Introduction

The removal of nationwide poverty has consistently been one of the main objectives of Indian
economic policy. India embarked on a series of Five Year Plans, each containing some kind of poverty
eradication. Several poverty alleviation programmes in India meant to address poverty
alleviation directly have been launched by the government of India. Satat Jeevikoparjan Yojana (SJY)
(launched on 5th August 2018) is also one of the focused programme to empower ultra-poor
households through diversification of livelihoods, capacity building and improved access to finance
and mentoring support through dedicated community cadres - Master Resource Persons (MRPs). The
programme aims to cover around 100,000 (0.1 million) ultra-poor households with a budgetary outlay
of 840 crore for 3 years. The Bihar Rural Livelihoods Promotion Society (JEEViKA), the State Rural
Livelihoods Mission (SRLM) has been designated as the nodal agency to implement the programme in
Bihar.
JEEViKA, through its livelihoods generating initiatives is already involved in enhancing social and
economic empowerment of the rural poor. It is also playing a catalytic role in promoting
development of agribusiness sector. JEEViKA has designed a model to link rural farmers directly to
consumers in urban areas through different channels to integrate multiple stakeholders in a
symbiotic relationship to create win-win proposition of every stakeholder. For that purpose JEEViKA
has adopted a micro-enterprise approach where entrepreneurs will get involve in sustainable
business with facilitation of procurement as well as capacity building from JEEViKA farm team.

Convergance

The synergy of SJY scheme with JEEViKA farm projects will create a supportive environment for
micro-entrepreneurs in establishing a sustainable business models. The model will include the
participation of farm team in procurement of fresh vegetables and fruits directly sourced from
JEEViKA producers and market it under the brand name of “Green Delights®” with the help micro-
entrepreneurs nurtured under SJY scheme. Both of the teams will share their unique responsibilities
for generating and diversifying the livelihoods for the ultra-poor households. Initially the pilot will
start with 10 micro entrepreneurs and with be scaled up with proven results. The set of deliveries
under the SJY scheme initiates with the identification of micro-entrepreneurs using participative
process, which is the most critical activity for selecting the eligible candidates. The support for
asset (branded pushcart and crates) grant will be extended under Livelihood Investment fund (LIF)
of SJY scheme, these unique pushcart will be differentiated from the rest with the branding feature
of “Green Delights®” and SJY associated with them. The team members of SJY and Farm projects
will jointly own the responsibilities of training and capacity building of the micro-entrepreneurs.
The SJY scheme will also extend the support of working capital for initiating the business will as
special investment fund.

Financial Support
The different financial support extended under SJY scheme for micro-entrepreneurs to graduate to
mainstream sustainable livelihood are as follows.

Operational Feature
The intervention will initiate with the identification of the eligible and suitable micro-
entrepreneur. Once the entrepreneur is selected the asset (branded pushcart and crates) transfer
process will be initiated will the help of Livelihood Investment Fund (LIF). The support of special
investment fund will also be extended to fulfill the credit needs for first time purchase of fruits and
vegetables, which will be procured and supplied by JEEViKA farm team. The other terms of
engagement for the micro entrepreneur will be as follow.

T+1 day where T will be the day of purchase
6 Branding The pushcarts will have the co-branding of Green Delights and
SJY
