Monitor is Part of OEM - Management Pack for OGG
Three products; one license:

1. Oracle GoldenGate Plug-in for EMCC 12c:
Provides secure viewing, management, and alerting capabilities
for GoldenGate while leveraging Oracle Enterprise Manager framework.
2. Oracle GoldenGate Monitor:

Provides secure viewing, management, and alerting capabilities
for GoldenGate with end-to-end topology solution displays and customizable
topology views.
3. Oracle GoldenGate Director:

Has basic configuration, management, monitoring, and alerting. Works on
legacy GoldenGate instances.
