ABSTRACT

The main problem in this research is not yet effective implementation of local
government policy in realizing infrastructure development in District Ciamis The
research method used by the researcher is descriptive analysis with the type of research
is qualitative.
Qualitative research as a research procedure that produces descriptive data in
the form of written or oral words of the people and behavior that can be observed".
Qualitative method is chosen with the consideration that this method is expected to
obtain the data that is correct and able to study the research problem in depth so that
can be obtained the expected results.
The results revealed that there are factors that cause the implementation of
local government policy has not realized the infrastructure development in District
Ciamis effectively. This means that all infrastructure development in both roads,
bridges and irrigation still needs to be improved both in quantity and quality, so that it
can be in accordance with the expectations of the community. These factors are, among
others, the existence of several roads that the level of road damage both regency and
rural roads into the category of minor damage, thus requiring gradual handling.
Subsequently, silting and destruction of irrigated river / irrigation cliffs causes flooding
and reduces raw water supply and irrigation, and the number of occurrences of natural
disasters that damage irrigation channels, resulting in a proportion of irrigation
networks in good and medium conditions by the end of the year under established
targets. Improving the quality of the bridge is expected to transport agricultural carrier
from the village can run smoothly so that the welfare of people in the region can
increase. Although the changes have not been as expected by the people but with the
construction of some aspects of the infrastructure, the atmosphere and environment of
society look better.
Infrastructure development process requires a suitable model in accordance
with local conditions including those in Kabupaten Ciamis. Based on the results of the
research, the researcher found a model of local government policy implementation in
realizing infrastructure development in Ciamis Regency that is synthesized / hybrid
model, which is a mixed model where the implementation of infrastructure policy in
Kabupaten Ciamis elaborates the intervention from the central government with
community participation, although the policy is decentralized but the central
government still has a stake to control and supervise the construction of infrastructure
in Kabupaten Ciamis. Besides, the development of this infrastructure is not only for
economic development but also to support socio-cultural system and ecological system
in an integrated way.
