village land use
planning.
Research objectives

1. General objective
To evaluate the impact of cultural practices to participatory village land use planning.

2. Specific objectives
i. To evaluate women involved in participatory village land use planning
ii. To evaluate youth involved in participatory village land use planning
iii. To evaluate gender roles, affect equality between male and female in participatory
village land use planning

3. Research questions
i. To what extent women involved in participatory village land use?
ii. To what age youth is permitted to involve in participatory land use?
iii. How gender roles affect equality between male and female in participatory village
land use planning?
Hypothesis

Alternative hypothesis this will happen if there will be marginalization of women involvement in
participatory village land use planning

Null hypothesis will happen if there will no marginalization of women involvement in participatory
village land use planning
