1 Introduction
This document provides the introduction, technical descriptions, parameter configuration,
counters, alarms, and validation procedure of the LTE FDD Intra-RAT idle mode
management feature.
The parameters, alarms and counters in this document are the same as those of the
latest software version when this document is released. To obtain the MO, parameters,
alarms, and KPIs of the existing software version, please refer to the product manuals of
the existing software version.
This document is applicable to LTE FDD mode. "LTE" and "eNodeB" mentioned in this
document respectively refer to "LTE FDD" and "LTE FDD–based eNodeB".

1.2 Related Feature List and License Control
Note:
For ZLF31-06-001 Intra-LTE Cell Selection and Reselection requires ZLF31-07-001
System Information Broadcasting. In detail, UE acquires cell selection and reselection
parameters information by SIB1, SIB3, SIB4, and SIB5 from eNodeB.
2 Function Description
Mobility is a significant characteristic of mobile telecommunication, compared with fixed
communication. In mobile telecommunication, UE is continuously moving and the
coverage of a cell is limited. So UE needs continuous serving cells changing to guarantee
user experience.
In LTE system, for UE in RRC_IDLE state, its mobility is achieved by cell reselection; for
UE in RRC_CONNECTED state, its mobility is achieved by handover and redirection. This
document focuses on cell selection and reselection.
UE needs cell selection when UE power-on registers o re-registers off PLMN. A suitable
cell is selected to camp on according to S principle. For the selected cell, UE shall be
ready for receiving its system information and CCH. There are two cell selection
procedures:
This procedure requires that the UE have information of carrier frequencies and
parameters of other cells. The UE obtains the information from previously received
measurement control information elements or from previously detected cells. Once a
suitable cell is found, the UE selects it to camp on. If no suitable cell is found based on the
prior information, the UE starts the initial cell selection procedure.
Generally, cell selection and reselection include three steps: measurement, selection or
reselection evaluation, and camping on the cell. Measurement is a precondition for cell
selection and reselection. Selection or reselection evaluation is the core of cell selection
and reselection. Camping on the cell is the final result of cell selection and reselection.
3 Technical Description
3.1 Definitions
l Acceptable cell:
It indicates a cell from which a UE can obtain limited services (initiating an emergency
call and receiving the ETWS and CMAS alarm messages).
l Barred cell:
l Camped on a cell:
During the cell selection or reselection procedure, a UE selects a cell. When the UE
camps on this cell, it can listen to system information broadcast and paging messages.
l Camped on any cell:
In idle mode, a UE completes the cell selection or reselection procedure and camps on
the selected cell without considering the limitations of its operator (PLMN ID).
l EHPLMN:
An Equivalent Home Public Land Mobile Network (EHPLMN) refers to any PLMN,
which is in the EHPLMN list stored inside the UE.
l Reserved cell:
It indicates a cell on which only specified UEs can reside. These UEs are specified in
the system information broadcast message.
l Restricted cell:
A cell on which camping is allowed, but access attempts are disallowed for UEs whose
access classes are indicated as barred.
l Selected PLMN:
It indicates a Public Land Mobile Network (PLMN) operator selected by the NAS
protocol layer of the UE in automatic or manual mode.
l Serving cell:
l Suitable cell:
It indicates a cell which a UE can camp on and obtain network services from.
l Strongest cell:
It indicates a cell with the strongest signals, which is measured by layer 1 in a certain
frequency during the cell selection procedure by the UE.
Cell Selection
When a UE is started or moves back to the coverage area, it needs to select a cell. The
UE selects a suitable cell and camps on the cell based on the cell measurement
performed by the UE in idle mode and the cell selection criteria S. For the selected cell,
the UE prepares for receiving the system information and control channel of the cell
(namely, camping on the cell). The primary objectives of cell camping are listed as follows:
1. The UE can receive system information.
Cell Reselection
After a UE camps on a cell, the signal strength of the serving cell and adjacent cells
changes as the UE moves. The UE usually checks whether there is any better cell
(namely, cell reselection). The UE initiates a cell reselection procedure based on the
system information or specific cell reselection priority. The cell reselection algorithm
involves the high-priority cell reselection criteria and the low-priority cell reselection criteria,
also called R-Criteria.
After being powered on, a UE first initiates the PLMN selection procedure. The UE should
support both manual selection and automatic selection. In addition, it should display the
selected PLMN to the user.
When selecting a PLMN, the UE initiates the cell selection procedure to search for a
suitable cell within the selected PLMN and to camp on the suitable cell.
Then, the UE initiates the power-on Attach procedure and performs core network
registration in the tracking area to which the serving cell belongs. If the registration is
successful, the selected PLMN becomes a registered PLMN.
When the UE is in idle mode, it may initiate the cell reselection procedure based on the
measurement and cell reselection parameters in the system information. If the UE finds an
adjacent cell that meets the cell reselection criteria, it reselects and camps on the adjacent
cell. If the tracking area that the reselected cell belongs to is not the tracking area that the
UE already registers, the UE initiates the tracking area update procedure to register its
new location in the core network.
3.3 State Transition in Idle Mode
Figure 3-2 shows the state transition of a UE in RRC_IDLE mode during cell
selection/reselection. When the UE is powered on, the state transition procedure starts.
First, the UE checks the availability of the USIM card. If no USIM card is available, the UE
initiates any cell selection procedure. If a USIM card is available, the UE checks whether a
new PLMN is selected. If no PLMN is available, the UE initiates any cell selection
procedure. If a PLMN is already selected, the UE further checks whether the relevant cell
information is stored. The UE determines the type of the cell selection procedure (initial
cell selection procedure or cell selection procedure based on stored information) to be
initiated based on whether there is stored cell information. If there is stored cell
information, the UE initiates the cell selection procedure based on stored information to
search for a suitable cell. After finding a suitable cell, the UE enters camped-normally
state. If the UE fails to find a suitable cell, it initiates the initial cell selection procedure. If
the UE still fails to find a suitable cell during the initial cell selection procedure, it initiates
any cell selection procedure. If the UE finds a suitable cell, it enters camped-normally
state.
After initiating the cell reselection procedure, the UE in camped-normally state starts to
implement the cell reselection evaluation procedure. If the UE finds a suitable cell, its state
stays unchanged. If the UE does not find a suitable cell, it initiates any cell selection
procedure. If the UE is ready to initiate a service request, it leaves idle mode and initiates
an RRC connection request. When the RRC connection is released, the UE searches for a
suitable cell to camp on it. If the UE does not find a suitable cell, it enters the cell selection
procedure based on stored information.
If the NAS protocol-layer request of the UE is rejected when being registered in the
selected PLMN, the UE enters camped-on-any-cell state.
In any state, the selection of a new PLMN triggers the UE to go back to Step 1 in Figure
3-2.
1. select and monitor the indicated Paging Channels of the cell according to information
sent in system information;
a) UE internal triggers;
b) When information on the BCCH used for the cell reselection evaluation
procedure has been modified.
Once a better cell is found during the cell reselection evaluation procedure, the UE
implements the cell reselection procedure. If no acceptable cell is found, the UE enters the
camped-on-any-cell state.
The UE, which is not camped on any cell, shall stay in this state until an acceptable cell is
found.
a) UE internal triggers;
b) When information on the BCCH used for the cell reselection evaluation
procedure has been modified;
5. Regularly attempt to find a suitable cell trying all frequencies of all RATs that are
supported by the UE. If a suitable cell is found, UE shall move to camped normally
state;
This procedure does not require the UE to store any prior information of RF channels
that are EUTRA carriers. The UE scans all RF channels within the EUTRA waveband to
search for a suitable cell based on its own capabilities. The UE only searches for the
cells with the strongest signal strength on these carriers. After finding a suitable cell,
the UE selects it.
2. Cell selection based on stored information
This procedure requires the UE to store relevant parameter information of carriers and
other cells, which comes from the measurement control Information Element (IE)
previously received by the UE or the previously detected cell. After finding a suitable
cell, the UE selects it. If no suitable cell is found based on the prior information, the UE
will initiate the initial cell search procedure.
3.5 Cell Selection Criteria
The cell selection criteria are defined as follows:
Srxlev indicates the S value of cell selection (based on RSRP) in dB. If both Srxlev and
Squal are greater than 0, the cell selection criteria are satisfied.
Qrxlevmeas indicates the Reference Signal Received Power (RSRP) of the cell measured by
UE.
Qrxlevmin indicates the minimum receive level of the cell (namely, q-RxLevMin in SIB1),
which corresponds to EUtranReselection.selQrxLevMin parameter (dBm) in the OMC. In
the cell intra-frequency reselection scenario, Qrxlevmin corresponds to the q-RxLevMin IE
in SIB3 and the EUtranReselection.intraQrxLevMin parameter in the OMC; In the cell
inter-frequency reselection scenario, the IE q-RxLevMin in SIB5 corresponds to
EUtranReselection.eutranRslPara.interQrxLevMin
Qqualmeas indicates the RSRQ level of the cell measured by the UE.
Qqualmin indicates the minimum RSRQ level in dB required by the cell. In the cell selection
scenario, q-QualMin IE in SIB1 is configured by EUtranReselection.cellSelQqualMin in the
OMC. In the cell intra-frequency reselection scenario, the q-RxLevMin IE in SIB3 can be
configured by EUtranReselection.intraFreqQqualMin in the OMC; in the cell inter-
frequency reselection scenario, the q-RxLevMin IE in SIB5 can be configured by
EUtranReselection.eutranRslPara.interFreqQqualMin in the OMC.
Qqualminoffset indicates the offset of the minimum RSRQ receive level, the IE
qQualminoffset in SIB1 can be configured by EUtranReselection.qQualminoffset
parameter in the OMC. It is only applicable to the UE, which are periodically searching for
a higher-priority PLMN in the VPLMN.
3.6 Cell Reselection Procedure
The UE deletes the priority configured through the dedicated signaling in the following
scenarios:
2. The validity timer (optional) of the dedicated priority, namely T320 in the RRC
CONNECTION RELEASE message, times out.
3. The UE receives a request from the NAS layer for PLMN selection.
4. If the eNodeB obtains a Subscriber Profile ID (SPID) for RAT/Frequency Priority from
the MME through an S1AP message, such as INITIAL CONTEXT SETUP REQUEST
or UE CONTEXT MODIFICATION REQUEST message, the eNodeB sets the
dedicated cell reselection priority based on the mapping relationship between SPID and
cell reselection priority, and then sends the dedicated cell reselection priority to the UE
through an RRC CONNECTION RELEASE message. If the eNodeB does not obtain an
SPID from the MME, or received an SPID is not configured with local policy, the
eNodeB will not assign any dedicated cell reselection priority to the UE. If the UE
receives the dedicated cell reselection priority from the RRC CONNECTION RELEASE
message, it will ignore the cell reselection priority from the broadcast. For details about
SPID, refer to ZTE LTE FDD Subscription Based Mobility Management Feature Guide.
During the cell reselection procedure, the UE does not consider any cell specified in the
blacklist contained in the broadcast.
Intra-Frequency reselection:
1. If Srxlev is greater than SintrasearchP, and Squal is greater than SintrasearchQ in
the serving cell, the UE does not perform the intra-frequency measurement.
Inter-Frequency reselection:
l High-mobility criterion: The number of reselected cells is greater than NCR_H within the
specified time period (TCRmax).
l Normal-mobility criterion: It refers to a speed state that does not meet the previously
mentioned criteria.
TCRmax indicates the time period for determining the medium or high-mobility state of the
UE, corresponding to the IE t-Evaluation in SIB3, and set by parameter
EUtranReselection.tEvaluation.
NCR_M indicates the threshold for the UE to enter medium-mobility state, corresponding to
the IE n-CellChangeMedium in SIB3 and set by the parameter
EUtranReselection.nCellChangeMedium.
NCR_H indicates the threshold for the UE to enter high-mobility state, corresponding to the
IE n-CellChangeHigh in SIB3 and set by the parameter
EUtranReselection.nCellChangeHigh.
In addition, if a UE at the edge of the cell moves between adjacent cells, it continuously
performs cell reselections. For example, if the UE moves to adjacent cell B from serving
cell A (B becomes the serving cell), and later moves to adjacent cell A from serving cell B,
the detection of UE mobility state will be affected. Therefore, in the previously mentioned
mobility detection criteria, the UE does not consider continuous reselections between two
cells. If the same cell is reselected, cell reselection has occurred on another cell. In other
words, when the UE moves to adjacent cell B from serving cell A, it at least reselects
another adjacent cell (except cell A) from cell B.
2. State transition
l If the UE does not meet the high-mobility criterion or the medium-mobility criterion within
the specified time period (TCRmaxHyst), the UE enters normal-mobility state.
TCRmaxHyst indicates the time period for determining whether the UE is in normal-mobility
state, which corresponds to the EUtranReselection.tCrMaxHyst parameter in the OMC. If
the UE enters high-mobility or medium-mobility state, the UE calculates the scales for the
corresponding cell reselection parameters by using the given scaling rules. The scaling
factors are defined in the system information.
3. Scaling rules
E-UTRAN cell:
TreselectionEUTRAN = TreselectionEUTRAN * t-ReselectionEUTRAN-SF-High;
E-UTRAN cell:
The variables in the preceding rules are described in the following table.
2. And the UE has camped on the current serving cell for at least one second.
Otherwise, if the UE wants to reselect a cell from the E-UTRAN, whose priority is higher
than the serving cell, the following requirements must be met:
1. For the cell on the higher-priority carrier, Srxlev must be greater than ThreshX, HighP
within the specified time period (TreselectionEUTRAN).
2. And the UE has camped on the current cell for at least one second.
1. For the serving cell, Squal must be smaller than ThreshServing, LowQ. For the cell on
the lower-priority E-UTRAN, Squal must be greater than ThreshX, LowQ within the
specified time period (TreselectionEUTRAN).
2. And the UE has camped on the serving cell for at least one second.
Otherwise, if the UE wants to reselect a cell from another E-UTRAN, whose priority is
lower than the priority of the serving cell, the following requirements must be met:
1. For the serving cell, Srxlev must be smaller than ThreshServing, LowP, and for the cell on
the lower-priority RAT, Srxlev must be greater than ThreshX, LowP within the specified
time period (TreselectionEUTRAN).
2. The UE has camped on the serving cell for at least one second.
Where,
You can control whether the serving cell configures IE threshServingLowQ in SIB3
through the EUtranReselection.threshSrvLowQSwitch parameter.
indicates the RSRP of the corresponding cell during the cell reselection procedure.
indicates the hysteresis in SIB3 of the serving cell, which corresponds to the
EUtranReselection.qhyst parameter in the OMC.
The UE sorts all cells that meet the cell selection criterion (S) based on the previously
defined equations, and finally reselects the highest-ranked cell.
To summarize, if a new cell can meet the following requirements, the UE can reselect it.
1. Within the specified time period (TreselectionEUTRAN), the new cell is ranked before
the serving cell. Corresponding to the IE t-ReselectionEUTRA in SIB3 , and set by the
parameter EUtranReselection.tReselectionIntraEUTRA;
2. The UE has camped on the serving cell for at least one second.
3.10 Cell Reservation and Access Control
An operator can use the following two mechanisms to achieve cell reservation or access
control:
l Using cell status indicators and reservation indicator information during the cell selection
and reselection procedures.
l Implementing access control by restricting certain UEs of the specified access level to
send initial access messages.
For detailed feature application, refer to the ZTE LTE FDD UE Access Control Policy and
Configuration Feature Guide.
cellBarred can be set to barred or not barred. If multiple PLMNs are specified in SIB1,
this IE is applicable to all PLMNs.
For the UEs specified with the access class (11 or 15) in the HPLMN or EHPLMN, if
cellReservedForOperatorUse is set to reserved for the corresponding PLMN, this cell is
regarded as a selected object during the cell selection or reselection procedure.
For the UEs specified with the access class (0-9 or 12 -14) and the UEs specified with the
access class (11 or 15) in the HPLMN or EHPLMN, (for example, these two indicators are
set to invalid or not used by the corresponding operator), if cellReservedForOperatorUse
is set to reserved for the PLMN in which the current UE is registered, the UEs determine
that cellBarred is equivalently set to barred.
Note: The access classes (11 and 15) are valid in only an HPLMN or EHPLMN.
1. The UE is not allowed to select or reselect this cell, even for an emergency call.
Based on the access class of the UE, access control occurs only when the UE initiates an
RRC connection. When selecting a cell to camp on it, the UE does not take the access
control information in the broadcast into consideration. The update of the access control
information will not cause the UE to perform cell reselection.

After UE enters to the RRC Idle status, if the channel quality meets the reselection
threshold, the UE reselects to the target cell. The cell reselection candidates can be seen
in the log 0xB186 LTE ML1 Reselection Candidates, as shown in the figure below.

6 Impact on Network
This feature provides service to the IDLE mobility of UE. It guarantees the UE normally
select and camp on the LTE cell, and when the UE moves in IDLE state, it could reselect a
better cell (including LTE cell, GERAN cell, UTRAN Cell, CDMA2000 cell according to the
configuration) in time, to maintain the better user experience.
