Section VII. Specifications

Terminal blocks with single insert type terminals with isolation devices and test connectors and
universally adaptable for connection of solid conductors with cross-sectional areas of 1 mm² to at
least 6 mm², with ten percent spare terminals
Aluminium plates indicating the control circuits and all terminal blocks must be rigidly fixed directly
to the inside of the front door
Hand crank for manual operation
Padlock for the front door

All equipment mounted inside the cabinet must be designed for an internal temperature of at least 70 °
C.

A rigid aluminium pocket for the affected circuit diagram should be securely attached to the interior
side of the front door, in addition to aluminium plates indicating the control circuits and terminal blocks.

The conditions to be fulfilled by the drive motor unit are summarized below:

Mechanical indication of the drive motor cabinet position


Transmission of step positions of transformers to the load distribution center and to the local control
room
Manual operation in case of failure of the power supply system
Remote push button operation from the local control room and / or load sharing center and remote
outlet position indicator
Step by step operation with automatic shutdown after each step
No interference from the current tap changing procedure by the action of the permanent control
switch / push button
Operation from the local or remote control switch should cause movement of the taps only if the
control switch is returned to the «off» position between successful operations
Automatic passage control for central outlets
Automatic restart of the tap-changing operation after a failure of the power supply system, provide
for locking against simultaneous raising / lowering operation
Locking of end positions by limit switches
Protection to prevent over-stroke of any position of the grips
Arrangements for parallel operation and automatic operation controlled by a voltage regulator and
the parallel control unit
Motor operation via push buttons or raise / lower switch
Manual operation using the crank
It must be impossible to operate the electric drive when the manual actuation gear is in use

All equipment and instruments required for remote control as well as connections and control cables
from transformers to external and internal substation circuits must be provided as specified in the
Scope of Work / Procurement.

with transformers for all OLTCs (one for each OLTC unit), other than the vacuum interrupter type.
This requirement is applicable independently to the insulation level of the neutral points to which
the OLTC can be connected, but is not applicable for use in the step-up transformer generator,
unless otherwise specified in the data sheets,
with reactors for all bypass switches (one per bypass switch unit).

Each oil filter unit must conform to the following main specifications: Type: outdoor,

stationary type
Flow capacity: not less than 60 liters / min.
Filter precision: 12 µm or better
Residual water in the oil after filtering:
Less than 10
Tank test pressure: min. 5 bars

There should be no air bubbles in the filtered oil return from the filter units to the OLTC, so that the
units can be used when the OLTC is in service.

The oil filter units must be activated automatically after each tap change operation. The running time
for the pumps should be variable (adjustable) from 10 to 180 minutes.

Oil filter units shall be integral type, each having a pump and filter element combined in a filter bowl.
The filter tanks must be secured to the transformer tank on suitable mounting brackets at an approved
location. Each filter tank must be equipped with a manometer and a pressure relay to trigger a signal
in the event of overpressure. The filter bowl cover should be removable for easy access to each filter
unit for inspection and replacement.

Pumps and filter elements must be designed to operate with high temperature oil resulting from
exceptional load for a long time, according to IEC 60076-7 and must not react with mineral oil. The
filter elements should be of the combined type to remove all solid foreign matter and water from the oil.
The supply and return pipes of the filter tanks must have a min. 25mm internal diameter with standard
flange connectors for connection to filter units via isolation valves. Appropriate drain and sample
valves should be provided between the isolation valves and the oil filter units. Appropriate air release
and drain plugs must be provided for each filter unit, and these drain and sample valves must have 1
½ «male thread adapters with screw caps.

The complete oil treatment facility must be supplied by the OLTC manufacturer, and all related control
equipment must be integrated into the drive motor cabinet, as specified previously.

3.2.2.10.2 On-load tap changer.


If required, manually operated rotary type off-load tap-switches should be provided for these
transformers (MR or equivalent).

Tap-changers must be able to withstand, without damage or excessive heating, a continuous load of
at least 180% and all types of through-fault currents.

The on-load tap-changer must be operated simultaneously by a crank accessible from the ground, at a
suitable height from the ground, when the transformer is de-energized. The operating crank for
distribution transformers must not be located in the cable junction box.

Manual wheels and cranks must be equipped with padlocks.

A disc type position indicator with printed position numbers, easily read from ground level, should be
used, where «1» relates to the maximum high voltage position.

The no-load switch should be mounted from the transformer cover to a narrow side of the tank. The
switch head must also be equipped with a purge duct, to be connected to the Buchholz relay of the
main tank to prevent any accumulation of gas under the tap-changer heads.

No piping or other equipment should be laid beyond the switch head cover.

The equipment should be mounted on a narrow side of the transformer and the following major
equipment should be installed:

Hand crank for manual operation (at a suitable height from the ground)
Metal covers for transmission shafts on the tank cover (if applicable)
Step position indicator («1» related to maximum high voltage position)
Padlock to prevent unauthorized use

3.2.2.11 Insulation oil

The insulation oil should be fresh inhibited naphthenic-based mineral oil, with antioxidant additives
(phenol), and should have properties such as to avoid the formation of copper sulphide under
continuous heavy load conditions, even without passivation additives.

The oil must be rigorously treated against water, and have properties conforming to the latest IEC
60296 standard, as well as aging properties meeting the special applications specified in this standard.
However, the typical dielectric dissipation factor at 90 ° C should not exceed 0.001 after laboratory
processing and the typical flash point should not be less than 140 ° C.
Gas-absorbent oil (e.g. oil with negative gassing tendency) should not be supplied.

For the more efficient detection of corrosive sulphur, the oil should also have been tested to IEC
62535 and ASTM D 1.275 method B. Both tests must be performed.

The Bidder / Subcontractor is required to prove the absence of water (water content in ppm) and all
other properties of the oil before use. The ppm water content and the dielectric strength of the
insulation oil will also be tested on site during commissioning.

3.2.2.12 Oil storage:

The conservator tank must be provided in such a position as not to interfere with the electrical
connections to the equipment and it must have sufficient capacity to allow expansion of the oil from 0 °
C to 120 ° C. Conservator containers should be sealed against each other and should not be
positioned directly over (beyond) the tank lid or on the side of the equipment tank.

The main reservoir of the conservator must be fitted with an elastic diaphragm of the airbag type.

Magnetic type oil gauges showing the full range of level should be installed on all oil tanks and be
clearly marked with the normal level at 30 ° C.

The tap-changers of power transformers and reactors must have their own closed sub-section (s) in
the conservator. To avoid unnecessary permanent stresses caused by switching the OLTC
compartment (s) to those of the main tank of the equipment, all conservator compartments should be
designed such that at the same temperature of the oil, all oil levels are approximately equal, and the
installation level of the conservator tank (s) must not exceed 3.5 m above the head (s) tap-changer (s),
to avoid unacceptable levels of stress on any compartment of the OLTC, when bypass switches and /
or vacuum switches are removed for maintenance.

The conservator tank is completely vacuum tight and designed in such a way that it can be completely
emptied by means of drain valves. Blocking valve type shut-off valves must be provided directly on the
conservators for all oil piping connected to the conservators, in addition to drain valves and other
valves etc. to be mounted at a suitable height from the ground. The conservator tanks must be
provided with cleaning openings so as to avoid damaging the rubber diaphragms, i.e. the front walls of
the conservators must be completely removable and fitted with two lifting rings each.

A vacuum valve and vacuum equalizing valves must be provided for the diaphragm (s) and for the
conservator (s) of the OLTC, between the expansion pipes of the OLTC air and up to Silica gel
breathers. The vacuum valve and the vacuum equalization valves between the conservators and for
the diaphragms must be firmly fixed at a suitable height from the floor.

Each preservative tank must be fitted with a Silicagel desiccator of the maintenance-free type (type
Messko / MR, MTraB or equivalent).

In case of excessive humidity, the desiccators should be one size larger.

The filling capacity of each Silica gel dryer for transformers must be according to the size of the
transformer, i.e. each must have a minimum filling capacity of:

Minimum 1 kg for on-load tap-changer conservators (if applicable) and for main conservators of
equipment with a nominal power of up to 8.5 MVA per unit.
Minimum 2 kg for the main conservators of transformers up to 50 MVA per unit.

Minimum 4 kg for transformers up to 140 MVA per unit and for single phase units.
Minimum 2 x 4 kg for transformers over 140 MVA per unit (for example a dryer unit with a filling
capacity of 4 kg each should be provided for each of the two main parallel conservators for
transformers over 140 MVA per unit, as indicated above).

The silicagel filling capacity of each dryer for the reactors must be a function of the size of the shunt
reactors, that is to say each must have:

A minimum filling capacity of 1 kg for on-load tap-changer conservators (if applicable) and for the
main conservators of shunt reactors with a nominal power of up to 10 MVAr per unit.
Minimum 2 kg for the main preservatives of shunt reactors of up to 63 MVAr per unit.
Minimum 4 kg for shunt reactors of more than 63 MVAr per unit.

The desiccators of the main conservators of the transformers must be equipped with a self-learning
system with control based on the state of the baking operation, by monitoring the humidity and with
specification of the optimal baking time in temperature function.

Dehydration desiccators must be securely fastened by approved mounting side bars to brackets at
accessible locations and at a suitable height from the floor.

3.2.2.13 Piping and Valves

All the piping necessary for the connection / filling of the different parts of the transformers, as well as
the valves necessary for sampling, drainage, oil filtering, connection to radiators, drain and vent plugs
etc. must be included.

The internal diameter of the vacuum application pipes must be at least 40 mm that of the main
expansion pipes up to the main conservator must not be less than 80 mm, and that of pipes other than
small pipes leading to Buchholz gas test devices should not be less than 25mm.

For distribution transformers, the internal diameter of the piping should not be less than 25mm.

All pipes on the tank cover must be fitted with suitable flanges for removal for transport etc. Flexible oil
hoses other than those required as compensating parts for connection of conservators to chiller banks
mounted separately with the main expansion hoses to the transformer tank are not acceptable.

Isolation valves must be provided on the conservator in order to cut off the power supply and to drain
the conservator.

All flanges to which valves are to be connected must be welded tight to the transformer tank and
piping etc. All pipes must be securely supported by corresponding and suitable devices.

All drainage, oil sampling, filling, filtering, application and vacuum equalization valves must be
mounted at a suitable height from the floor and must be fitted with solid and approved locking devices
provided padlocks for a master key system for each transformer / reactance.

All isolation valves and shut-off valves other than butterfly valves for radiators must be appropriate
gate valves, i.e. gate valves and / or gate valves with user handles adequate and position indicators
(«open» / «closed»).

The use of ball-type valves of any kind is not authorized.

All gate valves in any piping leading to conservators must be arranged so as to prevent gas from
accumulating in the heads.

For distribution transformers, all filter valves and drain valves must have ¾ «or 1½» male thread
adapters with captive screw cap. A suitable adapter (including oil sampling hose) must be supplied
for each transformer, as mandatory devices to allow direct oil sampling.
For oil conservative distribution transformers, all filter valves and drain valves must have 1½ «male
thread adapters with captive screw cap.

Appropriate oil sampling valves with adapters with 1½ «male thread and screw caps should be
provided for all types of on-load tap-changers.

3.2.2.14 Pumps, measuring and control equipment etc.

These articles are applicable to equipment rated at 2,500 kVA and above.

The equipment for these items should be wired to the terminal blocks inside the control station. All
wiring should be highly flexible copper conductors and provided at both ends with approved ferrules.

All equipment mounted inside the control and sorting cabinets must be designed for an interior
temperature of at least 70 ° C.

Thermometers and thermostats shall have contact units adjustable to scale and easily accessible by
removing the cover. All monitoring equipment placed outside the cabinet (cabinets) must have an IP
55 degree of protection. Sight glasses for oil level thermometers and indicators as well as for oil flow
indicators (if fitted) shall be laminated safety glass resistant to sandstorms. For none of these
indicators will be provided transparent plastic manholes.

Thermometers should be arranged in an approved manner under corrosion resistant covers above the
control post. The capillaries should be suitably protected over the entire length by suitable flexible
steel conduits and should enter the instruments from the underside. To avoid damage to the
connection points of the capillary tubes of the temperature sensors, all the heads of these sensors
must be properly and completely covered. Thermometer thermowells must be placed in the closest
vicinity of the active part and must not be subjected to inadmissible dispersion flows.

3.2.2.15 Plates and other nameplates

Plates made of corrosion-resistant material, securely mounted, must be provided, as specified below.
The plates placed on the outside of the control and distribution cabinets must be exclusively of high
quality polished stainless steel, that is to say of Cr-Ni-Mo-Ti stainless alloy steel of EN 1.4571 quality
and / or ASTM 316Ti (light background, black engraving, 2mm thick, depth of engraving 0.5mm). The
plates arranged inside the control and sorting cabinets other than the OLTC drive motor cabinet must
be made of etched polished Cr-Ni stainless alloy steel (at least EN 1.4301 or ASTM304 quality). The
plates arranged inside the OLTC drive motor enclosure must be aluminium.

A nameplate conforming to IEC 60076. This plate must also indicate the resistance levels LI and
CA for all the windings and, in addition, the level of the switching pulse for the windings of Um =
245 kV and more.
A circuit diagram plate showing, in an approved manner, the detail of the internal connections and
the voltage vector relationship of several windings in accordance with IEC, as well as a plan view of
the transformer / reactance showing the correct physical relationship terminals.
A plate indicating all control, measurement and monitoring circuits and terminal blocks.
A loading plan plate indicating the transport dimensions and masses. This plate must also warn the
personnel carrying out the assembly not to remove any cover before filling the oil tank to a level
where the windings are not exposed to air.
Plates indicating, in an approved manner, all control measurement and monitoring circuits and
terminal blocks. These plates must be firmly fixed on the inside face of the front door of the control
cabinets concerned and in the sorting boxes; in small distribution transformers, this plate should be
located inside the terminal box.

In addition, for power transformers, shunt reactors and distribution transformers of 2500 kVA and
more:

A plate indicating the location and operation of all valves and air release taps, outlets and all
monitoring equipment etc., with plan view and in the different elevations of the transformer. This
plate should also warn the operator to refer to the maintenance instructions before applying a
vacuum treatment and not to use the vacuum application and vacuum equalization valves after
filling with vacuum oil. .
Identification plates, alphanumerically numbered in accordance with the applicable standard, for all
fans, sorting boxes, breather valves, taps, accessories etc. (minimum size: 105 mm x 50 mm) will
be fixed securely by rivets on unpolished and unpainted base plates of an identical material. In
addition, the function (description) of the related devices must be clearly indicated on these plates.

Nameplates should be of a size that allows them to be clearly read from ground level.
A chart plate showing the exact amount of oil required in the preservatives above the minimum
level as a function of the oil temperature.

In addition, for power transformers and shunt reactors:

A loading plan plate indicating the transport dimensions and masses. This must include the total
mass, the dismantling mass of the tank, the transport mass and the mass of insulation liquid. This
plate must also warn the personnel carrying out the assembly not to remove any cover before filling
the oil tank to a level where the windings are not exposed to air.
Plates indicating in an approved manner the control circuits of the OLTC. These plates should be
securely attached to the inside of the front door of the drive motor cabinet.

In addition, for shunt reactances:

/ phase of all sockets for shunt reactors with variable MVAr output (VSR) with OLTC must also be
provided on the nameplate.

3.2.2.16 Drawings and documents
