AUTHORIZATION-CERTIFICATION

TO TRAVEL

This is to Authorize Mr. RUMAR S. PAYOYO, A resident of PADDAD, ALICIA,

ISABELA and a certified Contractor of POWER CHINA PHILIPPINES, under DITO
TELECOMMUNITY and HUAWEI PHILIPPINES and a GENERAL MANAGER of
ALPHARSP CONSTRUCTIONS AND DESIGNS SERVICES, is hereby granted to travel
Luzon wide including equipment’s and personnel under his organization.
This authorization is issued in support to the DICT MEMORANDUM order dated
March 15,2020 guidelines that a movement of Telecommunications Goods,
Equipments and Personnel shall be allowed and remain unrestricted to support
the Government’s efforts in managing COVID-19 situation.
We hereby request the full support of all national and local Governments
agencies, the PNP and others to give his team full access and unrestricted
movement going to and from DITO TELECOM sites.
