specific consultation of the Local Councilors from the
participating districts.
All requested historic climate data from LMS submitted to
consultant. (Only left with acquiring the evapotranspiration data

TORs (Draft) complete
WASCO completed the estimate level of Effort (Time & Cost).
Received TORs from WASCO. After review, the PIU gave Options
of: 1. WASCO to revise downwards the cost, to fit within the
budget, or 2. WASCO to develop a new proposal with this current
cost estimate-which would be submitted to the World Bank for
approval. Yet to receive confirmed Option from WASCO.
An additional Expert added o the initial list.
The Consultancy added to the revised January 2021 Procurement
Plan.
WASCO reviewing and updating the TORs on Dam Hydrologist.
WASCO to update TORs using the World Bank format. To also
include in the TORs for Dam Safety, responsibility of being
Chairperson of Panel of Experts.
17 Applications were received from the EOI stage. These were
evaluated, and eight (8) firms have been shortlisted. The RFP is
being updated based on comments from the EIB, and was sent to
the Bank for review on 24/02/2021.

clearance from the EIB, so to issue out the RFPs by 17/03/2021.
It is envisaged that the Contract will be signed by end of
September 2021.
EU and EIB have signed their Delegation agreement. This
agreement gives rights to the EIB, to oversee and the coordinate
the funding from the EU, designated for the LLWDP-II Zones 6&7.
This Agreement is yet to be signed by the two (2) parties.
TAIA sets forth the Terms and Obligations of the EIB, the GoL and
the Consultant in relation to the implementation and
management of the technical operation i.e. the Project
Management Consultant (PMC).
